6.6 二村における稲作 の展望と残された研究課題
両村の稲作の今後を展望すれば、以下のようになると考えられる。農業地帯にあるＳ村では、
労働力の流出は今後とも持続するであろう。離農者の農地を購入する機会は増えるであろうが、
規模の経済は存在せず、また均分相続という制度が存在するかぎり、土地の集積による大規 模な経営体の出現を期待することはできそうもない。稲作を機械や直播の利用により合理化し、
労働の節約をすすめながら、１ha 程度の小規模稲作生産が続くのではないだろうか。
他方、都市近郊の農村であるＴ村では、農地保有規模の縮小は均分相続という制度のもと 今後とも持続するとみられる。ただし飯米確保の意欲は強く、正の粗所得が確保できる限りは 稲作を継続するのではないだろうか。ただし都市化の波がこの村にまで押し寄せて農地の大規 模な転用が進む段階では稲作は存続しえないとみられる。
本論の分析がカンボジア全体の稲作ないし農業の変容に対してもつ意味は、ひとつには農 業変容は地域によるばらつきが大きく、全体としてどう動くかを見る前に地域の実態を踏まえた 個別の動きを丁寧に集めることが重要であることがあげられる。もうひとつは、均分相続による規 模縮小の圧力は強く、規模拡大へのバリアになっていることであろう。また規模の経済が存在し ないことは大規模経営へのインセンティブがないことを意味する。経済成長によって農村からど れだけの農業労働力が流出し、どれだけの農家が離農するかによっても事態は違ってくるだろ うが、これまでの動きからいえば、離農者の集積による大規模経営体の登場というシナリオを描 くことは難しいのではないだろうか。
本研究では、多様な稲作経営体が存在するカンボジア稲作について、家族経営による小規 模経営体に焦点をあて、経済発展の中における稲作農家の実態 と変容を分析してきた。今後 は対象地区を広げ、よりダイナミックに農業が動いている地域を対象に、実態調査に基づく稲 作の変容について研究を進める必要があろう。
