First I would like to express my deepest condolences on the loss of life resulting from the major earthquake that occurred in Sichuan Province on May of this year and my deepest sympathies to those who lost loved ones sustained injuries or lost their homes in the earthquake I pray that the survivors will be able to resume normal life as quickly as possible In Hyogo Prefecture many precious lives and communities were taken away instantly in the Great Hanshin Awaji Earthquake that occurred on January In the aftermath of the earthquake thanks to tireless all out ongoing efforts and warm support from countries around the world the population and industrial activities have returned to levels that exceed those prior to the earthquake and in general good progress has been made in the restoration of the quake stricken region
In Hyogo Prefecture beginning with the initial organization immediately after the earthquake and extending through the process of recovery and reconstruction we learned and put into practice many things: methods for the administration of temporary housing psychological care for earthquake victims disaster prevention measures at the community level and so on To ensure that these lessons can be utilized both at home and abroad we established the Asia Disaster Reduction Center (ADRC) as an organization for promoting multilateral international cooperation In addition under the Hyogo Framework of Action of the United Nations World Conference on Disaster

Reduction we also established International Recovery Platform (IRP) Kobe Hyogo These international disaster prevention organizations and International EMECS Center and other international environmental organizations have been located near one another to enable mutual cooperation and provide the resulting synergy to their activities
In July of this year the G Summit was held in Hokkaido Japan In advance of this G Summit (G ) Environment Minister's Meeting was held in May in the city of Kobe in Hyogo Prefecture At this meeting we explained that Hyogo feels that efforts at the local government and local community level are extremely important for dealing with global environmental issues We also noted that Hyogo's environmental policy is based on efforts to restore nature to combat global warming to ensure biodiversity to promote environmental learning programs for children and to achieve international cooperation and we expressed our intention to continue to be a pioneer in environmental policy
Hyogo Prefecture borders the Seto Inland Sea an enclosed coastal sea that is truly becoming a model for environmental measures Once it was an extremely rich sea and was even known as a "Sea of Fertility "
However beginning in the late s economic development and the increasingly concentrated population in this area caused pollution to progress until the Seto Inland Sea was known as a "dying sea " As a result beginning in the s restoration efforts were conducted in cooperation with local governments in the coastal zone and laws imposing restrictions on industrial waste and so on were developed In the thirty years that have passed since these laws were created the pollutant load from land has decreased and water quality has improved making the Seto Inland Sea beautiful once more However fishery production has been reduced by half and seaweed beds and tidal flats and so on have been diminished and marine litter has become a problem To resolve these new problems we are working with relevant local governments to create new legal mechanisms to ensure that the Seto Inland Sea once again becomes

The environmental problems faced by enclosed coastal seas are no longer problems that can be grasped in terms of simple causes and effects They must be recognized as involving total systems rang ing from upstream to downstream areas in which the system is a complex network of intertwining relationships extending from local regions to the global region This EMECS Conference will feature wide ranging debate on topics from local activities to analysis from the global perspective of global warming as well as opportunities to develop new collaborative relationships and exchanges of views regarding new approaches I think this is the perfect venue for a discussion of environmental issues pertaining to the world's enclosed coastal seas and I have great expectations for the achievements that will be produced here at EMECS
