2.高効率石炭火力発電設備導入よるCO2排出削減効果

インドネシアを相手国とした二国間オフセットメカニズムを構築する場合、現行のCDM 制度、方法論をそのまま適用することが難しいため、インドネシアに適しかつ世界が認め る新たな方式によるベースライン排出係数を定める必要がある。

本章では、インドネシアにおいて高効率石炭火力発電設備を導入した場合のCO2排出削 減量(クレジット量)を試算するためのベースライン設定について検討する。さらに、検 討したいくつかのベースラインをもとに、高効率石炭火力発電設備が導入された場合のCO2

排出削減量の試算を行う。

まず、ベースラインの算出に必要なデータを収集するために、既存石炭火力発電所の運 転状況について整理する。次に、収集したデータをもとに、提案するいくつかのベースラ インを計算し、それぞれのベースラインについて高効率石炭火力発電所が導入された場合 のCO2排出量を試算する。

なお、本調査では、特定の高効率石炭火力発電プロジェクトを前提にしていないため、

600MW、800MW、1,000MW の超臨界圧、及び超々臨界圧石炭火力発電所を導入すると

して、それぞれについて試算を行うこととする。
