・For foreign residents, the Basic Resident Registration Network System commenced operation on July 8, 2013. In accordance with this, a Resident Record Code is entered in the Resident Record of foreign residents.
・The Basic Resident Registration Network System is a system that enables nationwide identity verification by putting the Basic Resident Registration (official proof of residence) on a network.
・The Resident Record Code is a random 11 digit number that is essential in performing nationwide identity verification through the Basic Resident Registration Network System.
・With regard to some administrative procedures, it is possible to omit attachment of a copy of the Resident Record by specifying the Resident Record Code on the application. For detailed procedures, please inquire at the appropriate section.
・The Basic Resident Registration Network System takes various measures to maintain security such as restricting possession and usage of information, preventing improper internal use, preventing outside intrusions, etc.
・The Resident Record Code can be changed at residents’ request.
・Under the Basic Resident Registration Act, non-government organizations are prohibited from requesting disclosure of Resident Record Codes.
・Under the Basic Resident Registration Act, non-government use of the Resident Record Code is prohibited.
・Foreign residents will be eligible to receive the Basic Resident Registration Card at their municipality of residence from July 8, 2013.
The Basic Resident Registration Card is a highly secure IC card and the “Basic Resident Registration Card with Photo” can be used as an official document.
