1 . Before the Earthquake Hits (Be Prepared!)
・ Knowing about earthquakes
Difference between Magnitude and Seismic Scale
The original force or energy of an earthquake is measured by magnitude, while the intensity (shaking) of the earthquake occurring at any given point is measured on a seismic scale.
In general, even if the magnitude scale is large, the seismic scale tends to be small when the epicenter is far away and deep. On the contrary, even if the magnitude scale is small,
the seismic scale tends to be large if the epicenter is close and shallow.

Scale 1 Minimum shake is felt indoors by some people. Scale 2 Shaking is felt indoors by many people.
Hanging lights, etc. swing a little.

Majority of people sleeping wake up. Unstable ornaments in room fall down. People who are walking can feel the shake.
Scale 5 Weak Furniture may move, tableware or books may fall and window glass may crack.
Scale 5 Strong
Heavy furniture like drawers may fall down and outdoor vending machines may fall down.
Driving automobiles becomes difficult. Scale 6 Weak
Standing becomes difficult.
Tiles from walls, window glass may fall down and doors cannot be opened.
Scale 6 Strong
Standing becomes difficult and one must crawl to move.
Majority of heavy furniture falls down and doors come unhinged and fall down.
Scale 7
You cannot move around on your own.
Large cracks in the ground, landslides and avalanches may occur.
. Guidelines for Action during Earthquake
・ Checking dangerous spots in and out of your home
・ Inside the home
● Secure a safe space without any furniture in your home.
If you have several rooms, try to place all your furniture in a room rarely used. If not, reposition your furniture so that you can secure it in a safe space.
● Do not place furniture which may fall down in bedrooms/rooms for children, elders and sick people. Please be aware, that in the case an earthquake hits during the night, fallen furniture may block their escape.
● Take measures to prevent furniture from falling down.
Furniture tends to fall down if there is any allowance between the furniture and the wall or pillar. It will be dangerous. Do not place anything on top of furniture which might fall.
● Do not place anything in the entrance or hallway which might block your way out.
To secure a safe escape, do not place furniture or things which may fall down and block your way out in the entrance or hallway leading to the entrance. Your escape might be blocked if you place many things in the entrance or hallway.
・ Outside
● Balcony
Things with a risk of falling down, such as flower pots or laundry poles need preventive measures. The balcony is a good way out for your escape. Please keep your balcony neat and clean.
● Roof
Antenna must be tightly fixed. Check roof tiles and reinforce your roof by removing cracked, misplaced, or slipped off tiles.
● Glass
Scatter prevention film must be pasted.
Glass used for cupboards or frames must also have scatter prevention film pasted.
● Block Walls
Block walls without foundation in the ground or reinforced steel must be enhanced. Cracked or tilted block walls, and reinforced steel with rust must be repaired.
● Propane Gas
Steel cylinders must be tightly fixed with a chain.
・ Earthquake-resistant House
During the Great Hanshin Earthquake, approximately 100,000 houses collapsed completely and the majority of them were built before 1981. Surviving an earthquake depends largely on how secure your house is built.
In this respect, housing constructed before 1981 especially needs an evaluation of seismic capacity and an earthquake retrofit must be done as required.
2. How to protect yourself when earthquakes hit
When a large earthquake hits, it is very difficult to be calm and take necessary measures. However, your survival depends on your instant judgment. In order to be calm and take appropriate measures, please memorize the following set of actions.
Set of Actions to take when Earthquake Hits
・ When an earthquake occurs
○ Be calm and protect yourself
Get under something sturdy (table) and watch out for falling furniture and objects.
If you can't take cover, please go to an open area, crouch down and protect your head.
・ First 1~2 minutes
○ Once the shaking subsides check your gas lines and make sure there are no leaks. If there is an outbreak of fire, extinguish the fire.
○ Make sure to open the windows and doors to ease the evacuation.
○ Confirm the safety of your family.
○ Wear your shoes to protect yourself from broken glass.
○ Keep emergency kits near you.
○ Evacuate immediately if you are in an area with high risk of falling rocks or landslide.
・ 3 minutes
○ Confirm the safety of your neighbors
For elders living alone or households that have persons who require special assistance during natural disasters, take the initiative to call out to them and confirm their safety. If fire breaks out, inform by shouting and help extinguish the fire.
○ Watch out for aftershocks (Aftershocks occur after a large earthquake)
・ 5 minutes
○ Confirm information from radio, etc. (Do not be misled by wrong information)
○ Avoid using the telephone
○ Evacuate if your house is at risk of collapse. (Look out for concrete block walls and glass.)
・ 5~10 minutes
○ Pick up your child.
Go to the day care nursery, kindergarten, elementary/junior high school to pick up your child. When you leave your house, leave a visible note indicating where you will be.
○ Take further action to prevent the outbreak of fire. (Close the main tap of the gas supply and turn off the circuit breaker.)
・ 10 minutes to few hours
○ Fire Extinction Rescue Activities (Extinguish fire or do rescue actions in cooperation with your neighbors and report to the fire station, etc.)
・ ~3 days

Have sufficient supplies of necessary daily commodities in your emergency stock (Support and help from others cannot be expected for the first 3 days from the occurrence of a disaster.)○
Collect disaster and damage information (Pay attention to information disseminated by Ota City.)○

・ When you are cooking
When you feel shaking, turn off the fire immediately if you can.
If the shaking is very large though, make it a priority to protect yourself first. Installation of a computer applied gas meter, which shuts off the gas supply when a large shake is felt, is in progress; please do not rush unnecessarily to turn off the fire source if this increases danger.
There are many dangers in the kitchen, like cupboards, refrigerator, pans on the range, etc. Please leave the kitchen as soon as possible.
・ When you are in the bathroom or restroom
Bathrooms and toilets are relatively safe compared to other places in the house. Secure an exit by opening the door or window, but do not rush outside.
Watch out for falling objects, such as tiles.
If you are taking a bath, put out the water heater calmly.
・ When you are sleeping
Try to protect your head with a blanket or pillow and lie down under the bed where furniture will not fall on you.
It is difficult to grasp what is happening in the dark. Keep house shoes, a flash light and portable radio by your bed side at all the time.
・ In collective housing
Move furniture so that your exit will not be blocked. Open your door to secure an exit.
In case you cannot escape from the front door, escape from the balcony using a ladder or rope. Do not use elevators.
4. At school and the workplace
・ At school
Follow the instructions of your teacher and school announcements. If you are in a classroom, stay under your desk and hold onto your legs tightly. Stay away from bookshelves or windows, and move to a safe place.
・ At workplace
Stay away from windows, lockers, material racks, etc. and protect yourself by staying under your desk.
After the shaking subsides, check any fire sources such as water heaters
5. When outside your home
・ In department stores or supermarkets
Watch out for falling show cases, commodities and broken glass. Place yourself by a pillar or wall and protect your head with your clothing or belongings.
Follow the instructions of shop clerks. If you rush to the exit, it may cause others to panic and generate a more dangerous situation.
・ In an underground mall
An underground mall is said to be a relatively safe place. Place yourself by a pillar or wall and wait until the shaking subsides.
There are exits every 60 meters in an underground mall, so please be calm and take appropriate actions.
If a fire breaks out, cover your mouth and nose with a handkerchief and escape to ground level by moving along walls and keeping your body low.
・ Inside an elevator
Elevators with seismic control devices automatically stop at the nearest floor, so get off when the elevator stops at the nearest floor. If the elevator is not equipped with the device, press the buttons for all floors and get off at any floor it stops.
If you are locked in, it is dangerous to try to escape from the ceiling. Try to use emergency buttons or the interphone to inform that you are locked in and wait for rescue.
・ In a theater or movie theater
Lie low in between the seats and protect your head with your bag or clothing from falling objects. If there are large lights over you, move away.
In a closed space, people tend to panic. Stay calm and follow instructions of theater clerks.
6. When you are in a vehicle
・ What to do when you are in a vehicle While driving
Stepping on the emergency brakes (sudden braking) causes serious accidents. Hold onto the steering wheel firmly and gradually lower your speed. Stop your vehicle on the left and turn off your engine. Do not get out of your vehicle until the shaking subsides, and check for information on the car radio.
When you leave your vehicle, close the window and leave your key in the ignition. In case of an emergency situation, you may need to relocate so please do not lock the doors.
・ When you are on a bus
If you are sitting, bend forward and hold tightly onto the backrest of the seat in front.
If you are standing, firmly grab a hand strap or seat, or squat down and hold onto the leg of the seat. When the shaking is over, do not rush out. Please follow the instructions of the bus driver.
・ When you are on a train
Trains automatically stop when shaking is sensed. Watch out for people falling over and falling objects from luggage racks. Hold on tightly to a hand strap or railing. If you are sitting, keep your feet tightly together and bend forward. Protect your head with magazines or bags.
Do not get off the train on your own. Please follow the instructions of the conductor.
・ When you are on a SHINKANSEN (Bullet Train)
When the SHINKANSEN stops due to sensing an earthquake, a great shock is caused by the halting of the train. Bend down immediately and protect your head from falling objects.
If you are standing in an aisle, grab the seat handle so that you will not be thrown out or squat down holding tightly to the seat.

Elderly people, etc., requiring time for evacuation should start evacuating early to an evacuation center. Others should try to contact their family members, prepare things to take with them and prepare for evacuation. Simultaneously, pay attention to meteorological information on TV or radio. Recommendation
for Evacuation
River water level is rising and possibility of flooding is getting high. People should start evacuation to an evacuation center.
Evacuation Order Risk of disaster is imminent by flooding or failure of the riverbank. People must evacuate immediately to an evacuation center.

5. Landslides
・ Types of landslide disaster
slope failure
“Slope failure” is caused by rain water seeping into the ground resulting in the slope or cliff suddenly sliding off. It may be caused by an earthquake.
debris flow
Phenomenon in which mud and rock sliding from the slope of valleys and mountains due to water flow caused by heavy and long rain is called “debris flow.”
land slide
Phenomenon in which surface of slippery stratum like clay stratum starts sliding due to rising underground water level due to seepage of rain water, etc. is called “land slide.”

Phenomena foreshadowing disaster by landslide
Land slides may likely to occur when a large amount of water seeps into mountains or cliffs due to heavy or long rain. Before landslides occur, the following anomalies may be observed in mountains or cliffs.
Cracks appear on ground.
Gravel falls.
Water springs out from slope.
Mountain rumbles. River water level lowers although rain continues to fall.
Water in a stream or
well becomes
muddy.
Water in river suddenly becomes muddy and driftwood starts to flow down.

6. What to do when you evacuate
・ Collect accurate information and evacuate voluntarily
Pay attention to the latest meteorological and disaster information from radio or TV. If you are in a house near a cliff, evacuate promptly.
・ Watch out for announcement for evacuation When danger is approaching, City Hall or fire companies may call for evacuation. When such a call or announcement is made, evacuate promptly.
・ Do not go to dangerous points
Never go to see a river which is swollen because it is very dangerous.
・ Refrain from evacuating by car
Evacuation by car will block emergency vehicles. It will also cause traffic congestion and floods will stop the function of your vehicle. Unless you have extraordinary reasons, please evacuate on foot.
・ Help evacuate elders, etc.
Elders, children, sick people etc. need to evacuate early. Try to help your elderly neighbors to evacuate. Also help evacuation of foreigners who are not good at Japanese.
・ Confirm safe evacuation route
You are advised to decide your own evacuation route to the evacuation center and check whether that route is safe to walk.
For your evacuation route, try to select roads on high ground. When your route is flooded, please watch out for gutters or water conduits. Watch out for landslides near cliffs.
・ Before evacuating
Before you evacuate, shut off sources of fire like the electricity and gas supply, and confirm the whereabouts of the evacuation center. Also, if possible, contact your relatives and friends to inform them that you are evacuating.
If you are trapped by any possibility
In case you are trapped and danger is approaching, take refuge on the third floor or higher of a solid building near you.

7. Protect yourself when a tornado strikes
○ Typical signs that appear when a tornado approaches The sky suddenly becomes dark.
Witness statements: “The sky grew dark and it started to thunder and rain.” “The wind came and it got dark.”
Large balls of hail fall.
A funnel-shaped cloud stretching from the base of a cloud to the ground appears.
Witness statements: “A black cloud changed into a cylinder shaped cloud.” “A whirling black cloud approached.” “It looked like a black whirl moving.”
Loose debris fly up in a cylindrical path.
Witness statements: “Tree leaves and branches swirl around a black cylindrical cloud.” “I saw a funnel-shaped cloud carry up all sorts of things.” “I saw something like dust get carried up from the ground.”
There is a roaring rumble that sounds like a jet engine. The ears feels strange due to change in pressure.
○ How to protect yourself from a tornado

●Move to the basement or to the lowest floor of the bldg.
●Don’t open windows.
●Stay away from windows.
●Draw curtains closed.
●Close storm doors and shutters.
●Move to a room without windows near the center of house.
● Stay away from corners, door, and walls.
● Get under a strong desk and protect your head and neck with both arms.
● Don’t take refuge in garages, sheds, or prefabricated homes.
● Don’t go under bridges or overpasses.
● Take refuge in a sturdy bldg. nearby.
● If none, climb into a aqueduct or hollow, keep low while protecting head and neck with both arms.
●Be careful of falling objects

When indoors
When there is an armed strike from an external force or
terrorists, your safety is protected by the unified work of
national, prefectural and municipal governments.
Unfortunately, these incidents are extremely difficult to
forecast when, where, and how they may occur and affect
extremely large numbers of people.
In the case of encountering these incidents, confusion
may delay reactions causing new risk and increased damage. In this respect, it is
necessary to listen to information provided by Ota City and obtain necessary information
from radio or TV. In order to mitigate danger and damage, it is essential to calmly
cooperate with people around you: in your region, office and place you are visiting.
To protect your safety, Ota City, in principal, shall inform by siren of disaster prevention
by an administrative radio transmission to areas where an armed strike or terrorism is
expected or has happened. In addition, Ota City shall issue warnings through TV and
radio broadcasting, fire department’s loudspeaker van, etc. Warnings shall tell you
what and where the incident happened or is likely to happen and any desirable action for
you to take.
For areas where evacuation is necessary, calls for evacuation shall be made by the
above method.

Armed Strike or Terrorism
Warning has been declared. ○○ region is under attack. Please be calm and take necessary actions.
(1) If you are in a building
○ Close all doors and windows.
○ Stop gas, water and ventilation fans
○ Sit away from doors, walls and windows
(2) If you are outside
○ Escape into buildings, such as nearby strongly-built buildings or underground malls
○ If you are driving your car, try to halt your car in a place aside from roads. If you must park your car on roads, park it on left side of the road and leave your key in the car so that your car shall not block emergency vehicles.
○ Try to collect information by listening to warnings and information transmitted through TV or radio.
○ There are several kinds of evacuation order: indoor evacuation, evacuation to the nearest evacuation center, evacuation to a remote area crossing boundaries of municipalities or prefectures. In order to protect your safety, an appropriate evacuation order is declared according to the situation. When an evacuation order is declared, be calm and follow the instructions.
○ When you evacuate your home for an evacuation center according to the order declared, please remember the following:
Shut off the gas main supply and pull all electrical plugs out. Keep the plug of refrigerator as it is.
Put on heavy-duty shoes, wear long trousers, a long sleeved shirt, hat and bring emergency items. (as for emergency items, refer to p.12)
Carry something to identify yourself, such as a passport, driver’s license, etc
Lock up your house. Care for your neighbors
Follow instructions of City Hall for evacuation route and how to evacuate appropriately.

When you dial 119 in Ota City or Oizumi Town for fire or medical emergency, you are connected to the Dispatching Office, Fire Department Headquarters, Ota City. When you dial 119 by cell-phone, your call may be connected to the fire department of neighboring cities so be sure to tell your address accurately to which the fire engine and ambulance should go toward.

. How to Make a 9 Call
Procedures for Life-saving Measures Cardio-pulmonary Resuscitation (CPR) & Use of AED
1. Confirm response (consciousness)
Approach the injured person and shout loudly close to their ear saying “Are you OK?” or “Hey” and pat them on the shoulders to confirm consciousness.
Key points:
In case there are no responses such as opening the eyes, verbal response or body movement with purpose indicating awareness, you can assume that person is unconscious and needs emergency aid!
2. Call for help ~ Dial 119
If the person is not conscious, shout to get others’ attention: “Please help! Someone is down!!” Give instructions such as, “Please call 119 (the emergency telephone number)!” “If there is an AED (Automated External Defibrillator), please bring it here.”
Key points:
If the rescuer is alone, this person should immediately call 119. If there is an AED device nearby, this person should go get it.
3. Confirm breathing
Confirm if the injured person is breathing normally. Sit by this person and determine within 10 seconds. If there is a rising movement of the person’s chest and abdomen, then the person is breathing normally. Key points:
How to judge if there is no regular breathing – 1. Chest and abdomen are not moving
2. Cannot confirm breathing condition even after checking for 10 seconds 3. Gasping (Disconnected breathing like hiccupping)
. Life-saving Measures
4. Chest compression (heart massage)
Circulate blood throughout the body by chest compression (heart massage). Key points:
Place both hands on chest and press at least 5cm down and release. Press down and release repeatedly 30 times, at a pace of at least 100 times per minute. Press straight down (perpendicular to the chest).
For adult, i.e., grown person (over 8 years old)
Repeat continuously the cycle of pressing at least 5cm down and releasing, at the center of the chest (at the center of the line connecting both nipple), with both hands (fingers of one hand interlinking with the fingers of the other)
For a child (1 year old ~ below 8years old , procedures are basically same as for an adult (grown person), but depth of compression should be 1/3 of chest depth, since the physique of a child is different.

5. Artificial Respiration
For adult (over 8 years old) child (1 year old ~ below 8 years old The performance of Artificial Respiration (CPR) allows to deliver air to the lungs. First of all, secure a clearairway and hold theinjured person’s nose with the thumb and forefinger of your hand while the heel of your hand is placed on the
forehead. Cover the mouth of the injured person with your mouth and blow air in two times, for 1 second each time, watching the rising movement of the chest.
For infant below 12 months old
Conduct mouth-to-mouth & nose resuscitation. If the mouth and nose cannot be covered together, conduct mouth-to-mouth resuscitation. Blow air in two times, for 1 second each, watching the rising movement of the chest, as in resuscitation for adult and child.
Points:
When the person is injured, please watch out for infection by blood!
If you hesitate to conduct artificial respiration, you can omit it and conduct chest compression (heart massage)! In case of doing artificial respiration 2 times and not seeing chest movement, switch to the chest compression!
6 . Implementing Cardio-Pulmonary Resuscitation (CPR)
Perform chest compression (heart massage) (30 times) and then artificial respiration (2 times) and continue doing this cycle of chest compression and artificial respiration in this ratio without stopping until you pass the injured person over to an emergency medical team.
Points:
Conducting CPR is tiring, if there are more than 2 rescuers, take turns to implement CPR every 2 minutes (5 cycles) When to stop CPR:
1.When the injured person starts groaning or starts breathing normally 2.When you hand over the injured person to the emergency medical team. Do not stop CPR even if the emergency medical team arrives but follow the instructions given by the emergency medical team
The ratio of times of performing chest compression & CPR is 30:2. This ratio is the same, whether for adult, child, or infant.
Compressing with middle and ring fingers
For Infant below 12 months old
Procedures are basically the same as for an adult and infant. But for an infant, compression is done with 2 fingers (middle and ring finger). The position for compression is a little bit lower toward the feet than the line connecting the nipples.

7 . Arrival of AED and preparation for application
When you receive the AED, immediately make preparations to use it. Place the device close to the subject and press the power button. Apply it according to voice instruction and lights

Do not stop chest compression even while attaching the electrode pads If the body is wet, wipe it dry
Do not attach electrode pads over accessories, etc. Detach any adhesive skin patches
※Do not use pads for children on anyone above elementary school age!
8 . Analysis of electrocardiogram
Electrocardiogram is analyzed.
During analysis, stay away from AED as instructed by the voice message.
9 . Electric Therapy
Perform the Electric Therapy Points:
Stay away from the subject and make sure that nobody is touching the person injured.
When the electric shock is applied, the subject’s body will move spastically momentarily

◇What is the
AED?
The A (automated external defibrillator) is a device providing electrical shock to stop the convulsion of the heart which has lost the function of pumping blood (cardiac arrhythmias). This device can be easily manipulated by laypersons, who are not medical experts, by
following voice instruction from the device.

The AEDs in municipal facilities can be lent out to organizers of sports affairs, events, etc., as these devices will help save lives in the case of participants in these events having cardiac arrests.

Terms of Service for Ota City Security and Safety
1. Goal
The Ota Security and Safety E-Mail System is an electronic mailing delivery service used as a medium for transmitting information from Ota City to its user, such as registered residents. In regards to users who have registered with this system, our goal is to notify you promptly of any administrative information.
2. Outline
This e-mail system sends information utilizing an external mailing delivery service. This e-mail system is operated and managed by Ota City and sends information deemed necessary. Based on the desired notification, necessary information is provided through e-mail to its users. The system will respond to electronic devices that have internet access, such as computers and phones. This e-mail system does not guarantee the complete function/operation in all environments. There may be cases when the user may not be able to use this service due to their environment or device that is utilized. There may be cases when the user receives other information (not desired information), but deemed necessary from the city. Upon user registration, it will be treated as though agreeing and consenting to the written terms and conditions. The terms may be amended when deemed necessary.
3. Cost
The user is responsible for possessing the necessary devises required for usage and all involving costs. Please note, there are no fees required for the e-mail service, but the user is responsible for other outside fees that may be required, such as communication fees (texts).
4. User Registration
After consenting to the user terms, interested users may send a blank text/e-mail and access the internet link provided in the reply text/e-mail to register. After completing your registration, a confirmation e-mail will be sent to the e-mail address provided. Please check and fix any mistakes. In the case you do not receive an e-mail within one hour, it is possible that the e-mail provided was entered incorrectly. Please confirm the e-mail address entered, and try registering again if incorrect.
5. Modification and Termination to User Registration
In the case you wish to make changes concerning notification messages, please fix and choose your desired notification on the changes and modification page. In the case your e-mail address has changed, please delete the address on file and register the new e-mail address. 6. Suspension of the E-mail Service
With the following cases, there may be instances when e-mail/texts will stop being sent without notice. Again, Ota City will assume no responsibility regarding to any suspensions or terminations of the e-mail system.
1) E-mail address registered becomes unavailable (unable to receive e-mails/texts). 2) User violates the user agreement.
3) Any errors or false information discovered in the user registration. 4) Other actions deemed inappropriate by Ota City.
7. Disclaimer
In Ota City, we are prudent and strive to offer the most accurate information available to our residents, but there may be cases where we cannot guarantee with certainty and absolute confidence that all the information is accurate when regarding emergency or fluid information. Please use the provided information using your best judgment and responsibility. In regards to any circumstances (server and line congestion, radio wave state, etc.) resulting in delays or failure of texts, Ota City will be exempt from any responsibility. In the case you have provided false information and inflicted damage to a third party, Ota City be exempt from all responsibility. Without gaining permission from Ota City, this service may not extend beyond the private use of the individual user established in the copyright act. The system contents may not be reprinted, replicated, modified, transmitted, distributed or published in any way or form.
10. Concerning Disaster Information
For individuals wishing to receive disaster information, please acknowledge the following in advance, along with the user terms mentioned above. In the case a disaster occurs, you may receive messages early morning or late at night. Please understand that this done is to protect the lives and financial assets of our users. Depending on circumstances during the time of disaster, such as the dispatch situation, it is anticipated that there may be a delay with e-mail/text notifications, or that transmissions may not be able to be sent entirely. There may also be pranks or erroneous information reported, but depending on the situation it may still be sent as disaster information. In the event the fire was extinguished immediately after the time of disaster, a notification may not be sent.
11. Concerning Disaster Prevention Information
In regards to notifications on disaster prevention, information is also sent to the Gunma Police Station Headquarters. If you are already registered with the Gunma Police Station Headquarters e-mail service, there may be instances when you receive duplicate notifications.
12. Other
Please refrain from contacting and asking questions concerning notifications sent through e-mail/text to other involved establishments such as police stations, fire stations, and the board of education. Other items not mentioned in the terms and conditions will be specified separately by Ota City. There may be cases when the service is suspended and no prior notice sent due to damage or maintenance.
13. Supplementary Provision
These terms and conditions will be enforced from April 1, 2012.
Basic measures for volcanic ash (fallen ash)
○ Precautions concerning volcanic ash (fallen ash)
Wear a mask and protect eyes with goggles (ordinary eyeglasses are also effective) when in an area where ash has fallen. If a mask is not available, a wet handkerchief or towel will effectively serve as one.
When going out, wear a hat as much as possible.
Avoid putting ash into buildings, personal computers, ventilators, rain gutters, and draining trenches, as much as possible.
Spend time indoors as much as possible to minimize exposure to ash. Persons with respiratory diseases need to take extra precautions.
Avoid going outdoors. Driving at times volcanic ash is floating in the air is hazardous for both people and cars.
Avoid making phone calls unless in emergency.
Gargle and wash hands and face upon returning home from being outside.
Wash lightly with running water in case of ash getting into eyes. Never rub eyes in this case. Do not use contact lens.

Wrap (Cling film) for food (to use for protecting electrical equipment, etc.) Portable radio and extra batteries

Equipment for cleaning (masks, brooms, vacuum cleaner bags, bags to put ash in, packaging gum tape, shovel, hose, work gloves, hand towels, hand cart, etc.)
A certain amount of money
○ Precautions during ash fall or immediately after ash fall
Close doors and windows. Place wet towels to block any gaps under doors, etc. that allow air to pass. If ash still enters the house, block gaps with packaging gum tape, etc.
Wet volcanic ash in garden and on road adequately to prevent it from flying up from the ground. Place sandbags on top of the rain gutters of roofs etc., to prevent gutters from stuffing up.
Make certain no ash enters personal computers, etc., which are prone to malfunctioning due to dust. Most roofs cannot withstand weight of wet ash 10cm or more high so remove ash from roofs when it
piles up.
When ash finishes falling, clean it off or scoop it out of roofs and gutters. Wear masks at such times and be extra careful not to fall from ladders or roofs.
Before entering buildings, take off coats or jackets, etc.
When taking off ash from clothes, avoid damaging the clothes by using a vacuum cleaner. When washing clothes soiled with ash, shake off ash and place into washing machine.
It is best not to hang washed clothes outside to dry but if unavoidable, shake out clothes before taking them in or use vacuum cleaner for removing ash.
If ash enters water, wait until ash sinks to the bottom and use the clean portion of water.
A lot of ash may enter the water supply so in such cases avoid using automatic dishwashers and washing machines.
Vegetables from the garden can be eaten if the ash on them is washed off.
VIII . Handy Information Regarding the
Volcanic Ash (fallen Ash)

How to clean volcanic ash (fallen ash)
Remove ash from the corners of rooms, etc. and not just well-used spaces. Clean starting from high places.
Wear a mask while cleaning.
Be careful with using water: a rag adequately wet will remove ash well but too much will cause smudges.
Make sure ash is thoroughly removed around PCs or other precision equipment sensitive to dust. Clean filter of air conditioners often.
Wet ash is very slippery so be careful when getting on the roof.
Take extra care to avoid putting ash into drainage pipes or sewage pipes.
Remove fallen ash from alleyways and garden using a shovel and place in bags specified by the city. Work by hand using garden brooms, etc., in case of removing ash from lawns or grass patches. Never wash away ash on the street into the drainage ditches.
Volcanic ash is considerably heavier than water so be careful when carrying it.
Place bags filled with ash in specified places neatly so that they do not obstruct traffic.
It is better to spray water on car windshields to remove ash because wiping it off with a rag may cause fine scratches on the windshield.
Using a lot of water for cleaning, however, can cause water shortage, so refrain as much as possible. Also, the water service may be suspended because water purification will become infeasible due to ash fall.
It is advisable that driving and other outdoor activities are kept to a minimum because ash on the ground can be swept up by wind and other factors.

○ GET ORGANIZED TODAY BY STOCKING UP ON EMERGENCY SUPPLIES In case of a disaster, the stores can be out of snow removal equipment such as: snow shovels, gloves, hats and other winter accessories, tire chains, water and emergency food supplies.
○ SNOW REMOVAL OPERATION
Let’s start to remove the snow as early as possible. It becomes very difficult to remove the snow if you let it accumulate, so let’s help each other with removing the snow
around the houses and streets on your neighborhood. (The snow on the municipal and prefectural roads will be removed by the administrative organs.)
Once it starts snowing, let’s make sure to start removing the snow little by little, instead of doing it by yourself, get a few people to collaborate with the snow removal operation. Make sure to dress properly when removing the snow from the roof and be very cautious not to fall and slide down from the roof while trying to remove the snow from it,
○ DRIVING A CAR
Avoid leaving the house unless it is an emergency. Do not drive with normal tires because it could lead to major accidents. Also, do not leave your vehicle on the side of the road, because it could block the way of the operation of the snow removal from the roads. When driving a car make sure to change to the snow tires or to have the tire chains on and to drive safe.
