i n o e f f e c t  t h a t  saw t h e  c r u m p l i n g  o f  t h e  S o v i e t  Umon a n d  communism i s   E a s t e r n  E u r o p e  h a s   n o t  b e e n  f e l t   m A s i a ,  where communist r e g i m e  s t i l l   e x i s t s .   F u r t h e r m o r e ,  w h i l e  t h e   E u r o p e a n s  h a v e  a c h i e v e d  s i g n i f i c a n t  l e v e l s  o f  a r m s  c o n t r o l  a n d  d i s a r m a m e n t ,  t h e  A s i a n ‑ P a c i f i c  r e g i o n  h a s  w i t n e s s e d  a n  a r m s  b u i l d  u p .

The t h i r d  p a r t  e x p l o r e s  t h e  new i s s u e s  a n d  r e l a t i o n s  t h a t  g l o b a l i z a t i o n  h a s  i n t r o d u c e d   i n t o  t h e  new m i l l e n n i u m  by s p e c i f i c a l l y  f o c u s i n g  on g l o b a l  g o v e r n a n c e ,  human s e c u r i t y ,   t h e  r o l e  o f  NGOs, human r i g h t s  and h u m a n i t a r i a n  i n t e r v e n t i o n .  T h i s  i n c r e a s i n g   c o m p l e x i t y  a n d  d i v e r s i f i c a t i o n  o f  t h e  w o r l d ,  c a l l s  f o r  a  t r a n s f o r m a t i o n  o f  t r a d i u o n a l   g l o b a l  p u b l i c  g o o d s  f r o m  n a t u r a l  commons, t r a d e  t a r i f f s  a n d  m i l i t a r y  s e c u r i t y  t o  c l e a n  a i r ,   h e a l t h ,  f i n a n c i a l  s t a b i l i t y ,  knowledge m a n a g e m e n t ,  e t c   I n  t h e  f o u r t h  p a r t ,  t h e  U n i t e d   N a t i o n  i s   i d e n t i f i e d  a s  a n  i n t e r m e d i a t e  g l o b a l  p u b l i c  g o o d .  C o n s e q u e n t l y ,  a  c a l l  i s   made  f o r  g r e a t e r  commitment t o  i t s  v i s i o n  a n d  v a l u e s  s i n c e  i t   i s   endowed w i t h  t h e  m o d a l i t i e s   a n d  a d v a n t a g e s  o f  p r o m o t i n g  t h e  g l o b a l  p u b l i c  g o o d s  o f  p e a c e ,  p r o s p e r i t y ,  s u s t a i n a b l e   d e v e l o p m e n t  a n d  good g o v e r n a n c e .
