Quantitative research evaluation index by using press publicity † ‡ Keiji Arimura†   Toshiya Kobayashi  Saburo Ogata  †Japan Advanced Institute of Science and Technology ( JAIST ) ‡The Institute for Future Technology ( IFTECH ) abstract A rule that “encourages an introduction of the structure which enables researchers to spend their budget for Public outreach activity on a constant scale” was included in the Chapter 4 of The Third Science and Technology Basic Plan approved by the Cabinet on March 28, 2006. It is thought that “degree of outreach” will be one of an important index of research institute evaluation and research evaluation in the future. Various situations of science and technology communications are expected. Other than basic academic activities such as an academic lecture and a paper presentation, outreach activities taken by mass media come to occupy specific gravity.
