国家や地方のレベルのガバナンスには、人々を脅 威から守り、生活の向上を促進する側面もあると同 時に、国のガバナンスの悪さが、貧困層の生活状況 をより不安定にし、生命や尊厳を脅かす側面がある。
権力が乱用され、不適切に執行されている国におい ては、権力集団が利益誘導型の政策、予算支出を行 い、結果として、貧困対策が後回しとなることは例 をまたない。土地やその他資産の所有権制度、警察 による保護、法的扶助のさまざまな制度的な不全の ため、権利や機会を奪われている貧困層が多い。ま た、家計調査などによると、貧困層は、所得に比し てより多くの賄賂を支払うという。
最低限の社会サービスや保護を提供し得ないのみ ならず、法と秩序が維持できず、政治的な不安定や 財政破綻の問題を抱えるなど、基本的な国家の機能 が果たせない脆弱な国では、社会不安の増大や対 立･紛争の激化、さらには、他国の軍事介入を招く 場合もあり、生活基盤や資産が著しく損なわれ、住 み慣れた土地からの避難を余儀なくされるなど、
人々の恐怖と欠乏をもたらす。これらの劣悪なガバ ナンスの原因は、当該政府自身の改善意思が欠如し ている場合と、意思があっても政府の実施能力が不 足している場合の２つがある。国家自身に改善意思 が欠如している場合や、国家が政治的･経済的に破 綻したり、破綻に近い状況にある場合は、国際社会 として、改善に向けた外交的説得や紛争解決･管理 に取り組むことが必要となる。治安の不安定な復興 段階において、平和構築支援を行っていく場合には、
治安の確保に留意しつつ、政府機能の再構築や、生 活や経済基盤の再生のための開発支援を小規模に重 ねていくなど、通常の開発援助とは違ったアプロー チや援助のツールが必要となる。
破綻に至るような極端な状況ではないが、ガバナ
ンスを改善する能力の不足する国において、人間の 安全を脅かす状況を改善し、貧困削減に資する援助 の方向性としては、より貧困層に肉薄した情報に基 づいた政策策定･実施のプロセスをつくり、政策決 定者や実施者がよりコミットし、より効果的効率的 に政策が実施されるような参加型かつ分権型ガバナ ンスの構造をつくる必要がある（参加型･分権型の ガバナンス支援）。国家の果たすべき基本的機能を 高めるためには、政府とともに、民間や市民社会組 織、地域社会などの多様なアクターを巻き込み、透 明性の向上を盛り込んだ援助を行うべきである。
このためには、社会的に弱い人々のエンパワメン トと、説明責任の制度とメカニズム、また、制度的 にはより人々に近いレベルの政府への権限委譲（地 方分権化）、これらに関係する人々（利害関係者）
の能力向上、およびそれぞれの相互作用を促進する 必要がある。なお、中央政府が調整･監督機能を十 分果たせない場合、地方分権化は地方権力者の権力 濫用を招きかねないため、画一的な地方分権ではな く、多様な方式を考える必要がある。
エンパワメントのなかでも、人々の法的な権利を 保障する制度や保護的措置へのアクセス改善と、ア クセスをより容易にする環境づくりも重要である
（法的エンパワメント支援）。フォーマルな法制度整 備や司法制度構築のみならず、法制度へのアクセス、
ガバナンスへの参加を阻む要因を克服するための paralegals（法訓練を受けた地元のボランティアや NGOスタッフなど）による相談機能、インフォー マルな仲裁制度の改善、行政における許認可権や裁 定機能の改善、政府職員の訓練などを組み合わせて 支援することが有効と言われる。
こうしたエンパワメント、説明責任の向上、分権 化への支援は、通常の開発プロジェクトと結びつけ て行うことが重要である。コミュニティ･レベルの 活動のみならず、地方政府や国家レベルの活動とも 結びつけて、市民社会組織と政府機関の協力関係を 促進することも重要である。
