〜 ハラスメントのない大学に 〜
国際教養大学(AIU)では、学生及び教職員が個人として尊重され、公正で良好な就学及び就労条件を確保 するため、ハラスメントの防止に取り組んでいます。
■ ハラスメントって何？
ハラスメントとは、「相手の意に反する不適切な行動を行い、相手に精神的な面を含めて不利益や損害を 与えたり、就学や就労のための環境を悪化させること｣をいいます。
■ 具体的にはどんなハラスメントがあるの？
大きく分けて次のようなものがあります。
○ セクシャル・ハラスメント
相手を不快にさせる性的な言動をさします。例えば、性的な経験について質問する、身体への不必要 な接触や強引な誘い、性的な写真を見せる、女性あるいは男性であるということで性格・能力・行動及 び傾向などを評価する、返答に困るような性的な冗談を言うなどが含まれます。言動の意図に関係なく 受け取る側が「不快」と感じれば基本的にセクハラになります。
○ アカデミック・ハラスメント
教育研究の現場において、教員が権限を利用して学生や他の教員に対して嫌がらせをすることをさし ます。例えば、人格を否定するような発言、指導の差別やえこひいき、指導を行わない、正当な理由な く単位を与えない、履修科目や研究テーマを選択する権利の侵害などです。研究現場では、研究費を与 えない、研究出張を認めない、研究成果を奪う、発表や論文作成を妨げる、教員同士の個人的な確執を 相手が指導する学生へ不利益を与えて晴らそうとする行為が含まれます。
○ パワー・ハラスメント
職務権限を使って正当な範囲を超えて圧力を加えることを言います。例えば、人格を否定するような 暴言を吐く、意味のない仕事を強要する、不当なルールの強制や退職の示唆などがあります。学生の場 合はアルバイト先やインターンシップ先でも起こりえます。
＊ ハラスメントは教員と学生、上司と部下の間だけではなく、サークルの先輩と後輩、同級生同士、
同僚同士であっても本学では絶対に許されません。
＊ そのほか、「一気飲みの強要」や「ストーカー行為」もハラスメントになります。
＊ ハラスメント行為は懲戒の対象となることを忘れてはなりません。
■ ハラスメントにあった時はどうしたらいいの？
○まずはハラスメントにあっていることを認識しましょう。我慢しているだけでは状況はよくなりません。
○行為者に「NO」の意思を伝えましょう。
○相談員にすぐに連絡しましょう。
○自分を責める必要はありません。
○受けたハラスメントについて｢何時、どこで、だれから、どのようなことをされたか｣記録をつけておき ましょう。
■ What to do in order to avoid harassing behavior?
Be aware of the following:
- Respect one another
- There may be situations when you unintentionally hurt or make another person feel uncomfortable.
- There are individual differences in how one perceives an incident.
- Don't speculate that other people will tolerate anything.
- Others may be in a position which is difficult to say no (as student, as KOHAI, as subordinate).
■ If you see someone being harassed…
- Warn the perpetrator to stop the behavior immediately.
- The victim has already been hurt psychologically, so be sensitive and avoid language which implicates doubts about his/her experience or which blames the victim.
- If needed, be a witness, and keep confidentiality for the privacy of the victim.
- Suggest he/she go to talk to a harassment consultant and accompany him/her if needed.
■ What is the effect of harassment on the university?
Study, work, and health of the victim may be considerably affected. Due to psychological stress, the victim may experience reduced concentration, declining performance, present acute stress symptoms (e.g., depressed state). Also the deterioration of interpersonal relations will break the order of the university, prevent the smooth conduction of business, and also may damage the university reputation.
■ Types of Harassment
There are two types of harassment.
The position abuse or value exchange type: When the harasser determines advantage or disadvantage depending on the victim's reaction to harassing behavior. For instance, the victim's submission or rejection of harassment is reflected in the decision of an academic grade, work evaluation, and working condition.
The environmental type: When the environment of study, work or research is markedly damaged by the act of sexual, academic or power harassment. For example, because of harassment, it becomes difficult to go to the university or workplace, or motivation for study or work declines.

■ What happens after going to a Consultant
In dealing with the issue, your feelings will be respected. Depending on your request, resolution measures which may be taken are; (1) do not proceed beyond consultant, (2) request an investigation or mediation by the Harassment Prevention Committee (3) seek referrals to an outside institution such as a mental health clinic.

■ ハラスメントをしないようにするためには？
○お互いの人格を尊重しましょう。
○本人の意図とは関係なく相手を不快にさせてしまう場合があります。
○不快に感じるかどうかは個人差があります。
○この程度のことは相手も許容するだろうと勝手な憶測をしないようにしましょう。
○相手がNOと言えない立場にいるかもしれない（学生として、後輩として、部下として）ことを考慮し ましょう。
■ ハラスメントを受けている人がいたら…
○その場で加害者に注意しましょう。
○被害者は精神的に傷ついていますので、被害者の話に疑問を抱くような言葉や、被害者を責めるような ことは言わないようにしましょう。
○必要なら証人になり、その時は被害者のプライバシーを守るよう注意しましょう。
○相談窓口へ行くように進めるか同行してあげましょう。
■ ハラスメントが大学に及ぼす影響とは？
被害者の精神的圧迫からの集中力低下、能力低下、急性ストレス反応（うつ状態）など、就学・就業面と 健康面で重要な影響を及ぼします。更には対人関係の悪化によって学内の秩序や円滑な業務が阻害される恐 れもあり、本学の社会的評価にも影響します。
■ ハラスメントのタイプ
ハラスメントには2種類のタイプがあります。
○地位利用型･対価型(代わりに何か与える という意)：加害者の個人的、性的、または力の欲求に被害者 がどう対応するかによって、被害者に不利益または利益を与えることをいいます。たとえば、被害者の 服従または拒絶を、学業成績、勤務評価、人事・勤務条件の決定などに反映させることをいいます。
○環境型：就学、就労、教育または研究を行う環境を著しく損なうことをいいます。ハラスメントにあっ ているため、職場や大学へ行くことが苦痛となっている場合や学業・就業意欲が低下している場合もこ れに該当します。
■ ハラスメント相談窓口（2014/04現在）
相談があれば、相談員あてに、電話、メール、または直接尋ねて、気軽に連絡してください。プライバシー や名誉、その他人権を尊重し、秘密は厳守しますので安心して相談してください。
■ 相談後の流れ
対応には相談者の意思を十分に配慮します。相談者の求めた場合に応じて、(1)相談のみにとどめる、(2) 学内のハラスメント防止・対策委員会に申し立て、同委員会による調査あるいは調停、または、(3)心療内科 など外部機関の紹介、という解決ルートに進みます。

1.Features of AIU Curriculum
1-1. Basic Education
●English for Academic Purposes Program (EAP)
The EAP program is the first phase of a student s experience at AIU. As all degree-related classes are taught in English at AIU, a high level of fluency in English is necessary for students to succeed. Students focus on intensive study of the language in the EAP stage of their curriculum.
EAP courses are intensive courses that focus on giving students a strong foundation in Academic English so that they can succeed in their AIU programs. Class size is typically kept small with approximately 18-20 students in a class. Students are grouped into one of four EAP levels based on their English skills as identified through placement tests. The four levels are EAP I, II, III, and Bridge. EAP I –III, contain three courses that focus on specific skills:
speaking and listening, reading, and writing. In addition, students take a TOEFL preparation course and a Computer Basics course. In the Bridge program students take a specialized Bridging Learning Communities course, Composition I and a course on Academic Reading across the Curriculum along with other courses from the Basic Education curriculum. To move through the levels of the EAP program students must maintain passing marks in all courses and achieve target scores on TOEFL tests.
●Basic Education Courses
In the Basic Education (BE), students are working on the development of skills and methods of inquiry necessary to achieve the Five Educational Goals of International Liberal Arts at AIU.
In distinction from further study in Advanced Education, students acquire knowledge from a very wide range of disciplines giving them diverse perspectives on the world and global issues.
This knowledge, when integrated through general methods of critical thinking, empirical, qualitative and quantitative methods gives them a firm foundation for more focused analysis of Advanced Education at AIU and in the life long learning process necessary for every global citizen.
1-2. Advanced Education
After completing the Basic Education program, students move to the Advanced Education program with its increased level of specialization. This program enhances student expertise in a selected area of specialization, either Global Business or Global Studies Programs.
●Global Business Program
As globalization of the economy progresses, activities of business enterprises have become more and more complicated and require higher levels of skills and expertise. A fundamental responsibility of business enterprises is to provide useful goods and quality services to the society. For that, it is very important to raise creative people who are able to understand the social and global needs and renovate business enterprises. The Global Business (GB) program offers opportunities for students to understand economics and financial issues in globalized society and thus provide paths to become highly competent persons who possess the global perspectives which allow them to understand real values in the society and lead others in business activities. For this purpose, we will encourage the students to acquire Three Core Values as a future global leader: Competence, Compassion and Commitment.
Program Priorities
The Global Business program put a strong emphasis on the fundamental theories of
economics. After studying market mechanism, students will analyze failures of markets, governments and the role of civic society. Students will also explore new life-styles, business models, global environmental issues, and issues in development and trade, to gain abilities to come up with new solutions for the international, political and economic society. By studying the international economy, industrial organizations and business organizations, students will become creative members of the workforce for the future economic world. We recommend the GB students to take the courses of GS program also to broaden their knowledge.
