ISO，IECが発行する規格・出版物の著作権について
品質マネジメントシステムに関する ISO 9000s，環境マネジメントシステムに 関するISO 14000s関連の国際規格，その他，自動車・情報セキュリティー・医療・
食品等のマネジメントシステムに関するセクター規格が発行され，日本国内でも，
その対応が大きくクローズアップされております。また，EU加盟国拡大，国内法 規･技術基準等における国際規格･ガイドの採用促進，IT（情報技術）の国際標準 化の進展，並びにインターネット等での規格電子媒体活用の普及に伴い，ISO 及 びIECが発行する国際規格の著作権の保護の問題が，大きな国際問題として扱わ れるようになってきました。
一方，こうした分野に関して，規格開発･履行とは無関係のビジネスにおいて，
国際規格原文，又は翻訳版の無断での複製・転載・引用等が行なわれ，また，商 業ベースでの出版物，セミナー等におきましても，無許可での発行・使用・販売 等が行われ始めているのも事実です。特に，不特定多数のユーザーを対象とした 商業ネットワークにおいて，ISO，IEC規格のコンテンツがそのまま無断で転載さ れ，大きな混乱を生じさせています。しかし，ご存知のとおりISOやIECが発行 した国際規格及び出版物には，全て著作権が存在します。メンバー国における国 家規格への採用，国内審議委員会での国際規格審議目的を除いて，無断での複製，
翻訳，転載・引用等は禁止されており，必ずISO，IEC事務総長の書面による事前 許可が必要となっております。また，特に「営利を目的とした商業活動･出版事業 等」である場合には，所定の著作権使用料等の支払契約締結が必要となりますの でご注意ください。
関係者各位，国内関係諸機関の皆様には，ISO，IEC の規格（電子媒体を含む）
等に著作権が存在していることを再度ご認識いただき，その対応には十分配慮さ れるよう改めてお願い申し上げます。
■ 企業内・機関，団体会員間での国際規格の複製，翻訳，転載・引用，配布
（有料・無料を問いません）等が対象となります。
■ 発行されている規格･出版物だけではなく，国際規格原案(FDIS，DIS，CDV，
CD，WD)にも適用されます。
■ インターネット，オンライン・ネットワーク，イントラネット，DVD，CD-ROM 等電子媒体での利用に関しても適用されます。
■ 商業目的とした活用，コンテンツの取り込み，あるいは多国籍間の販売な どについても適用されます。
