研究成果の概要（和文）：アジア太平洋諸国では，急速な経済発展と関連して，高度高等教育への需要が高ま り，教育インフラの整備が進行している。そこでは，(1) E‐ラーニングの導入（教育方法の改善），(2) 持続 可能性学など新しい学問を積極的に導入し，教育内容を近代化する努力（教育内容の刷新）が行われている。大 学や教育者ごとに個別に行われているこれらの努力を協調させ最大限の効果を引き出すべく，インターネット上 の連携システムKISSELを開発・運用した。それと同時に対面的な情報交換のために，国際シンポジウムやセミナ ーを開催した。研究の成果のすべてをKISSELサーバ上で公開し，高等教育の「内容の充実・質の確保」に努力し た。
研究成果の概要（英文）：In Asia Pacific countries, there occurred quite rapid development of modern industries, which required production of high quality workers. People of the educational sectors are trying to improve their education systems by (1) introducing E‑learning methods (improvement of education method), (2) renewing teaching contents (renovation of teaching contents). These efforts were carried out individually and independently. In order to synchronize the energy of the efforts, KISSEL (Knowledge Integration Servers System for E‑Learning) has been developed and used for obtaining maximum results of educational renovation in Asia Pacific countries. Beside the Internet collaboration by KISSEL, researchers collaborated by face‑to‑face methods in the form of
international symposiums and seminars. The fruits of these activities have been integrated as contents of KISSEL, which have been conveniently used for renovating the university‑level education in Asia Pacific region.

１．研究開始当初の背景
当該研究に先立って行われた科研費基盤 (C)研究「アジア太平洋諸国のための持続可 能性学を創生する協調的 E‐ラーニングシス テムの構築」（2008‑2011）において，アジア 太平洋諸国の高度高等教育の現状を調査し，
以下の結果を得た。
(1) 急速な経済発展に伴い，高度高等教育 に対する需要が高まり，新設大学が急増 している。
(2) 全体的に E‐ラーニング手法の導入に 熱心であるが，特に新設大学においてこ の傾向が顕著である。
(3) 第一次産業・第二次産業に関係する基 礎的な学問から第三次産業に関係するソ フト的・総合的な学問への重点シフトが 起こり始めている。
(4) 環境問題・エネルギー問題に対する意 識が高まり，持続可能性学の重要性が認 識されている。
(5) 特に都市部において様々なタイプの 新設大学が乱立したため，「教育の質の確 保」の観点では問題点も多い。
アジア太平洋諸国の高度高等教育の現状 には，このような共通的な背景や問題点があ り，教育方法や教育内容の検討において，協 調的（相互扶助的）に努力すれば，効果があ ると思われる事項が数多く存在していた。当 該申請者は，1998 年以来，JICA（国際協力機 構）プロジェクト，UNDP（国際連合）プロジ ェクトに参加し，発展途上国の ICT 事情及び 教育近代化施策のノウハウを体験的に蓄積 していた。当該研究はそれらの経験を背景に 実施された。
２．研究の目的
アジア太平洋諸国では，急速な経済発展と 関連して，高度高等教育への需要が高まり，
新設大学の急増など，教育インフラの整備が 進行している。そこでは， E‐ラーニング手 法の導入によって教育方法を工夫・改善する 努力や持続可能性学など新しい学問を積極 的に導入し，教育内容を近代化する努力が見 られる。
これらの努力は，国ごと，大学ごと，或い は教育者ごとに個別に行われている場合が 多い。一方，アジア太平洋諸国が直面してい る問題点及びその背景には共通の性格があ り，教育方法や教育内容の検討は，協調的（相 互扶助的）に努力すべきである。ICT 技術を 活用し，アジア太平洋地域に教育改善の協調 的な研究拠点を形成することによって，この 地域の高度高等教育の「内容の充実と質の確 保」を行うことが当該研究の目的である。
３．研究の方法
(1) ICT， 連携システムの改良と展開
アジア太平洋諸国の研究者が常時かつ 高密度に交信し，相互扶助的は教育研究 改善を可能とするために，既にKISSEL
（ Knowledge Integration Servers System for E-Learning ）システムを開 発していたが，これをシステム的にさら に改良し，より多くの人々が使えるよう に，サーバを拡大的に設置・運用する。
このシステムを使って，教育方法や教育 内容の改良や創意工夫のノウハウをサ ーバ上に蓄積する。

KISSEL サーバの Local Sector に蓄積さ れたコンテンツ中で国際的に共有すべ き も の は ， 英 訳 さ れ International Sector に置かれる。 それは，深夜に各 国に配置した KISSEL サーバ間で自動的 にミラーリングされるので，アップロー ドされた翌日には，各国でそのコンテン ツに敏速にアクセスできる。
(2) 国際セミナーの開催
前項はインターネット上での連携であ るが，これと並行的に，毎年，アジア太 平洋諸国の教育者が集い，対面式の国際 シンポジウム・セミナーを実施する。こ の会議では，重点研究テーマを設定し，
当該研究を組織的・計画的に展開する。
４．研究成果
ICT 連携の拡大の進展を図 2 に示す。KISSEL サーバは好評で設置の要望が多いので，将来 的な展開も含め設置状況を示している。

この図の中で，中塗りの丸印は配置済み箇 所，△は設置交渉中，〇は計画中を示してい る。近隣の KISSEL サーバにアクセスするこ とによって，ア ジ ア 太 平 洋 地域特有の非常 に混雑するネットワーク条件下でも，短時間 に大きなデータのダウンロードが可能とな った。KISSEL サーバのキャッシュサーバとし ての機能は極めて有益であった。
KISSEL サーバの International Sector に 蓄積されたコンテンツは，内容的に図 3 に示 した 8 つのカテゴリーに分類されて公開され ている。KISSEL システムは，関係する研究者 の自律的な努力により運営されているので，
当該研究プロジェクトの終了後も持続的に コンテンツの追加が見込まれ，それに伴い新 しいカテゴリーも追加される予想される。

当 該 研 究 の 成 果 は ， KISSEL サ ー バ の International Sector のコンテンツとして蓄 積され，常時公開されている。その特徴を以 下に整理する。
(1) マルチメディア・双方向タイプの教材 が学生にとって魅力的で教育効率も高 いことに注目した。アジア太平洋諸国の 教員が，このようなコンテンツを開発す るノウハウを習得する新しい教師教育 について調査・研究し，それを実現する 教師教育コンテンツを提供している。
(2) 上述の魅力的で教育効率の高いコン テンツ(マルチメディア・双方向タイプ
の教材)の具体例がカテゴリー化して蓄 積されており，知識・技術の体系化がな されている。これを E‐ラーニング技術，
ICT 技術一般，計算機シミュレーション，
環境科学，リモートセンシング（衛星写 真技術），防災，異文化・言語，考古学，
心理学などに関する高度高等教育の現 場でその教材の一部として活用できる。
(3) 環境科学や E‑ラーニングに関する国 際シンポジウムを開催（現地大学との共 催）したので，その議事録を公開してい る。
(4) 当該研究で開発したソフトやデータ ベース（Ancient Inscription Analyzer，
Environmental studies on KISSEL, Keyword extractor,Online CO2 Mapping system，Arduino Data Viewer）を APPs on KISSEL のページで公開している。
