:核
兵器のない世界」
黒 澤 満 核 兵 器 廃 絶 へ の3つ
の ア プ ロー チ オバマ大統領 が 「核兵器 のない世界Jを
提 唱して以来、そ の 目標 は一般 に受 け入れられており、今はそれをどのように達 成するか に議 論 が発 展 してお り、最 近 の議 論 は以 下の3つ に まとめることができる。 第 1は 、核 兵 器 禁 止 条 約 を作 成 す るアプ ロー チ で、 国 際NGOが
モデル核兵器禁止条約を発表 しており、2008年にパ ン・ ギムン国連事務総長 が核 軍縮 の5項日提案 の中で強く主 張したことか ら、2010年
の核 不拡散条約再検討会議 でも広く 議論され 、会議 の最終文書で事務総長提案 が言及 されている。 この会議で非 同盟諸 国は2025年
まで に3段階で核 兵器 を廃 絶する行 動 計画を提 案 していた。 また世 界 の元 大統領 などを 含むグローバル ・ゼロ委員会 は、2030年までの4段階で全廃 する提案 を、平和 市長 会議 は2020年
までに廃 絶する提案 を 行つている。 生物兵器 と化 学兵器 についてはそれ らの禁止及 び全廃を規 定する条約 がすでに存在 しており、数力国以外 は すべて締約 国となっている。 現在 、核 兵器 禁止条約 を支持す るのが146、 どちらとも言えないのが22、反対が 26カ 国である。 第 2は 核 軍縮 へ の人道 的アプローチで、対人地雷禁 止条約 や クラスター 弾条約 が安全保 障 の観 点か らではなく、人道 の 観 点か らアプローチ して成 功 したこともあり、核 軍縮 にも適 用 す べきだ と主 張され ている。 スイスが2010年再検討 会議 で、 核 軍縮 に人道 的側 面を持 ち込 む べきであると主 張し、多 くの 国の賛 同を得 た。 会議 の最 終文 書 は、核 兵器 のいかなる使 用も壊滅 的な人道 的影響 を持 つので、国際人道 法を常 に遵 守することを再確認 している。この動きに大きく貢献しているの が赤十字 国際委員会であり、総裁 のケレンベルガーおよび代 表者 会議 は、核 兵器 の使 用 は国際人道法 と両立しないので、 全廃すべきであると主張している。第 3は 核 兵器 の非正 当化(ddeJtimi五ng nudear weapons)の
主張で、核兵器を廃絶するためには核兵器 を非正 当化するこ とが必要であることが専門家の間で主張されている。それは核 兵器 のもつ価値を剥奪するもので、核 兵器 の保 有 に当然付属 すると主張されている核 抑止 としての有用性 、名 声、権威 など を消滅 させ 、破 壊するものである。 たとえば広 島の原爆 投 下 が太平洋戦争 を終結させ たという神 話を、歴 史的事実からそ れはソ連 の参 戦であつたと訂 正すること、多くの場合 に核 兵器 は通常兵器 による攻撃を抑止できなかった事実の列挙などが 行 われている。 これらの3つ のアプローチは相互依存的であり、相乗的効果 をもつものであるので、同時に並行 的に積極的に推進していく べきである。
