Frequent and heavy rainfall in recent years has result into spontaneous damage in Japan. In this paper, we analyzed the open-ended answer text data of questionnaire survey from the municipal government officials who had experienced evacuation advisory or order publishing among heavy rain disasters in 2009. We applied a text mining system (TR: TRENDREADER) to analyze the text data. The characteristics of these extracted learnt lessons and found issues suggest that, the local responders in heavy rainfall regions should reinforce their emergency response, decision-making of evacuation advisory and communication to the residents.

Purpose: To utilize collected information on the food situation in disaster stricken district, survey by disaster ethnography was conducted on March 30, 2016. Method: The survey respondents were four ofﬁ cials of Minamiaso village ofﬁ ce who were in charge of meals provided to the evacuees, a leader of a private volunteer organization, a resident in Tateno area who worked at a souvenir shop of the Hotel Greenpia Minamiaso, and two hotel employees. Documentation was performed from the recorded contents. The text was analyzed by 1) dividing into speech blocks, and 2)attaching category ﬂ ags and sorting the speech blocks. The 2016 Kumamoto Earthquake damaged a wide range of area in Kumamoto prefecture, and in Minamiaso, the trafﬁ c was cut off at places along a main road. Immediately after the earthquake, the village was temporarily isolated. In this status, the village ofﬁ cials purveyed food and supplied daily meals for the villagers gathered in evacuation centers. Further, the leader of the private volunteer organization, who entered Minamiaso conducted eating support in this district.
