労働経済学における英文教科書の出版動向

(1)−７１−. 労働経済学における英文教科書の出版動向伊佐勝秀. 周知のように、日本では経済学の教育・研究は欧米からの「輸入学問」として始まった。労働経済学も例外ではない。また近年では研究のみならず、学部教育においても英語の使用が広がりつつある。その意味で外国語、とりわけ英文の教科書の調査研究は重要であろう。他方で近年、中央教育審議会での学士課程教育の見直し論議½ や日本学術会議における「経済学」の定義（教育参照基準）問題¾ などをきっかけに、経済教育の在り方が注目を集めている。これは学問の制度化とも関連するが、そのためのツールとして大きな役割を果たすのが教科書である。この点でも、教科書研究は重要である。しかし日本では、例えば教育学では教科書研究が盛んに行われているが、経済学ではそうした研究は管見の限り、これまで皆無に等しい¿ 。私事ながら、筆者は過去年以上に亘り、大学の学部及び大学院で労働経済学の講義に携わってきた。その過程で複数の邦文教科書を使用し、その多様性に気づかされた。またその間、年 ∼ 月には中国の吉林大学に派遣交換研究員として滞在する機会を得たが、その際に日本では目にしたことのない複数の英文教科書に接した。これをきっかけに、年月に中国人民大学で、また年月に香港浸會大學で文献調査を行い、多くの英文教科書を実見した。こうした実地調査を元に、筆者は既に日本及び中国の労働経済学の教科書のサー本論文の草稿の一部は、西南学院大学の在外研究制度を利用して筆者が香港中文大學に滞在した年月から年月の間に作成された。 ½ 「「学士課程教育の構築に向けて」中央教育審議会答申の概要」

(7) −７２−. 労働経済学における英文教科書の出版動向. ベイを行ってきた伊佐及び伊佐が、英文教科書については、その範囲の広さ故に取りまとめ作業が遅れていた。年月∼ 年月の香港中文大學での在外研究中の文献調査は、この作業を進める上で大いに有益だった。本稿は、上記のような研究上の空白を埋めるべく、筆者が過去数年に亘って行ってきた、邦文教科書の源流にある海外、とりわけ英文教科書の動向に関する調査の中間報告である。まず本稿で取り上げる「労働経済学論

(15) など、それに類する単語が使われ、まえがきや目次、内容などから、それが学部もしくは大学院向けの入門書と判断でき、かつ市販されている書物を指すものとする。ただしテキストと研究書等との境界は曖昧である。また労働経済学は、社会政策や労使関係論、労働法などの隣接領域とも未分化な時期があった。それ故、上記の定義は相対的なものと解して頂きたい。なお、例えば

(16) という語がタイトルにあっても、内容が論文集であると判断されるものは除外した。また近年、「人事経済学」という研究領域が開拓されつつあり、教科書が複数、出版されているが、これも本稿では除外した。同様に、人的資源管理

(20) という単語の入った教科書の嚆矢は ! " だと言われる #$ %& 。この本は、本文 %'& 、全章のうち実に章が労働運動や集団的労使関係に関する話題にあてられるという、隔世の感を禁じ得ない構成をとっている。爾来、今日まで数多くの教科書が英語圏で発行されてきた。書誌情報の収集に当たって使用した主なデータベースは、国内では「国立国会図書館サーチ」 $() *

(25) である。検索結果を元に、可能な範囲で教科書を現物確認したただし全てではない。その結果、 & 点の教科書が英語圏で発行されてきたことがわかった。他方で、日本語による翻訳のあるものは、このうちの６点に過ぎない。原著での被引用機会の多いアメリカ以外の出版国では、タイトルにではなくという綴りが使われていることが多いが、煩雑さを避けるため、以下では両者を同一表記として扱う。例えば、

(28) やなどを加えても、日本で知名度のある教科書は全体の程度と思われる。特筆すべきは、本稿で取り上げた文献のが日本のいずれかの研究機関で収蔵されているという事実である。まさに「灯台もと暗し」だが、上記のような偏った紹介・参照に加えて、機関横断的なデータベースが構築されていないため、その全体像はこれまで明らかにされてこなかった。調査の結果、幾つかの事実・特徴が浮かび上がった。特に改訂数の多さ点のうち点、全体のは、日本語のものと比べた時に顕著である。このような違いを生み出す要因とは何だろうか。日本で改訂が少ない理由としてすぐに思いつくのは、英語と比べて市場規模が小さいことである。それ以外にも、に不況や少子化が拍車をかけた出版不況、学術出版を取り巻く環境の厳しさ、教科書の書き手の乏しさ、教科書執筆における分業体制の不備など、様々なものが考えられる。しかし、ここでは早急な結論を出すことは禁欲したい。もとより、本稿のデータベースは決して網羅的なものではない。データベースの精査や、より詳細なデータ分析、個々の教科書の内容に踏み込んだ検討などは、別稿を期したい。. 参考文献 !
