本調査は豪州の炭鉱で石炭採掘に伴って発生する炭鉱メタンガス（CMM）の大気放出を削 減する最適かつ効率的な回収と有効利用により温室効果ガスの効率的なガス回収・利用シス テムを確立することを目的として、①豪州のエネルギー政策等および石炭賦存状況等、②主 要炭鉱のガスリザーバー特性とメタンガス排出量、回収量および利用状況、③坑内掘炭鉱に おける炭鉱条件による採掘前の炭層からの事前ガス抜き、採掘中ガス抜きおよび採掘跡ガス 抜き技術に関する効果と課題、④CMM の利用技術、⑤VAM の利用技術、⑥CMM 回収と利用、お よび VAM 利用における課題と対応および⑦炭鉱メタンガス回収利用最適化技術の調査方法の 提案の各項目について取りまとめた。
豪州のエネルギー政策等および石炭賦存状況等については、「豪州のエネルギー政策、石 炭政策、エネルギー需給動向」と「豪州の石炭賦存状況、石炭埋蔵量、炭質他」に分けて、
前者ではエネルギー政策、石炭政策、エネルギー需給動向を、後者では石炭賦存状況、石炭 資源量および埋蔵量、炭質他を記述した。特に注目されるのは豪州のエネルギー政策につい てRSPTの導入とMRRTへの変遷であり、今後も引き続きその動向に注視する必要がある。
主要炭鉱のガスリザーバー特性とメタンガス排出量、回収量および利用状況については、
および VAMタービン技術、混焼技術などについて調査した。KHI システムは、触媒燃焼ガ スタービンによって大量の VAM を処理することが可能であると共に、触媒燃焼技術と小型 ガスタービンという既存技術の組合せにより、商業化までにはそれほど時間を要しないとこ とが明らかとなった。エンジンや蓄熱発電に比較してコストは高くなるが、排出権収入など を考慮すれば経済性の改善も見込まれる考えられる。
CMM 回収と利用および VAM 利用における課題と対応については、炭鉱メタン湧出ガス量の 予測シミュレーション、ガス貯留層サイズと排出量ポテンシャル、脱離速度、掘進時の炭層 ガス排出、ロングウォール（LW）での炭層ガス排出、ガスタービンおよびガスエンジンのＧ ＨＧ削減・排出に係わる経済性評価の各項目を調査・検討し、その結果を炭鉱メタンガス回 収利用最適化技術の調査方法の提案として取りまとめた。その内容は、①豪州エネルギー政 策の注視、②炭鉱データベースの拡充、③KHIシステムを利用した実証試験、④CMMやVAM からの混合ガス供給、⑤安全性評価、⑥実施のための資金手当などとなる。これらの提案内 容を踏まえた F/S段階への移行を強く推奨する。
