新潟国際情報大学関学 1 0 周年記念学術講演 ・ シンポジウム記録(情報化関連)の上梓にあたり

新 潟 国 際 情 報 大 学 長 武 藤 輝 一

新潟国際情報大学開学 1 0 周年を記念して、平成 1 5 年 6 月 8 日に記念式典及び祝賀会が開催さ れた。ま た前日の 6 月 7 日にはこの記念事業の一環として、新潟市内の朱鷺メ ッ セにおいて学 術講演会 ・ シンポジウムが開催された 。学術講演会 ・ シンポジ ウムは 国際化"と 情幸 R 化"

の二つ の主題に関連して開催されたため、本誌には 情報化"に関連した学術前演会 ・ シンポ ジウムの内容が記載されている 。

P e t e r  Droe ge 教授(シ ド 、 ニ一大学)の講演では、情報化が都市デザイ ンについてこれまで果 たした役割と、これから脅される成果などが話され、 E dw a r dC .  Le s a g e 教授(ア ノ レ バータ大学) と国領二郎教授(慶勝義塾大学)の講演ではそれぞれカナダ及び日本における電子自治体、情 報化社会の現状や将来について話された。そしてパネノレディスカッシ ョ ン 総合 IT 構想につい て"では、山口直人氏(本学助教授)の司会で中野雅至氏(厚生労働省)、河内康志氏( 北陸 色々株式会社)、吉岡和彦氏(新潟日報社)、高木義和氏(本学教授)の官、産、民、学 4 氏に よる講演と討議があり、新潟における地域総合 I T センターの可能性 が話された後、これに関連 しながら、本学教員の努力の必要性や本学学生への教育のあり方についてもご意見を頂いた。

情報化"と いう広い分野ゆえに 、焦点を絞ってお話頂き、ご討議頂いたが、会場の皆さんか

らは大変役立つもので・あった とのご意見を頂くことができ 、本学の教職員、学生にとっても示

唆に官むお話であった。演者並びに司会者の皆さんに心から謝意 を 表したい。

シンポジウム開催にあたって

新潟国際情報大学は開学 1 0 周年を迎え、記念行事のーっとして平成 1 5 年 6 月 7 日に朱鷺メッ セにおいて学術 シンポジ ウムを開催致しました。シンポジウムの統一テーマは、「国際化 ・ 情報 化 と大学の社 会的役割」と し 、 午前 に統一テーマに基づく招待講演、午後に 2 つのセッション を行 いました。全体プ ログラムは別紙のとおりです。その 中で情報システム学科は、セッシヨ ン 2 r 電子自治体の展望と大学の役割」を主催しました。このセッションでは、 e ‑ ] a p a n 戦略の もと急速に情報化 を進めようとしている行政システムの現状と課題を直視し、利用者としての われわれ市民は、それにどのように対応していくべきか、大学の果たす役割はどこにあるのか を議論しました。本報告書は、そのときの講演及びパネルディスカッションの内容をまとめた ものです。

シンポジウムには、電子政府の先進国であるオース ト ラリアとカナダから 2 人の教授をお招 きし 、講演をしていただきました。オース ト ラリア ・ シ ド ニ一大学のピ ー ター・ ドロ ーゲ教授 による「情報化の進展と都市デザイン 」 とカナダ ・ アルパータ大学のエドワード ・ /レサージ教 授による「カナダにおける電子政府の現状と課題」 です。講演内容は 、本文を参照していただ きたいと思いますが、われわれが地域社会の情報化 を考える上で示唆に富んだお話を聞くこと が出来ました。

圏内からは慶臆義塾大学環境情報学部の国領二郎教授に講演「情報技術による未来社会の構

J をお願いし、さらに地域社会の情報化 について各方面で活躍しておられる方々(厚生労働省・

中野雅至氏、北陸電々 ・ 河内康志氏 、新潟日報・吉岡和彦氏、本学 ・ 高木義和教授)によるパ ネルデイスカッションを行いました。コーディネータは、本学 ・ 山口 直人助教授が行いました。

ここでの議論を通 して、地域社会の情報化 の展望と課題及びその中で大学の果たす役割が議論

されました。

日本における行政の情報化も、 e ‑ J a p a n 戦略の掛け声の下、住民基本台￨帳ネットワークがス タートし、多くの中央省庁では電子申請、電子入札システムが稼動をはじめています。政府、

自治体のホームページも徐々に充実してきているように見受けられます。しかし、コンサル ティング会社のアクセンチユアが発表している電子政府の世界ランキング(平成 1 5 年 4 月)に よれば、カナダが 1 位、オーストラリアは 5 位、日本は 1 5 位となっていま す 。 この差はどこか

ら出ているのでしょうか。ランキング上位の国の情報化は、利用者の立場にたったシステムが 出来上がっているところに違いがあるようです。カナダでは、自分のやりたいこと(例えば起 業)から、それに関係あるあらゆる省庁のサービスが検索できるようにホームページが作られ ているそうです。日本にも、省庁や所管部署の壁を越えて、利用者が必要としているサービス を提供できるようなシステムが求められているのではないで、しょうか。

一方、 地方 自治体の情報化はどうでしょうか。少数の進んだ市町村を除いて、非常に遅れて

いるといわざるを得ません。特に住民サービスの I T 化は手 付かずな のが現状です。市町村合 併特例法による合併が焦眉の急で、それが終わってからでないと情報化の検討が出来ないのが 実情の ようです。 しかし、競争相手のな い自治体では、住民から の強い要望がな いと、なかな

か情報化が進まないのが現実です。われわれ大学の役割は、利用者である住民の要望を反映し、

真に住民が必要とする地域の I T 化を研究し提案していくことにあると 思います。

おわりに、本シンポジウムに参加いただいた講演者の皆様及びパネラーの皆様に厚くお礼申 し上げるとともに、この企画の 実現に尽力いただいた大学法人、教職員の方々に心より感謝し、

D i s c o u r s e  was i m m e d i a t e ，  m o u t h ‑ t o ‑ e a r ，  o n e ‑ t o ‑ o n e ，  and  between t h e  few  and t h e  m a n y .  Today  a  v e r y   l a r g e  ‑ a n d  n o t  n e c e s s a r i l y   s h r i n k i n g  ‑ p o r t i o n  o f  t h e  w o r l d ' s  p o p u l a t i o n  s t i l l   communicates p r i m a r i l y  i n   t h i s  w a μ

T h i s   dilemma c o n t i n u e s  t o  o u r  t i m e .   I n   Europe and  t h e   U n i t e d  S t a t e s  we most c l e a r l y  a s s o c i a t e   i t  w i t h   t h e   l a s t   g r e a t   e r a   o f   t e c h n o l o g i c a l   c h a n g e ，  t h e   I n d u s t r i a l   R e v o l u t i o n .   Thomas ] e f f e r s o n ，  t h i r d   US  p r e s i d en t ，  f o u n d  h i m s e l f  i n   t h i s  v e r y  q u a n d a r y ，  s e e k i n g t o   s h a p e  t he n a t u r e  o f  work i n   t h e  f a c e  o f   i n n o v a t i o n .  I n  mus i ng a b o u t  i n t e l l i g e n t  f o r m s  o f  p r o d u c t i v i t y ，  he much p r e f e r r e d  p a s t o r a l  p e a c e  a n d   t r a n q u i l l i t y  t o  t h e  k i n d  o f  i n d u s t r i a l i s a t i o n  t h a t   England b e g a n  t o  embrace  i n  t h o s e  d a y s .  " L e t  o u r  w o r k ‑ s h o p s  r e m a i n   i n  Europe ， "   h e   w r o t e   i n  1 7 85 .
