Our city has developed remarkably as a central core of Tama region. However, we
must tackle new challenges such as declining birth rate, increase in aging population
and decline in population in the future. I will continue to promote life-oriented safe
urban development with full efforts with our staff as we operate the municipal
administration.
We also have to solve problems on the aging and transfer problems of combustible
garbage disposal facilities in Tachikawa and extend the life of Futatsuzuka Final
Disposal Site in the Hinode Town. We have set the "reduction of combustible
garbage" as the most important issue for our city. Formulated in 2010, we set a
priority project, "Garbage Disposal Basic Plan", and worked to reduce garbage in
cooperation with all our citizens and business enterprises.
This time, we have implemented the "Door-to-door collection for household garbage
and charged collection" from November 2013 aiming to further reduce combustible
garbage. We would like to promote further reduction of garbage by integrating the
present various garbage reduction measures and the recycling promotion measures.
With the implementation of the "Door-to-door collection for household garbage and
charged collection", a major part of the rules of garbage disposal have significantly
changed. Therefore, we created this "Sorting and Disposing Handbook of Recyclable
Resources and Garbage". Please make use of this handbook for thorough reduction
and sorting of garbage.

Exemption system of the designated collection bag
If a household meets any of the following requirements, a specified number of collection
bags will be issued free of charge by application.
Requirements for exemption Even if you meet more than one requirements, you will receive the specified number of bags for a household.
Households on welfare by the Public Assistance Act
Households receiving support by the Japanese War Orphans in China Support Act Households receiving child-rearing allowance or the special child-rearing allowance

Households with a person having 1st or 2nd grade Physical Disability Certificate and all family members are exempted from the municipal tax.
Households with a person having 1st or 2nd degree of Ai-no-Techo and all family members are exempted from the municipal tax.

Application is accepted at all times. In the case of application during the middle of the year, the number of the designated collection bag to be issued will be calculated from the month you make application.
Volunteer bag system
The volunteer bag is issued to various groups of residents' associations and individuals if they clean the public facilities as volunteer activities so that they can put out the garbage free of charge. It is necessary for organizations or individuals to register in advance in order to receive the volunteer bags. Volunteer bag consists of the following four kinds.

※Fallen leaves and weeds are collected free of charge even after the charged collection is implemented. You can put out garbage in the same way as the current procedure.
※It is not possible to put the garbage out for events such as local festivals.
Registration of the volunteer bag application and distribution are accepted at the Garbage Control Division of the Environment Sewer Department, Cleaning Office, Environment Division, Lifelong Learning Center and Study Halls in the city. The volunteer bags will not be issued on the same day of the
application since the confirmation process takes time. Please allow some time for the issuance of the bags.

Garbage disposal support project
If you live in the upper floors of the apartment building or live alone and have difficulty to put out garbage and you meet any of the following requirements, we will support you in putting out your garbage. Put out your garbage at the entrance of your door. We will carry your garbage to the garbage collection site. Furthermore, we will confirm your safety and healthy condition.
Requirements of the garbage disposal support project
All members of the household consisting of any of the Long-Term Care Level 3 to 5.
All members of the household consisting of any of 1st or 2nd grade Physical Disability Certificate. All members of the household consisting of only 1st grade of Mental Disability Certificate
Please submit the "Garbage disposal support project application form". We will mail the "Notice of determination" after examination.
The certificate(copy) that indicates the class of disability or long-term care is required for application.

Bulky waste exemption system
In the following cases, bulky waste processing fee will be exempted by the submission of exemption application form.
If you apply via phone, please tell the receptionist about the exemption of
the bulky waste disposal fee.
(1) Households on welfare
When you apply via telephone, please mention to the staff that you are on welfare.
After application via telephone, make sure to notice to your responsible staff of the Life Welfare Division that you requested the collection of the bulky waste.
(2) Households that have Physical Disability Certificate
If all members of the household are exempt from the municipal tax, and correspond to
any of the following conditions, the bulky waster disposal fee will be exempted.

Method 1: Take it to the shop for a new item or where you purchased it.
Method 2: You can purchase a "Home appliance recycling ticket" and bring the item directly to the "Home appliance recycling accept office". In this case, purchase a "Home appliance recycling ticket" by the "Post office transfer method" at the post office, and bring the item to the "Home appliance recycling accept office" (Izumi-cho) described on the next page.
Method 3: Ask the collection agency to transport the item to the "Home appliance recycling accept office" (Izumi-cho). (In addition to the recycling fee, transportation fee is also required
separately.) If you would like to use a transport company, we will introduce a transport company.

According to the Law for Promotion of Effective Utilization of Resources, disposing computers shall be collected and recycled by the recycle obligated companies (such as manufacturers, importers and sales companies of the disposal computers).
Please request the manufacturer to collect the personal computer that is no longer needed.
※Manufacturers of the main unit and displays are different. It is required that you apply to the respective manufacturer.
○The manufacturer collects the accessories of the computer at shipment (keyboard, mouse, etc.) along with the main unit.
For the service desk of each manufacturer, please refer to the instruction manuals shipped with the product, the manufacturer's website or flyers.
○If you do not know the manufacturer of your PC or it is a homemade PC, contact the following organization.

We have set collection boxes for used small electric appliances in order to promote recycling of used small appliances in our new recycling policy.
The small appliances shown below can be accepted with no charge at the collection box.

Handling of Business Waste
Waste discharged from all business activities including not only companies, offices, factories but also self-employed, stores, hospitals, schools and public services such as government offices is identified as a business waste and is separated from the garbage discharged from general household.
For example, kitchen garbage discharged from offices or factories and waste papers discharged from offices are business waste.
The waste generated by the business activities has to be disposed of by the business entities themselves.

Self disposal of waste can be classified as follows depending on the volume of discharged waste.
Disposal method of general waste
(1) Emission of small volume of waste (Daily average disposal is 10kg or
less)

the city.
(3) For both small and large waste disposal business entities:

However, the city accepts only "combustible garbage" and "pruning
branches."

Industrial waste cannot be accepted at all.
