運営主体：Singapore Sports Hub Consortium
(SSHC)⇒The Sports Hub Ptd Ltd (SHPL)
PPP（官民パートナーシップ）方式 ４企業がコンソーシアムを組み、設計、建築、 資金調達、経営面においてスポーツシンガポー ル（旧シンガポールスポーツ協議会：SSC）と 25年間の契約を締結（表1参照） 施設：ナショナル・スタジアム、インドア・ス タジアム、多目的アリーナ、アクアティックセ ンター、図書館、博物館、ショッピングモール 、海浜スポーツ施設等が併設され、インドア・ スタジアム以外は全て新設（表２参照）

SHPLの理事会が施設オペレーションを担当
するGlobal Spectrum Asia（GSP）に対し
てコンソーシアムの契約解除を申し入れる
動きが2016年2月に発覚。2015年下半期に
計7人の幹部職員が辞任または配置換えと
なっている。
施設を所有するSport SingaporeもSHPLの
動向に高い関心を見せ、Project
Agreement（業務協定書）の契約条件に沿
うことを要求すると述べている。
