2. 繊維産業
（1）生産
ノルウェーの繊維産業を大きな流れで見ると、雇用者数も企業数もともに、1970年から1990年 にかけて徐々に縮小した。しかし 1990 年代には安定期に入り、むしろ繊維業界としては地盤を固 めたといわれる。
Romasdalなどが伝統的に繊維産業が強い。また国内メーカーにおいて最も重要なのは、法人顧客や 公共団体、つまりユニフォームやワーキングウエアである。
においても、WTO により繊維貿易の自由化が進み、繊 維生産はEUやEFTAエリアを越えてアジア地域へと広がり、国内産業としては海外との競合が厳 る。また国内における繊維産業の地位は、工業生産に占める石油・ガスの割合が5割

前後を占めていることもあって、繊維産業の工業生産に占める割合は1%もない。
国内繊維生産はテキスタイル・糸類が461百万ドル、アパレル類が132百万ドルである（2000年 平均で１ドル＝8.8018ノルウェー・クローネとして換算）。1996年と2000年を比較すると、テキス タイル・糸類は 5%増、アパレル類は24%減となっており、ア
く、海外での縫製が進んでいると見られる。
主な品目の生産量が、表3である。ただしこの表は鉱業を含む
したものであるため、表2の数字とは一致しない。なおこの2,506社の生産はノルウェーの総生産
の90%弱を占めるが、繊維業界では中小企業が多いため、テキスタイル・糸類で65%、アパレル類
で52%にしか達していない。この表によると、テキスタイル・糸類では、漁業網などが増加してい
るものの、アパレルに関わる織物やニット製品は減少傾向を示している。アパレル類については、
2001年の数字は2000年に比べて品目別では一部を除き軒並み減少しているにもかかわらず、総額 は増加している。この表には主にワーキングウ
ると考えられる。

おおよその繊維貿易は、1,400億ドルの輸入、191億ドルの輸出で、大きく輸入超過となっている。
輸入品は、アパレル類やテキスタイル二次製品の割合が高く、輸出は糸類が多いため、海外で織り・
縫製を行うケースが多いと考えられる。
繊維輸出は2001年の数字は1991年に比べて、テキスタイル・糸類は1.4倍に、原料類2倍、ア パレル類は1.5倍に増加した。原料類の伸びは大きいものの、繊維全体に占める割合は3%程度しか ない。テキスタイル・糸類は、1992年と1993年を除き、比較的順調に増加を続けている。アパレ ル類は、1996年と2000年に大きく減少した。
細かい品目別では、一番ウェイトが高いのは特殊品、それに続くのは糸類となっている。
地域別では、ノルウェーは EU には加盟していないとはいえ、地理的に近いことや、EU と自由 貿易協定を結んでいることなどから、テキスタイル・糸類及びアパレル類ともにEUとの関わりが 強く、シェアにも大きな変動はない。一方、隣接する北欧のシェアは減少し、東欧向けのテキスタ イル・糸類輸出が大きく伸びている。このことから、テキスタイル・糸貿易の地域が広がっている ことが分かる。

1991年と2001年を比較すると、テキスタイル・糸類は3割増、アパレル類は4割増となってい る。先進国の当然の傾向として、アパレルの占める割合が高く、特に 1997 年以降はその金額は上 昇傾向が強い。

地域別については、スウェーデンとフィンランドがEU、Nordic countiresの両方に、アイスランドもEFTAとNordic countriesの両方にカウントされている。

テキスタイル・糸類の輸入の中では、織物は減少傾向にある。アパレル類を男女別に見ると、女 性アパレルが男性用の2倍近くある。原料関係の輸入については、繊維輸入総額の1%未満である。
地域別では輸出と同様にEUとのつながりが強い。テキスタイル・糸類輸入の7割を、アパレル 輸入も4割弱をEUが占めている。しかし縫製基地が人件費の安い中国や東欧に移行しているのを 受けて、アパレルのEU依存度は年々、低下している。
なお日本からの輸入は、アパレルは1%にも満たない。テキスタイル・糸類もわずか1%のシェア であるが、金額はわずかながらも増加傾向にある。

・素材別動向
織物では化合繊織物よりも綿織物の方が量的には多いものの、ここ数年の綿織物の輸入量は低 迷した。化合繊織物の2001年の数字は5年前に比べて15%減だったのに対して、綿織物は30%
も減少した。
次にアパレル類では布帛製アパレル及びニットアパレルの代表格である女性用スーツ・アンサ ンブル類（HS6204）とセーター・プルオーバー類（HS6110）を取り上げた。
に反比例しており、綿製布帛アパレルの輸入急増が国内縫製用の綿織物の輸入減を引き起こし ている。また、2001年は、綿製が約4割、合繊が約3割となり、シェアが逆転した。合繊製に 比べて綿製が急激に流入しているのは、綿素材を中心としたカジュアルウエア人気が、北欧で も起こっているためである。
一方、ニットアパレルの代表であるセーター・プルオーバー類は、綿製がここ 1、2 年は横ば いであるが、過去5年間で見ると1割以上減少した。その代わりに化合繊はこの5年間で2倍 以上に急増した。ウール製も減少傾向にある。

輸入浸透度
維全体では8割が輸入に依存している。ただ国内生産はテキスタイル・糸類の方が強く、輸入 パレル類が圧倒的に多いので、アパレルに限ればさらに輸入浸透度は高いと予想される。
