4.5 今後の研究
本研究では，豪州QLD州の沿岸域オフセットおよび米国のWMPを分析対象とし，
生物多様性オフセットにおける flexibility という概念を整理し，その枠組みと，そ の利用にあたる一定の指針を示した．しかし，本研究ではQLD州と米国のWMPの みを分析対象としているため，本研究から考察した flexibility に関する枠組みや指 針は一般化するまでには至っていない．そのため，その他の生物多様性オフセット 制度も今後分析対象に加える必要があるだろう．
また，本研究は生物多様性オフセットの制度構造を重点的に扱っており ，flexible なオフセット自体の評価は行っていない．今後 flexible なオフセットを実施するう えでの指針を構築していく場合，どういった flexibility によるオフセットの成果が どう表れていくかについての実証研究（またはすでに行われている実証の flexibility の視点からの分析）が必要になるだろう．
最後に，生物多様性オフセットという概念は出現してからまだ日が浅く ，その輪 郭や内容もはっきりと定まったものではない．本研究の最後でも人間中心的捉え方 と生態系中心的捉え方からその解釈を考察したが ，まだ概念レベルでの整理が必要 とされている点も存在する．例えば，生物多様性オフセットにおいて多種多様な手 法が存在する中で，その目標であるノーネットロスをどう捉えるべきか，すなわち，
仮に生態系サービスを中心としたオフセットであっても ，現実的に何と何を比べて 相殺と言うべきかという問いにもより深い考察が必要であると思われる ．
