Symbiosis with various communities
Population decline is captured as a problem affecting the whole of Japanese society, and efforts are made to cooperate with exchange organizations, as well as to explore the establishment of mutually complementary models for the urban and rural areas.

Japan’s driving force
The aim is to transmit the appeal of the diverse arts and culture that Toshima City takes pride in to the world, attract people and industries from the world, and create the International City of Arts & Culture that propels the vitality of Japan.
What is a “city at risk of disappearing?”
These are municipalities that are predicted to experience a decline in the population of young women (20 – 39 years old) of 50% or more in the 30 years from 2010 to 2040 (896 cities, wards, towns, and villages across Japan, making up 49.8% of all municipalities). When the population of young women, who cover more than 90% of the total specii c birth rate falls below 50%, it becomes difi cult to reproduce/maintain the population, thereby endangering the future survival of the region.
2014年5月、日本創成会議(民間の有識者会議)により、豊島区は23区で唯一「消滅可能性都市」に位置づけられました。区
は、この指摘を人口減少社会への警鐘と受け止め、持続発展都市への転換を図るための様々な対策を総合的・横断的に展開
しています。
In May 2014, the Japan Policy Council (a council of experts from the private sector) positioned Toshima City as the only city among the 23 wards of Tokyo to be a “city at risk of disappearing.” The city administration took this as a warning on the declining population of society, and undertook to formulate various policy measures in a comprehensive and cross-sectional manner, with the aim of making the transformation toward a sustainable development city.

2010年から2040年までの30年間に、若年女性(20 ~ 39歳)が50%
以上減少すると推計された自治体(全国で896市区町村、全体の
49.8%)。合計特殊出生率の9割以上をカバーする若年女性が5割以下
になると人口の再生産・維持が困難になり、将来存続が危ぶまれると
されました。
持続発展都市対策の
4つの柱
Four pillars of the sustainable development city policy measures
一人暮らし高齢者や高齢者のみの世帯が増加するなか、介護や支援を必要
とする高齢者が、できる限り住み慣れた地域で心豊かに暮らせるまちづく
りを推進します。また、元気な高齢者が担い手として活躍する場を確保す
るなど、生きがいづくりの充実も積極的に進めていきます。
Tackling the issue of the aging population
Amidst the increasing number of senior citizens living alone and households comprising only senior citizens, Toshima City promotes the development of a city where senior citizens who require nursing care and support can continue living spiritually rich lives in an area that they are accustomed to, as far as possible. Active efforts are also made to strengthen their purpose of life, such as by securing a place where healthy senior citizens can take on active, responsible roles.

Symbiosis with various communities
To solve the issue of declining population nationwide, efforts are made to further deepen collaboration with local governments with exchange relationships, such as the sister cities of Chichibu City and Minowa Town, and to promote initiatives to expand interaction and exchanges with “people” and “things.” The aim is to create affl uent communities and revitalize communities, and thereby contribute to revitalizing the whole of Japan.
