3.4 結論
ここでの分析結果からえられる結論は以下のようである。第一に、健康状態や精神衛生 状態を改善させるプログラムの実施は、人々の幸福度および生活満足度を高めるだろう。
社会資本への公共投資は、当該地域の所得や雇用状態の改善を通じて、人々の幸福度や生 活満足度に影響を与えるかもしれない。しかし、健康状態や精神に関する主観的評価を改 善するプロジェクトのほうが、より直接的に影響を与えうる。既存の政策から転換し、人々 の幸福度に直接的な影響を与え、それを改善させる政策の実施のためにも、幸福度の規定 要因に関する研究が不可欠である。
第二に、生活の利便性や居住地の自然環境が人々の幸福度と生活満足度に影響を与えて いることからも、地域住民の住環境に関する主観的評価を改善させる政策の実施が、人々 の幸福度の増進に資すると考えられる。このことは、特に、街づくりや地域の環境整備な ど、地方政府が担う政策分野において重要であると考えられる。
第三に、人々の生活の質の測定精度を高めるためにも、幸福度や生活満足度に関する主 観的情報の収集と整備が不可欠である。また、既存研究やここでの分析で明らかになった 幸福度への影響要因、たとえば、準拠集団の所得や幸福度、健康状態、居住地域の生活環 境などに関する主観的評価の情報も同時に整備されるべきである。それらの情報は、主観 的幸福度の決定メカニズムを理解するという目的のみならず、幸福度の増進のための関連 する政策の実施にも不可欠である。
補足 性格尺度の導出
調査では、性格に関する 44 の質問を行った。その回答を主因子法による因子分析にか け、単純構造が得られるように、変数の数を34まで落とした。バリマックス法によって、
因子軸を直交回転させたのち、それぞれの因子得点を計算し、コントロール変数として分 析に用いた。ここで、因子1を「信頼性」、因子2を「教養(文化)」、因子3を「外向性」、 因子4を「情緒不安」、因子5を「非協調性」とした。

80 4.国等による福祉・幸福指標
本章では,まず福祉・幸福指標を類型化した後,国・国際機関等の福祉・幸福指標のう ち主要なものをとりあげ,その概要を示し,これらの指標に共通する特徴を抽出する.つ いで,これらの共通の特徴が多くみられるOECD well-being indicatorsをとりあげ,この 指標群について詳述するとともに,その問題点を指摘する.最後に,国・国際機関等の福 祉・幸福指標に共通する特徴とOECD well-being indicatorsの課題,ならびに福祉・幸福 指標に関する従来の研究を踏まえた上で,新たな福祉・幸福指標群が網羅すべき領域,さ らに領域を細分化した項目や小項目を提案する.この提案にもとづき,OECD well-being indicatorsに,この提案で示されたが,OECD well-being indicatorsに含まれない一部の 指標を加えた,OECD加盟34カ国に対する福祉度・幸福度の試算結果を示す.最後に提 示した指標の領域・項目・小項目に関する今後の課題を若干示す.
