EMECS is an international academic organization It has a Scientific and Policy Committee made up of famous scholars from countries around the world in fields such as oceanography geography environmental science management science and socioeconomics It regularly holds major international conferences in countries around the world These conferences serve as an outstanding forum for interchange designed to enhance dialogue among natural and social scientists and policymakers Moreover they serve as a pipeline for communicating new concepts and new technologies relating to the environmental protection of river basins and estuaries
The holding of the th International Conference on the Environmental Management of Enclosed Coastal Seas (EMECS ) in Shanghai in is an excellent opportunity for China to gain a greater understanding of the state of research worldwide relating to the environmental protection of river basins and estuaries It is my hope that this conference will lead to a more widespread understanding of the principle of sustainable development of ecological environment in river basins and estuaries and that the cooperative projects with China will enable many people to gather together to develop dramatic and revolutionary new scientific concepts that make a contribution to water resources water safety and regional development
In the past few years the National Natural Science Foundation of China has delved deeply into the concept of "scientific development" and has made important contributions to the improvement of the overall level of science and technology in China Our goal is to work with all sectors of society to deepen our understanding and im plementing scientific development and to actively promote the development of comprehensive river basin and estuary management and the creation of an ecological civilization It is my firm belief that through tireless efforts we can achieve a future China in which water issues and regional disparities have been resolved and in which the spectacle that greets our eyes is a happy one in which human beings are in harmony with the environment .

conference is "Harmonizing River Catchment and Estuary " This theme is a perfect fit for the current state of China's marine environmental protection efforts and the need for management I am certain that the themes of the nine sessions and special events of this conference will be of deep interest to the delegates who have come here from around the world It is my hope that the specialists scholars directors of institutions and members of the general public who have gathered here will be able to interact with one another as much as possible study and debate one another learn from one another and work together to promote the development of international oceanography and environmental science
