The ward office (p. 102) must be notified of births, and newborn babies must be registered as residents (p. 30).

② Reporting to the health center

Inform your local health center of the birth by mailing the postcard contained in the maternal and child health handbook.

A public health nurse from the health center visits homes to check on the development of the child and offer consultation on childcare and explanations of child checkups conducted at the center.

The bookelet “A Baby is on the Way” is available online, which has information on childcare for expecting parents and those with a baby up to 1 years old.

Child checkups/inoculation (kenko shindan/yobo sesshu)

Children can receive free regular medical examinations and vaccinations (BCG) to protect their health at the health center. (Vaccinations for diseases aside from BCG can be given at a designated medical office.)

Lump-sum birth allowance (shussan ikuji ichijikin)

Those covered under the National Health Insurance Program (p. 34) are eligible to receive a lump-sum birth allowance of ¥420,000 per child upon birth (including stillbirth after 12 weeks of gestation). (¥404,000 if given birth at a medical facility not registered for the Japan Obstetric Compensation System for Cerebral Palsy (sanka iryouhoshou seido) or gave birth less than 22 weeks of pregnancy). This can be applied for at the relevant ward office (p. 102). Please contact your residing ward office for details.

Those belonging to the health insurance program offered by their employer can apply for benefits at the workplace.

Child medical assistance program (kodomo iryouhi josei seido)

Medical expense payments are reduced for those with children that have not reached the age of completing junior high school that are covered under a public health insurance program. The self-pay ratio is determined by the age of the children and the level of parental income (no reduction is applied if income exceeds a certain level). For elementary students in their secon year and over and junior high school children, the program only applies to their medical expenses from hospitalization or home-visit nursing care.

Apply at the ward office (p.102) beforehand to receive a child medical care card (kodomo iryohi jukyusha-sho) which must be presented along with the health insurance card to receive medical care at hospitals.

Child allowance (jidou teate)

Child allowances are offered to those raising children up until the first March 31 after the child’s 15^th birthday. The allowance will be issued the month following the completion of application procedures (there are income-based limitations).Visit your residing ward office (p. 102) for details.
