世紀前半の東南アジアにおける
イギ リス公式帝国､非公式帝国に関す る史料 について
一大英図書館所蔵 旧イン ド省文書
(F 4)を中心 と して一
波適 任成 東南ア ジア各地 において､イ ギ リスをは じめ とす る欧米列強の植 民地支配 が 旧来 の王国 による支配 に取 っ て代 わった ことは､どの よ うな意 味 を持 ったのだ ろ うか｡植民地支配 に よって何 が どの よ うに変わったのか､ 或いは変わ らなかったのか､支配の あ り方そ のもの に どの よ うな影響 を及ぼ したのかを明 らかにす ることが､ 本 プ ロジェク ト研究の研 究課題 ｢近代 アジアの表象観念 と文化｣ を考 える うえで､重要な手がか りにな るこ とは間違 いない｡ しか し､その解 明は簡 単ではない｡ 植 民地支配 によって東南 ア ジアの ｢前近代｣は破壊 され ､ ヨー ロッパ の ｢近代｣が押 しつけ られ た とす る 単純 な図式 は再検討を促 され ､新 たな歴 史像 の模索が始 まっている (斎藤編 2001)｡ そ もそ も､前近代東南 アジアの諸王国の支配が どの よ うな もので あったのかについて､徐 々に解 明 されつつ ある とはいえ､その具 体像 はほ とん ど明 らかになっていない し､ま してや ､社会史､文
化史 につ いては､史料的制約 もあって､そ の端緒す ら始 まっていない とい う研 究状況 にある (東南アジア 史学会 40周年記念事業委員会編 2009)0 一方､イギ リスをは じめ とす る欧米の植 民地支配 について も､考 え られ てい るほ ど研 究が進 んでいるわ け ではない｡東南アジア近現代史の研 究 は､ナ シ ョナ リズム研 究やその背景 と しての社会経済 史研 究､社会史 ･ 文化史な ど､す ぐれた研 究 を額 出 し全体 と しては様 々な成果 を生み ,'｣_I.してはい るが ､植 民地支配その もの に 限って 言えば､ 当のイ ギ リスや他 の ヨー ロ ッパ諸 国 による植 民地研 究の一環 と して､全体的な概観 が紹介 さ れ は しているものの､統治の具体像 を体 系的 に研究 した ものは､意外 と少 ない｡ また､当然 の ことなが ら､植民地支配 とい って も､一貫 して不変の ものがそ こにあったわけではないC植 民地化の過程 は地域 ご とに異 なってい る し､ 単純 に区切 ってみて も (どこに区切 りを設定す るかは様 々な意 見があるが)､帝 国主義段階の植 民地支配 とそれ以前 では､植 民地のあ り方 が大 き く異なっていることは間違 いない｡また､植 民地支配そ のものについて も､直接 に個 々の植 民地 国家 に組み入れ られ た地域 と自律的地 位 を保 ちつつ も非公式帝国の傘の 中-の編入 を余儀 な くされた地域 で は､何 が同 じで ､何 が違 っていたのか を問 う必要があるだろ う (白石 2000)0 こ うした研 究状況の 中で我 々に求 め られ てい るのは､まず ､それぞれ の時期 の植 民地支配の統治の方針 と 実際が ど うであったのかを､丹念 に掘 り起 こ してい くことであろ う｡そのた めの史料 は､ けっ して多 くはな いが少 な くもない｡ その第1歩 として､19世紀前半 における植 民地の拡大､植民地統治 に関わ る文書のなかで､ 比較 的､ま と まった形で重要な手がか りが得やす い文書 を紹介 し､そ こに どの よ うな記録 が含 まれ てい るのか を概観 して み たい｡す でに､ ビルマ関係 お よびそれ に関連す る､イ ン ド東北部 ､ベ ンガル湾 に関す る史料 につ いては､ 渡辺 2008で紹介 しているので､ここでは､ ビルマ を除 く東南アジア､お よび､それ に関連す る形での東 アジ ア海域 に関す る史料 を紹介 したい｡なお､文書の概 要につ いては､渡辺 2008で紹介 済みであるが､重複 をい とわず､以下に簡 単な概観 を示 してお くこととす る｡イ ギ リスの文書館､図書館 に所蔵 され てい る､東南ア ジア関係 史料全般 につ いては､文書の所在 ､検 索方 法な ども含 めて､渡辺 2004を参照 して欲 しい｡そのほか､英領 イ ン ドに関す るものであるが､簡単なガイ ド
と しては､蚕松 1984､藤

ト2002が参考 にな る｡全体的な史料状況 を確認す る上では､Wainwright&Matthews 1965､Pearsoll1989-1990､Foster良 Sheppard2002な どが便利 で あるほか､最近 はイ ンターネ ッ トの発達 によ って､様 々な情事踊 ミ入手で きる｡なかで も､A2A :AccesstoArchlVeS (http://www.a2a.or等適 )は､PubllCRecord ofrlCe(PRO)所蔵 の文書 ､スコ ッ トラン ドの文吾館 ･図吾餌 の ものは含 まれ ていないが､英国所蔵 の文書 のデ ー タベー ス と して､非常 に有用 である｡ なお､PRO所蔵 の東南 ア ジア関係 史料 については､清水編 1992が､ 大変有用 であるC本報 告で以下 に紹介す るのは､大英図書館 BritishLibraryの Oriental& IndiaOfrlCeCollections(OTOC)所蔵 の 旧イ ン ド省文書の F4に分類 され る文書群で あるが､イ ン ド省 文書全体 の概 要は､同図書館 の ウェブペー ジに 掲 載 され て い るほか (吐吐R://www.bLuk/reshelp/hdhelpre即011/asia/india/indiaofrlCereCOrds/1ndiaorrlcehtLb.html)､ Moir1988に詳 しい解説が加 え られ てい る｡そのほか､ ビルマ関係 の文書 につ いては､Sadan2008が詳細 な紹 介 を行 ってお り､As hto111985､GrifrlnL979も簡 単な紹介 をお こなってい るので､ これ を もとに文書の探索 を お こなっていけばいいO
ここでは､F4文書につ いて簡単 に解説 を加 えてお きたいoOIOCで Fに分類 され てい るのは､BoardofControI Recordsで､1784-1858の期 間にわたる文書群 で あるo この文吾 を残 した監督局 BoardofControlは､1784年 ピ
ッ トのイ ン ド法 によ り東イ ン ド会社監督 のために設置 され､ これ 以降､重要事項 は この監督局の承認 が必要 にな り､東 イ ン ド会社 は出先 との往復又吾の写 しを監督局 に提 出す る義務 を負 うこととなった｡監督 局は､ イ ン ド政策 ､アジア政策 の決 定､現地- の指示作成の参考のために､ これ らすべての往復文書 を保管 してき た｡ これが､F/4:BoardCollectionsと分類 され る史料群で､現在 ､orocには､1796-1858の 2736巻が残 され てい る｡ 文書は､事項 ご とに分類 され てい るので､利用 には便利 で､まず ここか ら史料の参照 を始 めて､周 辺史料 ､原史料 を探索す るのが効率的である と言えるo ただ し､Secret部 門の文書は基本Il引こは含 まれ てい ないので､注意 を要す るD それ らは､L/P&S:IndiaOfrlCe:PoliticalandSecretDepartmentRecords1756-C1950に 分類 され る史料群 に含 まれ てい るが､2005､2007年度の 2度 にわた る史料調査 では､一部 しか参照できなか ったので､今 回の紹介 か らは割愛 してお くこととす る｡ 上で紹介 した A2Aには､F/4/1600まで リス トア ップ され てい るよ うで検 索が PJ能 であるが､必ず しも網羅 的であるわけで もな さそ うで､実際 には､ 卜にあげた文書すべてが ヒ ッ トす るわけではないので注意 を要す るO現在 の ところは､ 下に示 した よ うな 010C 閲覧室 に架蔵 され てい る- ン ドリス ト (typescript) ない しは イ ンデ ックスな どを参照 して､ どのよ うな文書が含 まれてい るのかを検証す る必要が ある｡将来的 には､す べてがネ ッ ト上で検索 可能 にな り､ しか も文書その もの も閲覧で きる よ うにな ることが望ま しいが､現時点 では､それがいっ 可能 にな るかは不明である

-PartV(1836-1840:F/4/1519-1845:Collections59983-77459),ペー ジな し､イ ンデ ックスはカー ドのみ､ カ ウ ンター に要請 求 PartVT(1841-1845:F/4/1845-1947:Co日ections77460-84644),ペー ジな し､イ ンデ ックスな し 1845年 以降 の文書 につ いて は､手書 きでは あ るが Z/F/4/日 8に当時 の オ リジナル の リス トRegistersorBoard's collectioms,1794-1858が あるので､参照す る必要が ある｡ 以 上のハ ン ドリス トな どを頼 りに､ 1840年代 初頭 ころまでの､植 民地支配 初期 に関わ る文書 を リス トア ッ プ し､おお まかな分類整理 したのが ､以 下 に挙 げ る リス トで ある｡ なお ､ ビルマ 関係 の文 書 につ いては､先 に も述べ た よ うに､渡辺2008お よび Sadan2008が､ほぼ網羅的 に関係 史料 を リス トア ップ してお り､マ レー 世界 につ いて は､Lawrence1997が本 リス トに続 く時代 の文書群 を簡 単に紹介 して い るので､参照 され たい｡ 今 回 の リス トでは ､東 南 ア ジア をおお まかな地域 ごとに区分 して文書群 を分類 したが､その双方 にまたが るよ うな文書 につ い ては､それ ぞれ の分類 に重複 して リス トア ップ した｡ また､東 南 ア ジアのみ でな く､海 域 ア ジアの諸 地域 に関連 す る よ うな もの も､別 に リス トア ップ した ので､参 照 して欲 しい｡ なお ､蛇足 なが ら.東 南 ア ジア海域 につ いて は､今 回紹介 したF4文書 だ けで な く､Gに分類 され る FactoryRecordsや Mackenzie 文書な どのPrivatePapersな ど､他 の 旧イ ン ド省文書 を参照す るのは もちろんの こ と､PRO所蔵 の外務省 ､海 軍省 な どの文書群 を探 索す る必 要が ある こ とは､い うまで もない こ とで あ るo (参考 文献)
