「カナダの PISA2006 科学的リテラシーの結果とその背景、可能な説明」 ロバート・ローリー(カナダ、ニューブルンスウィック州教育省教育統計部長、 PISA2006 科学的リテラシー国際専門委員) カナダについて 私は、教育に関するカナダの 状況についてお話します。私が お話することは、なぜ、カナダ は PISA2006 の調査に参加し たのかということです。そして、 また、カナダでサイエンス・リ テラシーを育むため、どのよう な課題があるか。そのような話 をいたします。 まず、カナダには大変ユニー クな状況があるのです。州が 10、準州が 3 つ、公用言語が 2 つであります。地理的にも世界 で 2 番目に大きな国でありま す。時間帯も五つあるのです。 しかし、それにもかかわらず、 人口密度といいますのは世界 で229 番目でありまして、1 キ ロ平米の人口というのは3.3 人。 日本は、それに対して339 人で す。ですから、カナダにおきま しては、このように広いという こともあり、いろいろな人たち とコミュニケーションしてい くのはひとつ大きなチャレン ジであります。 フィンランドのほうで国家 的なカリキュラムについてお 話をされましたけれども、カナ ダにおきましては、全国一律し た教育システムというのはな

いのです。カナダにおきまして 教育といいますのは、それぞれ の州に任されているわけです。 ですから、それぞれの州は自分 たちが好きなように、いわゆる 自分たちの教育制度を改革し ていくわけなのです。だから、 連邦政府がつくったものに対 して従うといった責任はない わけです。ここにカナダの地図 を載せました。北のほうです。 ユコンだとか、ノースウェスト、 ヌナブットというのがあります。これは地理的には非常に大きいのですけれども、ほとん ど住んでいる人はいないわけなのです。このような準州というのはPISA に参加しておりま せん。ですから、PISA に参加したのは 10 州からだということを先にお話しておきます。 では、なぜ、異なるチャレンジがあるのかということなのですが、言葉も違いますし、 文化も違います。そのようなことでカナダは多様性が大変大きいです。ですから、何か一 つか、二つの州が新しい良い考えがある。そして、それを全国的に均一に普及したいと言 っても大変難しいわけです。それぞれの州は、自分たち独自のカリキュラムの力が弱まっ てしまうことに対して大変懸念しているわけです。自分たちの長所に対しても自分たちで 全部管理するわけです。ですから、カリキュラムだとか、調査の方法だとか、そのような ことを共有するということは、あまり積極的に行われることはないわけです。共用という ことがあまり行われません。 教育の比較データというのも大変入手するのが困難であります。例えば、卒業率です。 その州ごとにどのくらいなのか。例えば、おちこぼれ、中途退学。そのようなことも調査 しなければいけないところが あるのですが、それも、中途退 学というのをどのように定義 するか。定義の仕方がそれぞれ 州によって全部違うわけです。 だから、比較データが集まらな いのです。OECD のインディ ケーターといった指標でいう、 いわゆる大学の卒業率です。し かし、カナダは、そこにはあま り参加していないのです。私た

ちのほうでは、そのような全国的な対策を、ひとつの州から、また、ほかの州へと進めて いくということが大変難しいわけなのです。これが非常に大きな私たちのチャレンジ、難 問であります。 本日、私は、ここに立って、カナダについてお話をするわけなのですが、お話する、説 明するということは、本当に皮相的なレベルでしかできないわけなのです。もちろん、領 域によりましては共有できるところがあるわけです。例えば、私たちは車輪を発明すると か、そのようなものに対しては共用することができるのです。 そこで、CMEC というのが 出来ました。教育閣僚会議で す。特別にコントロールする 権限はないのですが、さまざ まな政策的な問題を話すこと を調整してくれるわけです。 カナダでも州ごとにそれぞれ 違った問題を持っていますけ れども、共通した問題もある わけです。ですから、そのよ うな問題に対してカナダの教 育閣僚会議が中心となって、 それを調整する、ディスカッションの場を設けるということをしているわけです。 そして、カナダの教師とか、連邦政府とか、そのような人たちが集まって協議をするわ けです。カナダの政府は、教育に対して発言するという強力な権力は持っていないわけで すけれども、CMEC を通しまして、このような人たちが集まり、実際にどのようなことが 起きているか。そして、連邦政府で、どのようなことが、今、行われようとしているかと いうことを、そこで協議したり、情報を得たりするわけです。 また、OECD、PISA というような国際的なプロジェクトがある場合、そこに対して CMEC が参加いたしまして、カナダ全体を代表するわけです。いわゆるパイプ役をするわけです。

学力調査 もうひとつ、カナダの状況で ありますけれども、いわゆる学 力の調査ということでありま す。1994 年教育閣僚会議を通 し 、 到 達 度 指 標 プ ロ グ ラ ム (SAIP)というのを実行いた しました。これは、13 歳と 16 歳の子どもたちに対して同じ 質問をするわけです。読解力・ 書き方、数学・科学に関する問 題を出し、これを3 年ごとに調 査をします。ですから、13 歳 の子は16 歳になりましてから、 また同じテストをします。そし て、毎年、測定する領域が変わ ります。サイエンスの教育は科 学的リテラシーの向上に焦点 を当てており、最初に調査した のは1996 年であります。科学 的リテラシーというものが、 PISA のようにきちんと定義さ れたものではありませんけれ ども、少なくともそのときは、 科学的リテラシーについての ディスカッションが始まったわけなのです。さまざまなスキルが必要だということ。また、 実用的なスキルを身に付けなければいけないということ。そのようなことが、そのとき、 話されたわけです。 それによって、従来のやり方に本当に穴を開けた形になります。昔なら、いわゆる知識 だけを伝えるような、そのような教育でしたけれども、それが科学的リテラシーという概 念のほうに変わっていったわけです。3 年ごとにやりましたので、1996 年の後は 1999 年、 その後は2004 年にありました。本当は 3 年がサイクルなのですけれども、このときは 3 年 サイクルではなかったのです。と言いますのは、PISA の導入とともに SAIP、この調査プ ログラムを一緒にやる必要はないのではないか。そのような話になったわけです。PISA と この SAIP の調査プログラムを一緒に走らせる必要はないのではないかという話になった わけです。2001 年、読解力と書き方というのは別々に調査したわけです。2002 年は数学を

採り入れ、2003 年に PISA が入ってきました。2004 年にサイエンスを調査したわけです。 そして、同じ学生が 3 年間をひとつのサイクルにして調査されるわけなのです。しかし、 このようなやり方は、再度、申し上げますけれども、PISA が導入されたことによりまして 中止されました。 2・3・5 年のサイクルの後、全カナダ評価プログラム(PCAP)というのが出来ました。 これはPISA モデルをベースにしてつくったものであります。そこには、ひとつの主要科目 とマイナーな科目二つに関しまして調査されました。これは、13 歳の生徒だけを対象にし て行ったわけです。これは、PISA が行われます 2 年前に行ったわけです。つまり、同じ PISA のモデルを 13 歳に使ったわけです。その 13 歳の生徒は、また 2 年後に PISA を受け ることになるわけです。例えば、2009 年、PISA が、もう1回、行われます。そのとき、 メジャーといたしまして読解力が試されるわけです。そのようにしますと、PCAP に参加 した人が、今度は、このPISA の調査を受けるわけです。そして、もし、良いという結果に なりましたらば、私たちのプログラムは大変成功しているということになるわけです。 カリキュラム カ リ キ ュ ラ ム で の 協 調 が CMEC の元で行われました。 これは、それぞれの州から主な カリキュラム策定者を集めま して、科学的な教育の結果を出 すための枠組みで共通のもの をつくろうとしました。このド キュメントの中には、カリキュ ラムを開発する方に、このドキ ュメントを使っていただきま して、それぞれの各州に戻り、 より詳細なものをそこに組み込んでやる。そのようにすると、カナダは非常に大きな国で 人口のバラつきがありますものですから、家族が州から州へと引っ越して行った場合にも 同じようなカリキュラムがある場合、非常にいいわけです。このような科学に関するカリ キュラムが策定されようとしたわけです。 カリキュラムの共通な枠組み『幼稚園から12 学年までの科学の学習成果に関する共通フ レームワーク』というものでございますけれども、これは科学的リテラシーに非常に重点 を置いているものであります。われわれは、科学的リテラシーに関しましての評価は既に 10 年以上やってきておりますので、カリキュラムに関しまして、近代化したものにしてい き、それによって科学的リテラシーをさらに進めていくための道具として使いたいと思っ ております。

このドキュメントは、基本的 には12 人の科学の専門家グル ープがこれを開発し、この文章 に関しましてはいろいろな段 階で、大学の教授や、教材作成 者、教師によって検証されてき ました。つまり、比較的小さな グループでこれを開発し多く の方々がこれに対して検証し、 それに対してのインプットを 与えたわけです。ですから、こ の文章が出てきた場合、それに 対しましてかなり多くの信頼性も寄せられてきたという形になっております。 PISA2006 の結果 PISA2006 年の科学の結果を見ていきますと、まず、一点知っておかないといけないのは、 それぞれの州というものが非常に独立性が強くなっております。カナダのそれぞれの州は、 サンプル数をかなりたくさんとってきております。実際には、基本的なPISA のサンプルの 方法論というのはあるわけで、最終的な生徒の数を決めていくのです。実際に各州に関し ましてはサンプルの数を大きくとり、それによって各州がそれぞれ国のような形で考慮で きるような形にいたしました。したがいまして、通常、参加するよりも多くの数の生徒が このPISA2006 年に参加したわけです。10 州のうち、5 州に関しましては、より多くの生 徒のサンプルを抽出しました。 その理由は、英語とフランス語、カナダは二ヶ国語を公用語にしておりますので、その ような意味で、英仏語のサンプルにも適用できるような形でより多くのサンプルをとった のです。例えば、私のニューブ ルンウィックに関しましては PISA のデータがありますけれ ども、英語システム・フランス システムと言いますか、両方に 対応できるようにしたわけで す。ですから、カナダを国とし て見ましたときには、1,000 の 学校から2 万 2,000 人が参加し たわけですが、通常の国ではそ れがいらないわけですけれど

も、カナダに関しましてはそれ ほど多くの生徒が参加いたし ました。 今、結果を見ていきますと、 全体的にはカナダはいい成績 を残しています。科学に関しま してもいい成果を残していま す。フィンランドがトップで、 香港が2 番目にきています。カ ナダは3 位でした。2003 年に 関しましては11 位だったわけ です。今回、3 位だったもので すから非常にわれわれも驚いたわけであります。本日、なぜ、そのようになったかという ことも説明するのが私の努めでもありますけれども、読解力が4 位です。数学で 7 位だっ たわけです。全体を見ますと57 か国が全体で参加したわけですけれども、ほとんどの新聞 にはいい形の評価内容が出てきたわけです。 ここにグラフがあります。これはカナダのほうのレポートで出されたグラフなのです。 カナダ・日本・英国・米国です。ここにありますように、この白いゾーンはカナダの平均 と有意差がないことを示しております。この青いゾーンは、カナダの平均よりも良いとい うところです。後、ほかのところに関しましては、カナダの平均よりも良くない。そのよ うな形の三つのゾーン分けをしています。それぞれの州で、サンプルを多くとって、国と して扱えるようにしたわけですけれども、それぞれの州に関しましても、ここにあります ようにニューファンドランド・ラブラドルも入っていますし、アルバータ州もフィンラン ドのすぐ後にあります。香港よりも上にアルバータ州が来ております。 もちろん、PISA の OECD の平均は 500 点だったわけです。大体 500 点が平均点です。 ですから、右側の国々に関しま してはOECD 平均よりも高い と い う 形 。 左 側 の ほ う は OECD の平均よりも低いとい う国々になります。ここで見て 分かりますように、フィンラン ド・日本・カナダ・UK・アメ リカは基本的にはOECD の平 均値に近いか、もしくはそれよ りも上位にあるわけです。

は良かったわけですけれども、ただ、新聞の社説・論説にはこう書いていました。ニュー ブランズウィックの生徒は現代社会において政治に期待されている最も基本的なテストが できないということです。読むこともできないし、数学も多くできないしという形です。 後、技術的な文化を構築している科学的な原理についてもほとんど知らないというような 形の論説が出ていました。 教師という立場を考えてください。今、ある州にいて、社会的・経済的な格差が大きく、 そうしたレベルが低い。あるエリアは非常に貧困度が高いところがあります。しかし、 OECD の平均よりもまだいいのです。OECD は世界で豊かな国の平均ですから、そのよう なとき、このようなメディアの反応があった場合、教師が本当にかわいそうだというよう に思います。 結果の説明 では、どうしてこのような結 果が出たのかということの説 明なのですけれども、私のほう では三つの仮説を立てたいと 思っております。これでカナダ がよくやれたことの説明にな ると思います。まず、1 点目が、 いわゆる移民層の成績です。も うひとつが、社会経済的背景の 状況。三つ目が、生徒の学習機 会ということです。 (1) 移民層の成績 移民層でございますけれど も、統計を見ますと、カナダに 住んでいる5 人のうちの 1 人が 実は移民であるということを 示しております。多文化の社会 になっているということであ ります。もっと多文化になる場 合には、ひとつの課題になるだ ろうということの話がフィン ランドで出ていましたが、カナ ダは既にそのような状況にあ

るわけです。 移民の家庭の成績です。例えば、第一世代の移民の方を見ますと、カナダ以外で生まれ た生徒になりますけれども、OECD の平均は 4.6%の方がそのような移民の子どもさんであ ります。カナダの場合には9.9%がそのような移民であります。これが第一世代の移民の数 字です。第二世代の移民の生徒ですけれども、これは移民の両親からカナダで生まれた生 徒であります。OECD の平均は 4.8%ですけれども、カナダは 11.2%となっております。 残りの方に関しましては移民とは考えられておりません。 実際の生徒の成績を見ていきますと、91%に近い OECD の生徒が非移民であるというこ とです。カナダの場合にはこれが 79%ということになると思います。と言うことは、移民 の数が多いということを意味しています。OECD の結果は非移民 506 点になっています。 移民の第二世代は468 点。移民の第一世代が 450 点ということです。OECD の国々におき ましては、その国に長くいるほど成績が良いという形になっております。ただ、一方、カ ナダでも同じようなパターンが見られます。非移民が541 点、その次が 528 点、519 点と いうようになっております。 ここで大事なところは、実は、 この点数の違い。カナダの生徒 で非移民の方と移民の第一世 代の違いは22 点あります。た だ、OECD の場合には、56 点 もの差がある。つまり、カナダ の移民と非移民の方の間には 点数の差が非常に小さいわけ です。ですから、カナダの学校 では、いわゆる移民の生徒とい うのは非常にプラスの結果を 出しているわけであります。つまり、このような移民の子弟というものをカナダの場合に は早くうまく取り込んでいるという形になります。したがいまして、PISA における移民関 係の生徒の点数というのはネガティブには働いていないということが言えるわけです。そ のようなことがOECD の国々で考えることができます。 では、カナダの学校ではどのようなことをしているのかということですけれども、州に よっては移民というのは大きな問題になっています。例えば、オンタリオ州では大きな問 題点になっています。トロントがありますし、ブリティッシュコロンビア。これはバンク ーバーがあるところですけれども、ここでは、集中的な読み書き、算数の集中コースをや っております。つまり、ほかの国からカナダに移民して来る場合には、英語とか、フラン ス語にまだ慣れていない場合、集中的な学校教育でなるべく早くどちらか公用語のひとつ を取得するようなコースがあるわけです。したがいまして、そのような公用語をうまく使
