Haeyoun HEO

Graduate School of Social Sciences, Waseda University

The Great East Japan Earthquake is a major natural disaster that led to various tasks for scholars as research focused on the recovery of damaged areas from several perspectives. Resilience is a theory that aims to explain the recovery of damaged areas. Research on resilience has been developed in Japan. However, recovery pertains to moving forward instead of returning to the past. In this regard, sustainability becomes the necessary element for resilience, such that establishing sustainable reconstruction strategies is necessary. The study intends to evaluate the sustainable community development of areas damaged by the Great East Japan Earthquake, with Kesennuma City in Miyagi Prefecture as the target area. Furthermore, the study aims to elucidate the transformative process of knowledge capital and human resources in Kesennuma City for sustainable community development.
