-要約と今後の課題-

本書は、 米国経済再生という問題を具体的分析対象とし、 国民経済の産業 構造の転換と経済成長のメカニズムを、 政策介入と市場メカニズムという分析 視角から検討した。 ここでは以上の内容の検討結果を要約し、 今後の課題を提 示することにしたい。

第1章では、 米国という衰退経済において米国経済再生論が提唱されるに 至った背景と、 米国経済再生論の論点を明らかにした。 米国経済再生論は当初、

レーガノミクスという極端な市場信奉主義の失敗と日本の急速な経済発展を背 景に、 産業政策論としてあらわれた。 この産業政策論は、 米国経済再生のため の特定産業への政策介入を主張するものであり、 市場メカニズムだけでは米|否 産業構造の転換を通じた経済再生が、 遅々として進まないという認識を持つも のであった。 このように産業政策論は産業構造の高度化における市場メカニズ ムの役割に疑問を持つものであった。

産業政策論としての米国経済再生論は、 それが初めて主張された際には、

市場メカニズムに対して批判的な色あいを持っていた。 しかしながら、 産業政 策論は政策介入のための十分な経済学的根拠を提示することができず、 新古典 派経済学による批判に晒されることになった。 新古典派経済学の枠組みの中で は、 政策介入は市場が何らかの理由で失敗したときにのみ、 市場メカニズムを 補完する形で介入することが正当化される。 この市場の失敗を根拠とした政策 介入は、 市場メカニズムがより良く機能することを目的とするものであり、 市 場を歪めるものではない。 つまり、 市場メカニズムに依拠した経済構造の転換 を基本とし、 基本的には市場メカニズムを肯定するという立場にある。

こうした新古典派経済学の枠組みの中での政策介入論に対して、 同じく市 場メカニズムを基本としながらも、 政策介入によって市場を歪めることによっ

てこそ、 産業構造の転換ないしは経済成長が可能であるとする見解がある。 こ の見解は東アジア諸国の経済発展プロセスをモデルとし、 米国の産業政策論の 勃興のきっかけを与えたものである。 日本およびアジアN ^{1 E} s諸国は、 将来 的に成長の見込める産業分野を政府が特定し、 当該分野に対する保護政策によ って資源を人為的に集中させて産業構造の高度化を図るというものである。 政 策介入に関する新古典派モデルと東アジアモデルは、 経済構造の転換に対する 市場メカニズムの評価において対立する。 前者は上述のように、 肯定的にJ、fZ価 するのに対して、 後者は否定的である。 つまり東アジアモデルは市場メカニズ ムでは経済構造の転換が生じないと考えるのである。

現在、 東アジア諸国の経済発展のメカニズムを解明する作業が、 新古典派 および反新古典派の両側から行われており、 産業政策による政策介入が経済機 造転換において機能したか否かをめぐって論争が生じている。 本書では、 米同 における政策介入と市場メカニズムの評価に分析の対象を絞ったため、 東アジ アモデルに関して詳しく検討することができなかった。 そこで今後の課題とし て、 新古典派の発展モデルとは異なるものとして東アジアモデルを検討してい きたい

第2章では、 新古典派経済学の枠組みの中で新たな展開を見せた米国経済 再生論について検討を加えた。 具体的には新貿易理論を理論的ベースとした戦 略的貿易政策論を分析の対象とした。

新貿易理論は、 比較優位論とは異なる貿易発生メカニズムを提示するもの だった。 とくに分業パターンの恋意性を提示したところにその最大の特徴があ った。 規模の経済あるいは収穫逓増を前提とする新貿易理論では歴史的経路依 存性によって決定された初期条件のわずかな差がその後の展開を左右し、 累積 的効果によって比較優位構造が固定化されていくことになる。 比較優位論にお いては所与の比較優位構造が分業パタンを決定したが、 新貿易理論では所与の 分業パタンが比較優位構造を決定することになる。 こうした歴史的経路依存性 の存在は、 政策介入によって分業パターンを変更する余地を与えることになっ た。

おわりに

こうした政策介入による産業構造の転換可能性に加えて、 政策介入を正当 化する独占利潤の存在と技術外部経済の存在というこつの市場の失敗が提示さ れた。 その結果、 戦略的貿易政策論が提唱されることになった。 戦略的貿易政 策論は、 どの国がハイテク産業を自圏内に保有することができるかどうかは、

市場メカニズムに基づく比較優位ではなく、 何らかの歴史的偶然性あるいは企 業の戦略的行動や政府の政策介入によって決定されるとの認識を持つO そこで

管理貿易論や競争力政策が提唱されることになった。

以上の第2章における分析には、 近年の米国の通商政策の変化をどの憾に 捉えるかという問題意識が背景にあった。 つまり米国通商政策の変化を貿易収 支不均衡調整論の枠組みの中で捉えるのではなく、 米国経済再生との関連で抱 握しようという試みであった。 近年の通商摩擦は、 膨大な貿易収支赤字に似む 米国の一方的な貿易収支均衡要求の現れであると解釈されることが多い。 しか しながら米国側、 とくに戦略的貿易政策論に依拠する政策担当者は、 貿易収支 の均衡ではなく、 米国経済再生を念頭に置いている。 このように通商摩僚の背 後には米国側の再生への思惑があることを認識することが、 通商問題理解への 早道となるだろう。

しかしながら企業活動の国際化の進展によって、 こうした米国経済再生論 も変容を遂げつつある。 米国企業の多国籍化および外国企業の対米進出は米l玉 経済再生と多国籍企業の関連性という問題を投げかけるものであった。 こうし た状況下で、 米国経済再生論は戦略的投資政策およびNAFTAという形に変 容している。 米国経済再生と米国多国籍企業との関連性の問題については つの側面から検討してきた。 一つは日本という米国経済にとっての競争相手と なる先進国への米国多国籍企業の進出問題、 もう一つはメキシコという発展途 上国経済への進出に関する問題である。

このように問題を区別したのは、 多国籍企業の先進国における行動と発展 途上国における行動とが異なる種類のものであるからだ。 日本市場への進出は 主に現地市場の確保という側面が中心であるが、 発展途上国への進出は現地の 低い労働コストを利用した在外調達のための進出が中心である。 こうした多国

籍企業の行動の違いは、 米国経済再生との関連性を論じる場合に大きな違いを 生み出した。 日本市場への進出においては、 進出する米国企業が半導体成業な どのハイテク産業に属する場合、 現地市場の確保が重要な問題となる。 戦略的 貿易政策論で論じたケースが直接投資においてもあてはまるからである。 この ことから米国側は戦略的貿易政策と直接投資版である戦略的投資政策を行うこ とになった。 この政策は、 多国籍企業による現地販売を企業競争力の反映と凡 なし、 こうした進出先国市場のシェアを人為的に拡大させる政策を採った。 こ れは米国ハイテク産業に戦略的効果を及ぼすことが予想される。

さらに戦略的投資政策には、 政策介入を通じた米国多国籍企業の競争))強 化という側面の他に、 米国多国籍企業による流通部門への対日直接投資を鉱大 させることで、 日本の流通系列を切り崩すという側面を持つ。 戦略的投資政策 のこの側面は今後の課題として重要なものである。 直接投資は必然的に支配を

伴う。 米国企業による直接投資は、 米国企業による直接投資を受入れた企業 (もしくは国民経済)に対して、 米国流の経済システムを貫徹させるものであ る。 直接投資のこうした側面は、 とくに異なる発展経路にあると考えられる東 アジア諸国に対して有効である。

米国企業による対日直接投資の拡大は、 米国流の経済システムを日本経済 の懐ふかくに植え付けるように機能するだろう。 こうした機能を持つ直接投資 を政策介入によって拡大させようとする背景には、 米国と日本は異なる経済シ ステムにあるという発想が見え隠れする。 米国側は対日直接投資拡大を通じて、

本を代表とする東アジア型の経済発展モデルを米国流つまり新古典派流の経 済発展モデルに置き換えることを目的としているとも言えよう。 つまり、 日米 関の通商摩擦を東アジアモデルと新古典派モデルとの対立として捉えることカぷ できるのである。 このように先進諸国間の摩擦を発展モデルの違いに求めると いう視点を今後の課題としてより深く追求することにしたい。

こうした発展モデルの対立は、 各先進諸国間だけでなく、 比較的近いモデ ルにある国からなる地域間の対立としてもあらわれることになるだろう。 第4 章では、 米国がメキシコ経済を制度的に市場メカニズムに固定化するという論

点を提出した。 メキシコ経済は債務危機以来の経済停滞による疲弊から、 市場 メカニズムを是とする米国側の制度に自らを調和させた。 NAFTAはこうし た傾向を永続的なものとするための固定化装置である。 市場メカニズムを軸と する経済統合は、 APECという形でアジアにまで拡大しつつある。 しかしな がらAPECにおけるアジア諸国の主張と米国側の主張との聞には歪みが斗うじ ており、 この問題は発展モデルの違いにあると判断することもできる。 今後の 課題としてAPECをこうした発展モデルの違いから検討することも必要とな るだろう。

以上のように本書での検討を通じて明らかになったように、 国民経済の経 済構造の転換ないし経済発展の形態は、 政策介入と市場メカニズムとの問の相 克の中にあるといえよう。 こうした視点から追求すべき今後の課題として、 大 まかに次のものを挙げることにしよう。 各国国民経済の経済構造の転換ないし 経済成長の態様を市場メカニズムと政策介入という分析視角から捉えること、

各国経済問に生じる通商問題を、 発展モデルの違いから検討すること、 異なる 発展モデルにある経済問の不均衡調整が、 どの様にして行われるのかを検討す ることである。
