6.12.3 プロジェクト開発及び実施のプロセス
ソンハウ１発電事業については、既にベトナム政府よりPVNに対し事業権が付与されてお り、local IPPベースでプロジェクトが進捗、現在IPRの承認までプロセスが完了している。
外国企業が本プロジェクトに共同参画するには、本章6.6項で述べたように、法律上ベトナ ム政府による保証が確保されているBOT スキームである事が現実的である為、ソンハウ1 発電事業についても、BOT スキームで開発・推進する場合を想定し、6.12.2 項で洗い出し た許認可類の取得に要する時間と共に策定したスケジュールが、表6.12.3.1である。
比較参考用として、現在ベトナムで進行中の他BOT発電プロジェクトにおいてMOITが定 めているスケジュールも表6.12.3.2に示す。
