【UMCOR・CWS Japan 支援事業】
気仙沼市における防災教育支援 昨年度まで実施していた、気仙沼市の教員からなる教育研究員による防災 教育研究は、今年度も引き続き、6 名の教育研究員により行われることに なり、5 月よりその活動が開始されました。今年度の活動では、学校総合 防災調査と、防災教育の実践における防災関係課との連携強化について取 り組んでいく、という方針を打ち出しました。 また、SEEDS Asia は、今年度、階上地区において実施される宮城県主催 の防災キャンプ推進事業において、気仙沼市教育委員会の推薦によって企 画運営委員となりました。防災キャンプは、震災前から防災戦士の育成を 標榜し防災教育を積極的に取り入れてきた階上中学校を会場に、本年 7 月 31 日から 8 月 1 日にかけて行われます。参加者は階上中学校生徒 33 人、 階上小学校児童 35 人の計 68 人です。 階上地区は、東日本大震災により犠牲者が発生し、階上中学校は、涙の卒 業式の舞台となりました。「苦境にあっても天を恨まず運命に耐え助け合っ て生きていくことが、これからの私たちの使命です。」これは、卒業式で の卒業生の言葉です。今回の防災キャンプは、ただの防災訓練ではなく、 苦境にあっても生き抜くための知恵を育てるキャンプにして欲しいという 要望もあり、5 月に行われた第 1 回企画運営委員会では SEEDS も積極的 に議論に加わり、より一貫性のある設定の中で自主性を持って活動できる 企画を提案しました。この防災キャンプが、他の学校・地区での実施を促 すモデルとなるよう、引き続き尽力してまいります。 南郷に建設中の災害公営住宅。震災前桜並木だった川向から望む。 階上地区にある杉ノ下慰霊碑、93 人が犠牲になり、 そのほとんどは慰霊碑付近の指定避難場所に逃げて犠牲になった【大阪コミュニティ財団支援事業】
災害公営住宅でのコミュニティづくり支援 気仙沼市では、現在、災害公営住宅の建設が進められております。その中 でも、舘山１区の災害公営住宅は、初期に完成する予定です。舘山１区は、 現在 175 世帯で、PTA 活動も無く、多くは高齢者です。細々と自治会活 動が行われていますが、自治会館は工場の２階の間借りのため、足の弱っ た高齢者は足が遠のいています。そこに出来る災害公営住宅は 30 世帯と 規模が小さい上に民間の建設事業者が整備した住宅を買い取る公募買取型 のため、集会所や談話室の建設予定はありません。そのため、津波の直接 被害がなかったとはいえ、コミュニティが脆弱になっている舘山１区では、 津波に被災し、災害公営住宅に入居する新たな住民たちをどう迎え入れる かが、課題となっています。このように高齢化の進んだ地域で災害公営住 SEEDS Asia は、こうした災害公営住宅の建設に伴う受け入れ側自治会の 問題に対して、地元の NPO ボランティアステーション in 気仙沼とともに 対応していく方針を決め、複数の受入れ側自治会長等との協議に入りまし た。 阪神・淡路大震災では、災害公営住宅の居住者の多くが高齢者だったこと もあり、入居後に社会から孤立し、孤独死が発生する痛ましい事件が多数 発生しました。災害公営住宅での孤立化の問題は、災害公営住宅の居住者 だけの問題ではなく、その周辺コミュニティとともに関係づくりを行って 解決する必要がある問題です。SEEDS Asia では、こうした課題に対して、 早い段階から対応を試み、今後、後発的に建設が進む災害公営住宅を抱え る地域コミュニティでの対応の参考となるよう、取り組んでまいりたいと 考えております。ベトナム
【日本 NGO 連携無償資金協力事業】
学校防災教育及びコミュニティ防災検討会メンバー向けの 防災研修（前半） 2014 年 6 月 18 ～ 19 日、25 ～ 26 日のうち 4 日間、学校防災教育・コ ミュニティ防災検討会メンバー※ 1 を対象とした防災教育研修（ToT）を クアンナム省タムキー市で実施しました。ToT の前半では、SEEDS Asia 神戸本部職員により阪神・淡路大震災や東日本大震災から得た防災教育や コミュニティ防災の教訓を共有しました。参加者はこれまで日本の被害の 様子や防災の実状を知る機会はなく、終始講義に集中していました。休憩 中も地震や津波について話し合う姿があり、質疑応答では近年クアンナム 省で発生している地震や津波の際の情報収集・避難方法等、多くの質問や 意見が上がりました。ミャンマー

ける防災能力向上支援プロジェクト】
水上移動式防災教室を用いた防災トレーニング 【於：マウビン・タウンシップ】 JICA 草の根技術協力支援事業の一環として、船型の水上移動式教室 （WKRC: Water Knowledge Resource Centre）は、6月23日から10日間、エヤワディ地域のマウビン・タウンシップを訪問し、学校及び周辺地域を 対象とする防災トレーニングを実施しました。 最初の 1 日半には、主に教員やタウンシップの防災委員会メンバーを対象 に防災の概念と共に、地域と学校の連携の必要性や、避難訓練の実施、そ して各校の防災計画の立案手法を習得するトレーナー養成トレーニングを 実施しました。今回のトレーニングでは、5 月末に社会福祉救済復興省の 通達の下で新しく組成された、「地域防災ユースボランティアのメンバー」 らも参加し、国家として地域防災に取り組んでいる進展も見られました。 参加した教員は、「避難訓練は初めてのことで、とても興味深かったです。 是非自分の学校でも実施したい。」と話しました。 教員養成トレーニングを修了した教員と共に、水上移動式防災教室は、同 タウンシップ内の 8 校を訪問し、生徒の防災知識の普及を図ります（トレー ニング実施中のため、延べ数は次号にて記載予定）。 また、外部講師として、ダナン市赤十字、クアンナム省公安消防局、ダナ ン市防災拠点学校の教員を迎え、地域の脆弱性、災害の現状や対策、ダナ ンでの先行事業で実施した防災教育の経験や教訓を共有しました。このこ とで、ダナン市の実践がクアンナム省に共有されるだけでなく、防災教育 やコミュニティ防災に関して、ダナン市とクアンナム省の実務者の協力関 係の強化につながりました。 ※ 1 検討会メンバーは、クアンナム省及び 6 郡の人民委員会、教育訓練局、 農業農村開発局、資源環境局、計 32 名 表１． 防災研修プログラム（前半） 日程 防災教育プログラム １日目 日本の防災教育・地域防災の経験と教訓 クアンナム省の災害被災者による経験談 災害の概念とビデオ視聴 備えと軽減策 避難訓練 ２日目 消火活動 緊急避難袋作り 防災紙芝居 防災ゲーム サンドバッグ作り ToT の後半では、スクールウォーキング・タウンウォッチング（SW/TW） & 防災マップ作りや応急処置を実施しました。SW/TW& 防災マップ作り では、ダナン市防災拠点学校の教員が講師となり、概念や実施方法等を講 義しました。 最終日には、ダナン市赤十字の職員による応急処置の講義と演習が行われ ました。メンバーのほとんどはいずれのプログラムも受講した経験がなく、 参加者は包帯と添え木を片手に奮闘していました。また、終始積極的で熱 心にメモを取る姿や「非常に有意義であり、是非子ども達や住民と実施し たい」という意見が上がるなど、参加者の熱意を感じました。この ToT を 通して得た知識や能力は、今後実施する学校での防災教育や地域での防災 活動計画づくりで発揮されることと期待しています。 表２．防災研修プログラム（後半） 日程 防災教育プログラム ３日目 スクールウォーキング・タウンウォッチング ＆防災マップ作り ４日目 応急処置 サイクロン「ナルギス」被災から６年 ミャンマーのデルタ地域を襲い、約 14 万人の死者・行方不明者が出たサ イクロン「ナルギス」発生から 6 年が経ちました。サイクロン発生の５月 ２日、SEEDS Asia では、クンジャンゴン・タウンシップの地方政府と共 催で、追悼式と防災イベントを開催しました。このイベントには地域の政 府、地域住民、学校生徒 50 名が参加し、備えと計画、訓練と協力の大切 さを共有しました。
【JICA 技術協力事業】
防災意識向上プロジェクト 2 年目スタート 昨年度より耐震技術プロジェクトから派生した、一般市民向けの防災意識 向上プロジェクト。SEEDS Asia のスタッフが早速、現地に赴きました。 新聞やニュースなどを通じての広報活動に加え、学校での活動を行った昨 年度。延べ約 1200 名の生徒と保護者に、地震災害を中心とした災害が起 こる前の準備の大切さなどを伝えました。意識向上を確認するアンケート 結果から、効果の高さが伺えました。授業の間も終始質問が相次ぎ、生徒 たちの意識の高さが感じられ、また先生からも同様の活動を継続してほし いとの要望を受けました。 次のステップとしては、人々の防災意識が向上するだけでなく、災害に備 えるという行動が生まれることが理想的です。そのためには継続的な関わ りを通したコミュニケーションが大切で、今年度もターゲット校での継続 したデモンストレーションクラス、昨年度から活動を広げ全校生徒との避 難訓練、「防災クラブ」設立とその試験運営を実施します。 水上移動式防災教室の地震振動モデルを見て、 地震の被害や対処を学ぶマウビンの教員 クンジャンゴン・タウンシップでの 防災リーダートレーニングの実施 昨年度から防災活動センターの開設に向けて、トレーニング計画を立てて きたクンジャンゴンの防災リーダー向けに、3 つのトレーニングを実施し ました ①火災トレーニング（5 月 27 日～ 30 日） ②応急処置トレーニ ング（前半 5 月 31 日～ 6 月 1 日、後半 6 月 7 日～ 8 日） ③安全な建築 トレーニング（6 月 21 日）。トレーニングには消防局、ミャンマー赤十字、 ミャンマー工学会などが、専門的な知識や技術を熱心に防災リーダーに伝 えました。 生徒と保護者向けに行われた防災意識向上イベント 防災活動センター発足に向けたラプタ・タウンシップ区防 災委員会との協議 ６月 11 日、プロジェクトチームは、エヤワディ地域のラプタ・タウンシッ プを訪問し、同タウンシップで今後進めていく防災活動センターの設営に 向けた協議を開始しました。同協議には、タウンシップの防災委員会メン バー 11 名が参加し、コンジャンゴン・タウンシップでの先例を紹介しな がら、プロジェクトの全体像を説明し、今後の計画を共有しました。 ヤンゴン日本人学校での防災イベントの実施 6 月 17 日、SEEDS Asia は、日本人学校の招聘を受け、防災教育イベン トを実施しました。同校生徒小学 1 年生から中学 3 年生までの生徒全員（約 100 名） が参加し、各災害に分けられた 8 ブースに分かれて、視覚教材 を活用しながら災害の仕組みや対処を学びました。 同イベントには、ヤンゴン日本人学校の教員の方々からの協力の他、JICA 専門家 市原 裕之氏 （ミャンマー政府 社会福祉救済復興省・復興救済局 付 防災人材育成アドバイザー）、防災担当企画調査員 櫻井典子氏からの 協力を得て実施することができました。この場を借りて、改めてお礼申し 上げます。バングラデシュ
ラプタでの防災活動センターについて説明する SEEDS Asia スタッフ事前の備えと非常時の対応を示したポスター 総会を開催しました 2014 年 5 月 26 日、神戸本部事務所にて第 8 回通常総会が実施され、 2013 年度事業報告及び収支決算について承認が得られました。2014 年 度事業計画についても報告がありました。今年度も引き続き、ミャンマー、 ベトナムでの防災能力向上事業に加え、東北被災者支援事業などを実施し ていきます。2014 年度も皆様のご支援、ご協力のほどよろしくお願い申 し上げます。
SEEDS Asia 本部からのお知らせ
同時に、今年度も引き続きマスメディアを通じた一般市民向けの防災意識 の向上を目指した取り組みを続けます。イベント時のプレスリリース及び 取材はもちろんのこと、今年度は有力紙上でのコラム等でも情報発信を続 けます。バングラデシュでのインターネット普及率は上昇しているものの、 新聞やその内容の口コミからの情報伝達はまだまだ国内で重要な情報源で す。地震災害を中心に、JICA の技術協力事業の目的、なぜ今ダッカを中 心とした都市部に必要なのか、これまで馴染みのない災害について伝える ことはとても大変ですが、中～大規模地震発生のリスクがある今日、注力 しなければならない分野です。 本年度は、更に新しい試みとして地震に関するショートフィルムを一般か ら募り、上映会を開きます。ショートフィルム作成にあたりスタッフや監 督が災害について考えること、ショートフィルムを通してバングラデシュ の人々に届きやすいメッセージを発信すること。それがソーシャルメディ アを通じて広がること。それを目指し準備中です。今後のニュースレター もお楽しみに。 防災カフェに参加します！ 2014 年 8 月 22 日、神戸市危機管理室で開催される「防災カフェ」に今 年も参加します。 今年度は、SEEDS Asia の活動内容などを紹介するクイズラリーで、参加 者のみなさんの防災意識をチェックしたいと思います。 皆さんのご参加をお待ちしています。The Great East Japan Earthquake

Support for DRR education in Kesennuma
DRR education research in Kesennuma has been decided to be continued this year by 6 of Research-Teachers in Kesennuma, those who also teach in schools in the city, and they started their activities in last May. They decided to conduct a total research on school-based DRR and to make efforts to strengthen partnership with DRR-related authorities for implementation of DRR education.
Furthermore, recommended by Kesennuma-city board of education, SEEDS Asia has been selected as a member of Project Executive Committee for DRR Camp hosted by Miyagi Prefecture. This DRR Camp is scheduled to be held at Hashikami Junior High School for 2 days on 31st July and 1st August 2014. Hashikami Junior High School has adopted “We Are Future Disaster Fighters” as a slogan and has actively conducted DRR education. Expected participants of the camp are 33 students of Hashikami Junior High School and 35 students of Hashikami Elementary School.
Hashikami area experienced the Great East Japan Earthquake and Tsunami in 2011 and the graduation ceremony of Hashikami Junior High School that year was held in the midst of tragedy. “Even though we are in a predicament, curse not our fate, endure hardship, live by helping each other. This is our mission.” The third graders of the schools (equivalent to the ninth grade in Western schools) left these words at the ceremony.
Concerned parties wish DRR Camp this year not to serve as a regular DRR training but as a good opportunity to nurture wisdom for survival in the face of hardship. In the first Project Executive Committee in May, SEEDS Asia actively involved in the discussion and proposed projects so that participants can perform autonomous actions in a consistent framework.
SEEDS Asia will make efforts so that this DRR Camp can be a model which will promote such activities in other schools and areas.

Support for Community Building in Disaster Recovery Public Housing
Kesennuma city is in the process of building Disaster Recovery Public Housings. Among them, Tateyama No.1 District is scheduled to first complete the housings. While there are 175 households in the district, no PTA activity exists and most of the residents are the elderly. Residents’ Association activities have been continuing in a small way. In fact, the elderly people keep away from the association since the community center is located in the second floor of a factory building. Furthermore, the public housings to be built are limited in numbers as 30 housings, residents who wish to move in are required to buy out one of the housings that some private construction business owner builds and advertises for potential owner of the buildings. No meeting room or conversation lounge is designed in the public housing. This district was not directly damaged by the tsunami, however, the community itself is becoming vulnerable. Therefore, Tateyama No.1 District is facing a problem of how the community can support new residents to settle in the new public housing.
This district is not the only example which has such problems, but there are some other districts with similar difficulties in Kesennuma; building new public housings in aging communities may bring in a new problem that residents need to worry about building a new community after new housings are built.
SEEDS Asia determined the action policy to deal with such problems of the residents’ associations in cooperation with a CBO, Volunteer Station in Kesennuma, and has started discussion with leaders of several residents’ associations. In the Great Hanshin-Awaji Earthquake (Kobe Earthquake) of 1995, many affected old-age people settled in disaster recovery public housing, however, some of them resulted in being isolated from society, and tragically many died

DRR training of trainers for DRR education and CBDRM advisory committee member (Day 1 & 2)
DRR training of trainers (ToT) was conducted by SEEDS Asia to DRR education and CBDRM advisory committee member ※ 1 for 4 days (from 18 to 26 June, 2014). In the first half, SEEDS Asia headquarters staff also joined this ToT and explained DRR education and CBDRM activity in Japan based on experiences and lessons learned from the Great Hanshin-Awaji Earthquake and the Great East Japan Earthquake and tsunami.
Since the participants had little oportunity to know about disaster situations or DRR activities in Japan, they were all concentrating during the lectures. An earthquake and a tsunami came up in conversation among participants in the break time. During the session time, they enthusiastically commented and questioned on the recent earthquake had occurred in Quang nam province or a tsunami.

SEEDS Asia is willing to address these challenges at early stage so that other affected areas can refer to Tateyama district as a model case and appropriately respond to possible public housing in the future.

Also, with attendance of Danang Red Cross staff, Quang nam police department’ s fire service staff and teachers from DRR core schools as trainers of this ToT, participants learned about vulnerability of community, actual condition on disasters, disaster control, DRR situation as well as sharing experiences and lessons from the preceding project in Danang. This led to not only sharing actual practices in Danang city with Quangnam province but also growing partnership between involved parties both in Danang city and Quangnam province. The participants improved knowledge and skills and established a cooperative framework among related persons of the central Vietnam.

Project for Capacity Building on DRR in Disaster

DRR training by Water Knowledge Resource Centre in Maubin Township, Ayeyarwaddy Region
As a part of Building on Disaster Risk Reduction (DRR) in Disaster Risk Area supported by JICA: Water Knowledge Resource Centre (WKRC) visited schools and community in Maubin Township from 23rd of June for 10 days to conduct DRR training.
Participants including teachers and Township Disaster Preparedness Committee spent the first day and a half of the training to learn the basic concept of DRR, the needs of collaboration among schools and community, evacuation drills, and planning framework of DRR activities so that they can continue activities even after the visit of WKRC. A new group of community-based organization, called “DRR Youth Volunteers” witnessed this training and the members are expected to contribute to DRR under the guidance of Ministry of Social Welfare and Relief and Resettlement. A teacher from the training commented “It was my first time to do earthquake drill, which was the most interesting one. I will do it with my students, too.”
WKRC will visit 8 schools in the township with the help of the trained teachers to provide DRR training to students (numbers of participants will be counted after the all trainings were completed in the next month).
6th Memorial year of cyclone Nargis
It has been 6 years since the tragedy of cyclone Nargis 2008 which resulted the numbers of lost/missing life of 138,366. SEEDS Asia Myanmar Office with Kungyangon Township General Administrative Office co-organized “6th Memorial Event in Kungyangon” to remember to share the lessons learnt and determined ourselves to cooperate each other to cope with disaster in future.

In the final day, Danang Red Cross staff gave a lecture on first aid and first aid training with bandaging and splinting. Participants were struggling to handle those medical appliance.
During the training, people committed the days for learning, enthusiastically taking memos and left comments “It’ s very meaningful and we want to carry out DRR education training to children and residents” .
The participants are expected to apply their knowledge and abilities gained through this ToT to make action plan in future school DRR education and CBDRM activity.

For the last half of ToT, SEEDS Asia offered DRR education programs such as “Town watching/ school walking (TW/SW) and hazard map making” and “First aid” . Some of teachers from DRR core school in Danang gave a lecture on the concepts and how to practice the trainings.
DRR event in Yangon Japanese School
On 17th June, SEEDS Asia was invited by Yangon Japanese School to conduct DRR event to the students (almost 100 students) from 1st to 9th graders in the school. There were 8 DRR-related booths opened in the exhibition corners, and students learnt the mechanism of disasters and safety tips. This event went smoothly and successfully thanks to full cooperation of the teachers in the schools, Mr. Nobuyuki Ichihara (DRR adviser to Relief and Resettlement Department, Myanmar, dispatched by JICA) and Ms. Noriko Sakurai from JICA Myanmar Office. SEEDS Asia would like to express sincere appreciation for their support.
Series of trainings has begun!
A series of trainings for DRR leaders for Kungyangon Township have started this May. The following trainings were conducted during May and June:
1. Firefighting training（on 27th to 30th May） 2. First Aid training
(on 31st May, 1st June,7th to 8th June) 3. Safer building training (on 21st June).
These trainings were successfully conducted with the great help of Myanmar Fire Service Department, Myanmar Red Cross Society and Myanmar Engineering Society to share the professional skills to DRR leaders in Kungyangon Township.
Meeting on DRR Activity Centre in Labutta Township
On 11th June, Myanmar project team visited Labutta Township to have a meeting on DRR Activity Centre which is a part of core project activities in the project. With attendance of 11 members, including the township preparedness committee and key government officials, the overall aim of the project and schedule were shared for the further discussion.

The 2nd phase of DRR awareness-raising project
A new project of public DRR awareness-raising project was developed from an ongoing JICA project for Capacity Development on Natural Disaster-Resistant Techniques of Construction and Retrofitting for Public Buildings (CNCRP) last year.
In addition to public relations activities through media including local newspapers and TV news, SEEDS Asia visited schools to offer DRR trainings in the previous year. The total number of students and parents who received the DRR training reached roughly 1,200 people, and they learned the importance of preparedness for earthquakes. The result of questionnaires filled out by them shows that they improved their awareness on earthquake after receiving the trainings. During the training, students enthusiastically asked questions one after the other. Teachers also voiced an interest in similar activities in the future.
From an idealistic viewpoint, now that people have raised their DRR awareness, they go to the next step to take action to prepare against disaster. For that purpose, continuing communication with concerned parties is considered to be essential. SEEDS Asia will continue DRR demonstration class at target schools, conduct DRR evacuation drills by students, and establish and operate “DRR Club” on trial.

SEEDS Asia will also continue making efforts aimed at raising public DRR awareness through the mass media. As well as issuing a press release and being interviewed of DRR events, SEEDS Asia will put out DRR information in leading newspapers’ column in the country. While the Internet diffusion rate is increasing in Bangladesh, people are still depending on newspapers and word-of-mouth communication. Bosai café in Kobe
SEEDS Asia is planning to join Bosai café in Kobe on 22nd August 2014. Bosai café is a DRR event held at Kobe risk management center(Kiki kanri center) for mainly children. We are planning to carry out DRR quiz for participants. Please join us!
disasters now? Since people in Bangladesh is not familiar with earthquake itself, it is quite a challenge to raise their earthquake awareness. Still, now that it is overdue for a moderate-sized or major quake in the country, it is inevitable that Bangladesh focuses on raising public awareness on earthquake.
Furthermore, a new project is scheduled to be set out this year, asking for earthquake-related short films from the public and hosting a screening event. This event aims at offering an opportunity for staff members and movie directors to think about disasters, delivering a clear message on disasters to people in Bangladesh through the films, and sharing information on DRR through social media.
