We are more than persons who participated in the International Conference on Environmental Management of Enclosed Coastal Seas in Shanghai China under the theme of "Harmonizing River Catchment and Estuary " We are researchers policy makers educators students businesspersons governmental officials and members of non governmental organizations We have come from our workplaces academic institutions schools and homes in China and other countries near and far We are here because we have a shared interest in a sustainable future for coastal seas around the world This is our conference declaration

We applaud the fact that restoration conservation and management programs are underway on most of the world's coastal seas We have learned that many have been in place long enough to demonstrate some successes among them reduction of the oxygen depleted dead zone in the Black Sea nutrient pollutant reduction in the Delaware Estuary and increased public awareness as a result of environmental education for school children and citizens in every country represented at EMECS We are delighted with the increasing levels of commitment and intergovernmental cooperation that our leaders have shown in addressing such critically important environmental matters

Nevertheless we recognize that we are navigating seriously troubled waters today The recent economic growth that is so beautifully reflected in the gleaming new buildings of Shanghai gives us hope in our ability to accomplish great things But we have seen in the past how economic development can neglect environmental concerns because they are viewed as being inconsequential to a country's well being In stark contrast is the world wide economic turmoil within which EMECS has taken place This too draws attention away from environmental quality as governments search for immediate solutions to their economic problems The consequences of both economic condition can be serious for our coastal seas:

decreasing water quality loss of resource productivity and even complete ecosystem disruption We simply must not allow governments to neglect our coastal seas regardless of their economic condition To do so would not only erase the successes many of us have worked so hard to achieve but also threaten the environmental services that our coastal seas provide which are the foundation of the well being and prosperity of coastal communities Further we have learned through experience that restoration of degraded coastal seas is far more expensive than the cost of implementing programs to prevent that degradation in the first place Finally coastal seas like other ecosystems are dynamic and changing These changes have ecological social and political aspects all of which are increasing in rapidity They require monitoring and adaptive management programs that are only possible through continued vigilance

Global warming is an extreme aspect of this last concern If effective responses are not implemented global warming and its consequent effect on sea level rise could subject our coastal seas to irreversible change with serious worldwide consequences

We believe that advocacy for our coastal seas no matter how vigorous and no matter how strongly supported by scientific research cannot be assumed to compete successfully with perceived economic concerns for the attention and action of our political leaders We must convince those leaders that healthy productive and sustainable coastal waters are vital to a country's economic well being We

Coastal seas and their river catchments must be understood to be components of a single system so that harmonization between them from both environmental and policy making perspectives will benefit the entire system

Similarly the economics cultural and creative activities of coastal communities must be understood and harmonized as integral components of that same coastal system

Consequently degradation of any component of a coastal system has negative effects on all other components; activities that improve the condition of any component will improve the system as a whole

Past EMECS conference declarations introduced the term "working landscape" to indicate the relationship between land water and human activity that generates sustainable economic return through activities such as fishing farming commerce and recreation that can be passed as an economic and environmental asset from generation to generation At EMECS we learned an informative new concept Sato umi which signifies "high productivity and biodiversity of a coastal sea as a result of and in harmony with human activity " Both of these concepts speak to the economic value of a positive relationship between coastal communities and coastal seas We understand that relationship to our potential benefit; we neglect it to our peril

Sato umi places increased emphasis on promoting positive interaction between humankind and our enclosed coastal seas That interaction can take many forms It may be realized through concerted continuous environmental conservation programs Sustainable economic return through ecosystem based resource management and agricultural practices are other aspects of Sato umi So are activities that bring people in contact with coastal systems through recreation and artistic creativity Especially during these times of rapid economic and environmental change governments businesses and philanthropic organiza tions alike need to invest significant financial and intellectual resources in programs that will have positive results according to Sato umi projects that empower local communities to undertake activities to improve water quality and manage living resources with demonstrated success that will be sustainable into the future Finally Sato umi places a high premium on an education that connects young people with the natural world and provides them opportunity to learn through hands on experiences how their sincere concern for the natural world relates to the well being of their community family and themselves We hear their collective voice in the EMECS Student Declaration We strongly endorse what they have written We promise that they will not be disappointed with our response

Our EMECS Conference Declaration is simple: We must act on the principle that land water and people are integral components of the world's coastal seas Economy and environment are intertwined with art and nature All are bound together by education This is the lesson of Sato umi This will help us keep our course on today's troubled waters This is what we wish to pass to the next and future generations This is our commitment This is our promise

The Students and Schools Partnership Declaration

This student declaration is the combined effort of many students from the various countries of China Japan Thailand and the United States We are very proud to have had the opportunity to participate in EMECS

We wish to expand on the theme of the previous EMECS conference "Our shared responsibility " Responsibility to us is a state of mind but it is not enough to address the needs of the environment We want to go a step further to "Our shared action " Thoughtful action must be taken if we are going to make any difference in our coastal areas and oceans

Scientists you must take action to involve the community in your research Your research will have much more of an impact if you include others This will also have the effect of causing others to learn about the surrounding environment and the care about what impact they have on it

Students we must also take action utilizing youth power the talents and energy that this generation has in order to have an effect We must share the knowledge and ideas we have with others teaching what we know about enclosed coastal seas in order to demonstrate to others how we can save our world and our seas by our hands

Teachers you can take action by being the bridge between students and scientists You should tell students what the benefit of research on the sea is Also you need to educate students what to do and how to do it as well as what consequences their actions will have on the environment Because so many people live near the sea there is a great opportunity to educate children on how their actions affect the sea as well as how it affects them

It is easy to feel powerless about how one can make a difference in the environment Governments who make the final decisions about the environment often seem out of reach and unwilling to listen to our concerns However if we take action and involve community members in the work that we are so passionate about we believe they will slowly begin to listen Like a drop of water falling into a lake the affect is small at first but soon grows into large ripples In the same way we believe involving members of the community will be the small change that will soon grow much larger as they educate their families and others about what they have learned

We all have a 'green mind ' but in order to make a difference we must take action and share this mindset with others In this way we believe we can all create a truly sustainable future for our coastal seas as well as change the world

Preface

Inner bays inland seas estuaries and other bodies of water that are surrounded by land and are highly enclosed have provided ideal living environments for human beings who recognized their outstanding natural conditions They have also been used for fishing industrial activities maritime transport and recreation They have supported human lifestyles and nurtured various cultural achievements

However as enclosed coastal seas also slow tidal exchange they tend to invite environmental degradation resulting from human activity For this reason enclosed coastal seas throughout the world are currently experiencing the degradation of water environments and habitat environments reductions in species and populations and reductions in the fish catch If this situation persists enclosed coastal sea environments will continue to worsen and there are even fears that a major impact will be sustained by the global environment

The International Conference on the Environmental Management of Enclosed Coastal Seas EMECS has been held in various parts of the world since The purpose of the conference is to provide a forum at which people involved with finding solutions to the environmental problems common to enclosed coastal seas around the world can gather and work together to share information and search for solutions thus increasing the effectiveness of their efforts

The main themes of the past EMECS conferences have been:

The theme of the previous conference EMECS was;

At this conference it was emphasized that coastal zones are the "working landscape" that is the base of the economy culture environment and life Attendees debated action to fulfill our shared responsibility the role of scientists governments and private citizens and the expectations for EMECS activities

The theme of EMECS was "Harmonizing River Catchment and Estuary " out of consideration for the fact that the rapid growth of Asian economies has changed the relationship of river catchment areas estuaries and coastal zones The conference was held for four days from October to in Shanghai China a country that has experienced particularly remarkable economic growth

The conference was organized by East China Normal University ECNU Chinese Research Academy of Environmental Sciences CRAES the International EMECS Center and assisted by National Natural Science Foundation China Science and Technology Commission of Shanghai Municipality Ministry of Environmental Protection MEP State Ocean Administration SOA Changjiang Water Resources Commission

EMECS was attended by some persons from countries The plenary part consisted of an opening ceremony keynote addresses plenary sessions and a closing ceremony The six sessions dealt with the such topics as the vulnerability of the environment under global warming setting; integrated coastal management focusing on the risks to ecosystems and society; water quality control total quantity control and other environmental management and regional collaboration models; and the "Sato umi" a new concept for increasing productivity and biodiversity There was also a Students and Schools Partnership Session featuring a discussion of environmental activities by young people as well as a special APN IGCP session

size companies as well as business negotiations

The keynote addresses and plenary sessions featured important presentations on how to promote integrated coastal management that is ecosystem based In the sessions about persons gave oral presentations while about persons offered poster presentations Through these presentations valuable exchanges of information and views were conducted regarding various issues relating to enclosed coastal seas coastal zones and river basins Various questions were raised by attendees scientists private citizens company and government representatives and students leading to valuable discussions

At the end of the conference the Shanghai Conference entitled "EMECS Shanghai Declaration Staying the Course in Troubled Waters" was adopted as the achievement of the conference The declaration stated that the environments of coastal zones could not be neglected even under difficult economic conditions It concluded that sustainable coastal seas are indispensable for the stability of the economy and that not only the environments of coastal zones but also the social cultural and creative activities of coastal communities must be recognized as forming a single coastal system It also noted that based on the " Sato umi" concept the economy and the environment are linked by education to art and nature Finally it concluded that based on all of these considerations we must act on the principle that land water and human beings are indispensable elements of the world's coastal seas The conference also fostered a common recognition that EMECS activities must be developed further as a promise to adopt this approach in order to pass on the environment to future generations

The Students and Schools Partnership Session that has been held since EMECS attracted an increased number of students and teachers participants and served as a venue for far reaching presentations and a spirited exchange of views The visit to a local school and other program activities also proved to be extremely beneficial In a particularly moving moment the Students and Schools Partnership Declaration debated on and finalized by the participating students was read on the final day of the conference and adopted to resounding applause

Thanks to collaboration on the part of numerous entities EMECS produced major achievements as symbolized by the two declarations that were adopted at the end of the conference On the final day it was announced that the next conference EMECS would be held in in the city of Baltimore Maryland USA Coming approximately years after the first EMECS Conference was held the decision to hold the next EMECS in a location on Chesapeake Bay the origin of EMECS activities represents a recognition of the need to further augment the program content in order to sum up the achievements of the past and plan for new progress in the future

On this occasion of the publication of the conference report we would like to express my appreciation to all who helped to make EMECS a success: the members of the International Organizing Committee and Program Committee the many persons who presented oral and poster presentations in the plenary and individual sessions and the many institutions that provided support for the conference we would also like to once again thank President Lizhong Yu and Professor Zhangyuan Chen of East China Normal University and other individuals from China as well as the delegates who came from around the world to attend the conference

EMECS opened with words of welcome from Professor Lizhong Yu President of East China Normal University and Chair of EMECS and Dr Yoichi Kaya President of International EMECS Center and Vice Chair of EMECS Mr Wenqing Shen Vice Director of the National Natural Science Foundation of China welcomed the delegates on behalf of Prof Yiyu Chen Honorary Chairman of EMECS and Director of the National Natural Science Foundation of China Commemorative addresses were presented by Mr John Spotila Chairman and President of the Global Cause Foundation Dr Wei Meng Director of the Chinese Research Academy of Environmental Science (CRAES) and Vice Chair of EMECS and Mr Toshizo Ido Governor of Hyogo Prefecture and Chair of the Board of Directors of International EMECS Center Words of welcome were also presented by Mr Yungeng Liu Chairman of the Shanghai Municipal People's Congress

to preserve and create environments in the Seto Inland Sea he pointed out environmental problems in enclosed coastal seas involve total systems ranging from upstream areas to estuaries in which the system is a complex network of intertwining relationships extending from local regions to the global region He expressed his hope that EMECS would provide the venue for analysis from such perspectives the formation of new collaborative relationships and exchanges of views regarding the best approach to solving these problems and that the conference would foster valuable discussion regarding environmental problems in enclosed coastal seas
