コンゴ民主共和国の内戦以降の過程に関する文献紹介

はじめに
コンゴ民主共和国（旧ザイール。以下コンゴ）は、モブツ（Mobutu Sese Seko）体制末期の 1996 年から断続的に約 10 年にわたる内戦を経験した。 1997 年にはモブツを放逐して L.-D. カビラ（Laurent-Désiré Kabila）が大 統領の座に就いたものの、わずか 1 年余りで再び内戦に突入し、2001 年に はカビラが暗殺されるに至った。その後を襲った息子の J. カビラ（Joseph Kabila）は国際社会の深い関与を受けつつ反政府勢力と和平交渉を進め、 2002 年末に権力分有合意が成立した。2003 年 6 月に発足した移行期政権は、 要約： 1990 年代後半以降、コンゴ民主共和国は 2 度にわたる内戦を経験した。 内戦は複雑な経緯を辿り、和平プロセスには国際社会がクリティカルな形 で関与した。本章は、コンゴの内戦およびそれ以降の和平プロセスを分析 するための準備作業として、それに関する主要な文献を挙げ、簡単な紹介 文を付した。 キーワード： コンゴ民主共和国、内戦、国際社会、移行当初の予定から 1 年以上遅れたものの、2006 年に大統領選挙を実施して、 紛争から平時への移行を完了させた。紛争はなお東部で散発的ながら継続し ており、事態は決して楽観できないが、立憲的政治体制の構築について国民 的合意が成立したという点では、移行期の完了はそれなりの意味を持つもの である。 このコンゴの移行過程には、国際社会の巨大な資源が投入された。国際社 会は、和平交渉のために数百人のコンゴ人を延べ数ヶ月にわたって南アフリ カのリゾート地に宿泊させ、2 万人近い規模の国連 PKO や EU の緊急展開 部隊をコンゴに投入し、2,500 万人以上が参加する国民投票や選挙を組織し た。こうした努力がなければ、コンゴの混乱状態はもっと長く続いたであろ う。 国際社会のコンゴへの関心を反映して、コンゴの紛争と紛争後の移行プロ セスに関してはかなりの先行研究が存在する。本章では、学術的な見地から 重要と思われる文献を選び、簡単な内容紹介文を付した。これらの先行研究 はいずれもコンゴの紛争と紛争後の移行プロセスに関わるものの、個々の論 文の問題意識に関しては、紛争の原因は何か、国際社会がなぜ介入したのか、 その介入をどう評価できるのか等々、様々である。筆者としては、コンゴ紛 争に対する国際社会の介入がいかなる意味を持ったのかという点を中心に、 最終成果に向けた考察を進めたいと考えている。
