For the start of the social security and tax number (my number) system
12-digit personal number (My number) will be notified on or after October of this year to the people of each individual with a resident card. Foreigners living in Japan, such as medium- and long-term residents and special permanent residents is also the subjects. Please see the following link for more information.

For resident registration of foreigners
Also foreigners subject to the Basic Resident Register Law, and create a certificate of residence as well as the Japanese. For notification of address change
You requires notification of an address change to change the address such as moving in, moving out, moving. At the time of notification, please bring a residence card or special permanent resident certificate.

If you want to move in from abroad, please refer to the procedures of the resident registration with passport, and a residence card (only for the person who has been issued by the Immigration Bureau).

If you want to move out to other cities from Joetsu City, you have a move-out certificate Joetsu is issued after a report of moving out to Joetsu City Hall, please refer to the notification of moving in to a new city.

The basic resident register network system
Basic Resident Register Network System (Juki Net) is a system that allows common national identity verification that network the basic resident register to notarized resident relationship.
The certificate of residence code
The certificate of residence code, is a random 11-digit number, absolutely necessary in carrying the national common identification , in the basic resident register network system.

Issue a "residence card" or "special permanent resident certificate" instead of "alien registration certificate."
"Residence card"
For medium- and long-term residents, it will be procedures and issued by the Immigration Bureau in accordance with the permission of the residence, such as landing permission, change permission of status of residence, and update permission of period of stay.
"Special permanent resident certificate"
For special permanent resident, it will be issued by the procedure in Joetsu City Hall as usual.
