(1) 監 督 機 関 と 業 界 の 概 要
保 険 業 界 の 規 制 ・ 監 督 す る の は 財 政 省 保 険 監 督 庁 (Insurance Supervisory Authority: ISA)で あ る 。ISA の 職 員 は 約 100名 と の こ と 。 保 険 会 社 は ISAに 対 し て 毎 月 ソ ル ベ ン シ ー マ ー ジ ン 比 率 な ど の デ ー タ を 提 出 す る 。 オ ン サ イ ト で は ISA が 年 に 1 度 の 保 険 会 社 に 対 す る 検 査 を 実 施 し て い る 。 こ の 検 査 は 毎 年 テ ー マ を 決 め て 行 う も の だ が 、 こ れ に 加 え て 数 年 に 1 回 の 頻 度 で 詳 細 な 検 査 が 実 施 さ れ て い る 。

ベ ト ナ ム 初 の 保 険 会 社 は Bao Vietで 、1964年 に 国 営 企 業 と し て 設 立 さ れ た 。同 社 は 、損 保 企 業 と し て 営 業 を 開 始 し 、1996年 に 生 保 に も 参 入 し た 。生 損 保 を 同 一 企 業 で 兼 営 す る こ と は で き な い こ と に な っ て お り 、Bao Vietの 損 保 事 業 を 手 が け る の は Bao Viet Insurance Corp、 生 保 は Bao Viet Lifeで あ る 。
現 在 ベ ト ナ ム で 保 険 ラ イ セ ン ス を 取 得 し て い る 保 険 会 社 は 損 保 29 社 、 生 保 16 社 、 再 保 険 2 社 、 保 険 ブ ロ ー カ ー12 社 で あ る （2013 年 末 の デ ー タ ） 。 駐 在 員 事 務 所 の あ る 外 資 保 険 会 社 は 28社 で 、 内 訳 は 損 保 16社 、 生 保 9社 、 再 保 険 1社 、 保 険 ブ ロ ー カ ー2社 で あ る 。

損 保 業 界 は 国 内 企 業 中 心 の 業 界 構 造 と な っ て い る 。最 大 手 の Bao Viet Insurance の 2013年 の 市 場 シ ェ ア は 23%、2 位 の PetroVietnam Insurance は 21%で あ る 。 上 位 10 社 で 海 外 の 損 保 企 業 の 資 本 が 入 っ て い る の は 6 位 の Samsung Vina Insuranceの み で あ る （ シ ェ ア 4%） 。

収 入 保 険 料 を 分 野 別 に み る と 、 自 動 車 保 険 が 全 体 の 28%を 占 め て 最 大 で あ り 、 対 物 ・ 傷 害 の 22%、 医 療 保 険 21%と 続 く 。
自 動 車 分 野 で は 自 賠 責 保 険 制 度 が 導 入 さ れ て い る が 、 十 分 に 整 備 さ れ た と は 言 え な い の が 現 状 で あ る 。 自 賠 責 保 険 が 強 制 な の は 初 年 度 の み で あ り 、2 年 目 以 降 は 任 意 と な る た め 加 入 率 が 低 く な る 。 ま た 、 自 動 車 保 険 で 支 払 わ れ る の は 加 入 者 の 月 収 の 36ヶ 月 分 ま で と さ れ て お り 、事 故 時 に 十 分 な 補 償 を 受 け ら れ な い の が 実 態 で あ る 。

損 保 業 界 と は 異 な り 、生 保 業 界 は 外 資 中 心 の 業 界 構 造 と な っ て い る 。1999年 か ら 外 資 開 放 が 実 現 し 、100%出 資 に よ る 外 資 保 険 会 社 が 認 め ら れ て い る 。現 在 ラ イ セ ン ス を 取 得 し て い る 生 保 会 社 は 17 社 で 、 こ の う ち 外 資 企 業 が 15 社 を 占 め る 。 収 入 保 険 料 で 首 位 は Prudential で 、2位 は Bao Viet Lifeだ が 、3 位 Manulife、4 位 第 一 生 命 、5 位 AIA と な っ て お り 、 か つ こ の 上 位 5社 で 全 体 の 87%の シ ェ ア を 獲 得 し て い る 。

種 類 別 で は ユ ニ バ ー サ ル 保 険 が 50%、養 老 保 険 が 43%を 占 め て い る 。こ の よ う に ベ ト ナ ム の 生 保 業 界 は 貯 蓄 性 保 険 が 全 体 の 9 割 以 上 を 占 め 、 い わ ゆ る 掛 け 捨 て 型 の 保 険 は 1 割 未 満 で あ る 。
近 年 ベ ト ナ ム の 生 保 は 普 及 が 進 み 始 め て お り 、2014 年 は 生 保 の 収 入 保 険 料 が 損 保 を 上 回 っ た も の と 見 ら れ る 。し か し 、生 保 の 加 入 率 は 人 口 の 5.7%に す ぎ ず 、日 本 は も ち ろ ん 、 タ イ な ど 周 辺 諸 国 に 比 べ て ま だ 低 い 。 生 保 深 化 率 （ 収 入 保 険 料 の 対 GDP 比 ） も 0.6%に と ど ま っ て お り 、 生 保 市 場 は 成 長 の 余 地 が 大 き く 残 さ れ て い る 様 子 が う か が わ れ る 。
