Abstract
This paper is the 1st report on the structure of consciousness on “quality school” of school leaders in elementary and junior high schools in Japan and Taiwan“. The method used is Delphi technique.
The questionnaires on “quality school” have been prepared in Japanese and Chinese. They were sent to 31 principals of Taipei public schools and 120 Japanese principals on November, 2005. The collection ratio was 74.2% in Taipei, and 34.2% in Japan. The article this time treats the result of survey into the consciousness of school leaders in Taipei, Taiwan.
The keen interest in the introduction of new public management into school organization has been clear in Taipei principals.
Many principals respond positively to the issues such as the introduction of teacher appraisal system and school council system in each school. But in spite of it, many seem to have worry over the conflict with teachers at the same time. The creation of “quality school” depends heavily on the quality and consciousness of teachers. So many principals think it to be better to respond to the issues of teacher appraisal system and so on, but many hope to introduce it smoothly by getting enough consent of teachers as far as possible.
