1．IndustrialStructure of the Shikoku RegionaiEconomies
The regionalclassification usedfor1975interr・egionalinput・Output
table ofJapanis based on a partition ofthe countryinto nin畠 re−
gions小 Figurelshows the names of these r・egions together with
the name＄Ofurban and ruralprefectur・eS．A briefoutline ofeach
regionaleconomyisgivenin Tablel．From this table，it can be
seenthat about65％ oftheJapane芦enOWliveiムthe Kanto，Kinki，
and Chubu regions andtheproducts ofthese r・egions amountto70％
Of the grossnationalproduct．Furthermore ther・eis everylikelihood
thatthese shares willbe maintained or evenincreasedin the near
hlture．
In contrast to these populous regions，the rest of the country
exhibits many of the char・aCteristics common to economically under−
developed regions that are stagnant at alower・Stage Ofdevelopment．
Among them，We focus our・atte．ntion on Shikoknregion so as to
COnSider the reason whyitleads to differing rate of economic
growth．
The data of Table2 show that Shikoknis anislandwith an area
of18，798square kilometers，aCCOunting for5．0％ of the totalland
area ofJapan岬It also turns out that only3p6％ of theJapanese

9．6％；SeCOndar・yindustry，31．2％；and tertiaryindustr・y，59．4％．It
should be noted that the portion of the service sector has no differ−
ence between Shikoknand allJapan，but per capitaincome gap still
exists．In fact，a reSident of Shikoku received 220 thousand yen
lessincomein1978than did his nationalcounterpart． The differ・
encesin earnings accountedfor about15％ of the nationalaver・age．

Table3shows the Census of manufacturingindustries ofShikokn
regionin1978。It can be seen by this table that theindustrial
structure of the Shikoku r・egionis con畠ider・ably ditTeisified，・thQugh
its relative positionintotalvalue of shipments ofJapan：is aslow
as2い7％・On aVer・age．
As a matter offact，Japaneseindustry has made continuohs ef・
for・tS tO mOdernize production systems and fascilities．Howev占r・，We
sti11face various pr・Oblems，SuCh as differencein spatialdistribu−
tion，imbalancein development betweenlarge and smallenterprises，
enヤironmentaldisr・uPtion，and／or tr・affic congestion・Particularly，
the resources pr・Oblem high1ighted throughrecent developmentsindi−
cates r・eOrganization of the entire economic structure．．A＄ a re−
sult，Ou王countr・yis changinginthenew directionin whichresource−
savingindustries and knowledge−Or・ientedindustries occupy pr・incipal
positions．
Theindustrialstr・uCtur・e Of Shikoku regionis somewhat different
fr6h thi？neW direction．．For the regionis high1y dependent on
such r・eSOur・Ce−basedindustr・ies as Chemical＆ a11ied pr可ucts（the
percentage of totalvalue ofshipmentsisll．5％），Petroleum ＆
coalproducts（8．0％），and Non−ferrous metals ＆ products（6．・3％）．
But，the relative share of technology−basediqdustry，SayMachinery，
shows19．7％，・whichis far16ssthan 33．・5％ of the correspondihg
nationalaverage．．Thelocation quotients of those manufacturing
industries are shownin Table4，Which corTaborates the results of

Sincefutureeconomic expansion builds on past trends，tOeffec−

recent growth performance ofthe region under study． Thus the

Growth rates have by no means been uniform throughout thc
COuntry．Table5showsthe differ・enCeinthe average annualr・ateS Of
gr・OWth between Shikoku and the nation as a whole．As shownin
this table，the developmentalstages for Shikoku r・egion can be
grouped roughlyinto three per・iods

The first period from1955to1970is characterized by a rapid
growth era not onlyin Shikoku but alsoin therestofthecountry．
It was during this period that new industrial sites began to be con-
StruCted nearlarge Cities，and a remarkableindustrialgrowth，par・
ticularlyin the chemical，metal，and engineeringindustries，WaS also
inprocess．The second period was fr・Om1970to1973，When the
quickend pace of economic activity in Shikoku accelerated closing
of the relativeincome gap．In1965，for example，the average resi・

nationalcounterpart，Various factorsincluding rapid national eco・
nomic expansionin1960’s acceleratedthe regionaleconomic growth．
Hence，by the early of1970’s the per capitaincomelevelhad risen
to almost90％ oftheJapanese average．Table6shows this kind
oftransition briefly。But，the so・Called“oilcrisis’’whichoccurred
in the fallof1973changed considerably the domestic as well、as
internationaleconomic conditions．

Since our economic struCture WaS high1y dependent on overseas
sources of raw materials，this meant a sharpdeteriorationin terms
oftrade．．As such，the r・egionaleconomy became even worseand
noticeablyless stable thanit had beenin the1960’s．
In fact，
Shikoku，s rate of．growth remarkably slowed downin thelate of
1970’s，Which was presumably due to the harsh recession of ship
buildingindustries．Asa result，the relativeincome gap has been

19730nWards．
Table7shows the changein the value of manufacturing ship−
ments during1965through1978．Due to the declinein the growth
rate，the various problems came to unravelthemselves．The 丘rst
