｢京都市外国人留学生国民健康保険料補助事業｣
京都市の国民健康保険に加入し、「留学ビザ」を持つ私費留学生に対して、月額700 円が支給 される制度です。 内容を確認の上、申請期間中に申請してください。 >（公財）京都市国際交流協会国保補助申請 HP （リンク先→http://www.kcif.or.jp/ryusite/） 補助金額 1 人 月額７００円 （半年単位、半年毎に支給されます。毎年申請が必要です。） 留学生国保補助 支給条件 （全項目必須条件） ○補助金支給日まで継続して京都市内に居住し、京都市の国民健康保険に 6 ヶ 月以上加入していること ○京都市内の大学に在学していること ○日本政府から奨学金をもらっていない私費留学生であること ○在留資格が「留学」であること ○国民健康保険料を納めていること ○日本に上陸してから 6 ヶ月以上が経過していること 補助の期間 4 月から翌年 3 月までの 1 年間（半年単位で支給） 申請期間 支給日 下記の申請期間中に、まずは（公財）京都市国際交流協会のホームページで申 し込んでください。 ◇２０１３年度【定期申請】 申請・提出期間：9/1-9/30、 支給日：1/31、7/15

種別 対象 新規申請 ○9 月入学 ○定期申請期間中に申請できなかった場合 継続申請 ○定期申請の期間に申請できなかった場合 詳細は、次頁の重要!!を読んでください。不明な点は留学生課までお問い合わ せください。 留学生課に 提出する書類 ① 銀行口座振込依頼書(様式 3) （通帳の表紙をひらいたところのコピーを貼付してください） 補助金が振込まれる金融機関は「ゆうちょ銀行」に指定されています。 口座を持っていない場合は、口座を作った後で申請してください。 氏名欄は保険証の記載どおりに記入してください。 ② 国民健康保険被保険者証(写し)(様式 4) （京都市国民健康保険被保険者証の原寸大のコピーを貼付してください） 有効期限が「平成○○年 11 月 30 日」であること ③ ネットで申請した後、登録が完了した画面を印刷した紙 氏名欄は保険証の記載どおりに入力してください。 ※必ず①、②、③揃えて提出してください。 ※ 銀行口座振込依頼書(様式 3)と国民健康保険被保険者証(写し)(様式 4)は、 申込完了画面よりダウンロードして印刷してください。重要!!
（必ず読んでください） ◎在学期間中、受給を希望する場合は毎年申請する必要があります。 一度申請したことがある人も、再度（公財）京都市国際交流協会の HP にログインをして申請する 必要があります。以前の申請内容に変更があれば必ず修正してください。 ◎申請について不明な点があれば、（公財）京都市国際交流協会に直接問い合わせてください。 （TEL:075-752-3511） ◎インターネットの申請と留学生課へ書類を提出の両方完了して初めて申請が受け付けられます。 どちらか片方だけでは申請したことになりませんのでご注意ください。 ◎9 月に定期申請し忘れて、翌年 3 月に追加申請しても、当年度 4/1-9/30 分までさかのぼって支給され ません。 ◎支給期間を 4/1-9/30 と 10/1-3/31 の 2 期に分け、半年単位で支給されます。月割支給はされません。 各支給日までに支給資格を喪失した（京都市外に引越した等）場合、該当期間は支給されません。 ◎支給日までに引越した場合（市内・市外とも）早急に留学生課まで変更届を提出してください。 様式は留学生課にあります。変更届を提出しなければ、引越し日を含む該当期間は支給されません。 ◎京都市以外から転入して 6 ヶ月経たない場合は、申請できません。 次回の申請期間に申請してください。 ◎在籍期間が半年でも、入学してから半年後の申請をすれば、支給されます。 ◎卒業年度生であっても、9 月の定期申請をしていれば、10/1-3/31 分が支給されます。 ◎9 月に入学した学生でも、卒業年度の定期申請は可能です。 （卒業年度の 10/1-3/31 分は、在籍していないため支給されません） ◎同志社大学を卒業した（留学生別科生含む）学生が、そのまま進学する場合や申請が可能な大学に 進学し、卒業予定年月が先にのびた場合は、次の定期申請期間（9/1-9/30）に「所属・卒業予定年月 日」の修正を行ってください。（入学年月日は修正しないでください。9 月入学の場合、当年度 4/1-9/30 が支給されなくなります。ご注意下さい） ※全てのケースにおいて、支給日まで京都市内（支給日までに市内市外を問わず、引っ越した場合は、 変更届を提出してください）に居住していることが前提です。 ※ただし、引越しをして変更届を提出した時期によっては、支給されない場合があります。詳しくは（公財） 京都市国際交流協会までお問い合わせください。（TEL:075-752-3511） ※在籍期間が半年で、修了後帰国する場合は、申請をしても支給されません。ご了承ください。申請年度１年間在籍している学生で考えられるケースを図式化しました

This is the institution that be paid 700 yen per month to Self-funded International Students with “College Student” residence status who have enrolled in the National Health Insurance scheme administered by the Kyoto City Government and paying National Health Insurance premiums.

Requirements for Obtaining the National Health Insurance Subsidy for Foreign Students
You can receive the subsidy if you …
continuously live in Kyoto City until a deposit day and have enrolled in the National Health Insurance scheme administered by the Kyoto City Government more than 6 months; and
attend a college or junior college in Kyoto City; and
are a privately financed foreign student, who has not been awarded a scholarship from the Japanese government; and
have “college student” residence status; and
are paying your National Health Insurance premiums; and have to have been staying in Japan more than 6 months.

“JP Bank” (Japan Post Bank) is only financial institute to transfer money for this application; therefore, you have to open your bank account at the post office in order to apply for this subsidy. Please fill in the name section with your name as it is indicated in your national health insurance card.

pasted on. *The photocopy should be the actual size of your national health insurance card.
(Health Insurance should be valid until November 30, ○○○○.) ③ A printed paper from the screen which shows completion of application
procedure. Please fill in the name section with your name as it is indicated in your health insurance card.
※ Please prepare the documents, ①, ② and ③, and submit them all together. ※ Please download and print out the Bank transfer request form [Form 3] and the photocopy of your national health insurance card [Form 4] from the website after completing your online application process.
Important!!
(You MUST read!!)◎You have to renew every year during your period of study.
Although students who have applied for the subsidy before, you need to apply for it again from the KCIF’s website. (If there are any differences from the previous application, please change to the new condition.) ◎If you have any questions, please contact KCIF directly. (TEL: 075-752-3511)
◎You have to complete BOTH Apply from Internet and Submit application document to the Office of International Students. You cannot complete your application before you have done both.
◎If you forget to apply in September (normal application) and you apply for additional application in March next year; you cannot receive the subsidy from April 1st to September 30th of the previous year. ◎period of receiving subsidy is divided into 2 terms (April 1st to September 30th and October 1st to March
31st) and deposited every half an year. It could not be deposited every month. When qualification to a recipient was lost, (move to the outside of Kyoto city and so on) subsidy for the term including the date of lost.
◎If you move (within Kyoto city or move to the outside of Kyoto city) by the deposit day, you need to submit the form for changing address to the Office of International Students. The form is available at the Office of International Students. If you fail to submit, you cannot receive the subsidy for the term including the day you move.
◎If you move to Kyoto city from other cities within 6 months, you can not apply for this subsidy. ◎Students who enroll for 6 month, can apply
◎Students who are in the final year and complete the normal application (in September) can receive subsidy for the last 6 months of the final year (from October 1st to March 31st).
◎Students who entered in September and now in the final year, you are possible to do the normal application. (but you cannot receive from October 1st to march 31 of the final year, because you don’t attend Doshisha University anymore.)
◎Students who graduate Doshisha University (including Bekka program) and continue studying at Doshisha University or another University which also conduct National Health Insurance Subsidy, need to change the new name of University (or the new faculty) and the new graduation date when you do the normal application (in September as application for continue) next time.
Especially for students who entered in September, DO NOT change your entering date of the previous university (or faculty). If you change it, you won’t be able to receive the subsidy for the last 6 month amount of your final year (from April 1st to September 30th) at Doshisha.
※For doing above, you need to live in Kyoto City until the deposit day. (If you move either within Kyoto city or to the outside of Kyoto city) you need to submit the form for changing address.
※However, depending when you submit the form for changing address, you may not receive the subsidy. If you have any questions, please contact KCIF directly. (TEL: 075-752-3511)
※Please note that, if students who enroll for 6 months program and going back to home country after complete your program such as exchange students, you won’t receive the subsidy even if you apply.

Important Notice
【Condition of not receiving subsidy】
◎In accordance with the provision of “Kyoto City National Health Insurance Subsidies for Foreign Students Scheme”, students are unable to receive this subsidy in some cases, if they apply to any of the following.
※Screening for your qualification for July:
If your payments of the National Health Insurance fees of the previous year (Term 6 to 10) is less than 50%
※Screening for your qualification for January:
If your payments of the National Health Insurance fees of the current year (Term 1 to 5) is less than 50%.
◎If you don’t make a payment of the Nation Health Insurance fees by the each due date, it will take time to update data of your payment record. Please make sure to pay the National Health Insurance fees by the due date.
◎If you pay the National Health Insurance fees from a Post office or a Convenience store, it will take about 3months at most to update your payment record. Please use account transfer payment.
◎The amount of the National Health Insurance is depending on your income therefore, if you do not have income or less income, please report to a pension department of the ward office.
