The Current Situation of Integration Projects in Germany

Abstract: Germany has ratified the “UN Convention on the Rights of Persons with Disabilities” in 2009. An important theme of disability policy is the employment of persons with disabilities as a way of promoting their social inclusion. In Germany, “integration projects” are defined in Book 9 of the Social Code from 2001 onward. They are special firms in the general labor market in which persons with and without disabilities work together. The purpose of this paper is to clarify the current situation and challenges of integration projects in Germany from the perspective of job creation measures for persons with disabilities and continued employment. First, I present an overview of Japanese publications on integration projects of Germany. Secondary, I describe their legal basis and statistics. Then, I analyze data (publications in Germany) in the context of the network of private organizations and integration offices. Finally, I clarify the position of the integration projects by focusing on the impact of the “UN Convention on the Rights of Persons with Disabilities” on disability policy.本研究は JSPS 科研費 24530718 の助成を受けたものである。
