Supporting parents in regional child-rearing support centres in Japan:
A case study of the child-rearing support centre in Higashi Ward, Hiroshima City and the comprehensive child-rearing centre Kodomomiraikan in Kyoto City.

Abstract: The purpose of this study is analysing public arrangements for supporting parents who have anxiety of childrearing in regional childrearing supportcentres in Japan. In declining of birth rates, parents face more difficulty and psychological pressure in childcare especially in urban areas. This study focuses on two advanced cases of regional child-rearing support centers of Higashi Ward, Hiroshima City as well as Kodomoniraikan, Kyoto City to observe how to support parents in the regional communities. The survey finds out that the regional child-rearing centres arrange not only various programmes for childrearing, but also place professional advisors in the programmes. The professional advisors do not teach parents, but observe and understand the parents. And also, it is clarified that the centres tie a lot of actors and contribute to produce volunteers, and which vitalize the whole community. The survey result can be a new finding for Chinese society where has no social system for supporting parents who have anxiety in childrearing in urban areas.
