Tsuyoshi Maeda is a Senior Staff at the Civic Collaboration and Countermeasures for Transportation Divi- sion of Tsushima City Office. He graduated from the Graduate School of Tourism, Rikkyo University.
During the ensuing 4 years he was an Active-Ranger of the Tsushima Wildlife Conservation Center, where he worked for the sustainable coexistence of people and nature including projects for the conservation of the Tsushima leopard cat on Tsushima Island. Subsequently, he has been mainly in charge of the develop- ment of human resources through university collaborations and deployment of external personnel at Tsu- shima City Office.

Regional Revitalization by ESD on Tsushima Isl.

Tsushima Island is located on the border between Korean Peninsula and Kyushu, Japan, in which proximately 31,000 people live in 125 vil- lages. As 90% of the island is the mountain area, Tsushima is like a mountain village. Tsushima has a prominent fishing ground surrounded by the Sea of Japan and the East China Sea. Main industries are farming, forestry, and tourism besides fishery. The plants and animals evolved uniquely are mixed with a traditional culture and a history in Tsushima where variety of local resources and natural resources are found.
To build sustainable society, three policy agenda are important: first, ‘Foundation for All’, second, ‘Human Resource Development’, third,
‘Creating Employment with Values and Technol- ogy’. Above all, ‘Human Resource Development’
was set as an important policy agenda by the Tsu- shima City Office. The agenda focuses on ‘educa- tion for children’, ‘building social environment for the youth’, and ‘the employment of the external hu- man resources’.
The Tsushima City Office works on a project to train up the talent which supports a sus- tainable region by promoting ESD in the education for children. The City Office supports each educa- tional stage with the organized curricula in a school system: primary school, junior-high school, and high school.
Tsushima High School has an integrated study, ‘ESD Tsushimaology’. Since the high school
was authorized to a UNESCO Associated School, it works on five educations: UNESCO Associated School Education, Hometown Education, Citizen- ship Education, Career Education, and Training in Competence for Unpredictable Future. For example, life-story interview with a person of advanced years makes students face reality and future. The high school students perceive an environmental change in the interview. They edit it to issue as a school pa- per. This is a very efficient learning. Tsushima High School works on the international exchange with Korea, the exchange with the Advanced Regions of Environmental Conservation in Japan, and the new product development taking advantage of various local resources.
To make the most of outside persons, we recruit the youth of the urban areas to be new lead- ers for regional revitalization in the depopulated Tsushima. Since the rapid economic growth ended, the population of Tsushima dropped from 70,000 to 30,000. Losing job opportunities, the population of the youth decreased. The rate of aging in some vil- lages are 70 %. It’s difficult to sustain their daily lives such as transportations, medical services, and education due to depopulation. Especially, educa- tional environment for children is constantly chang- ing because of school consolidation. Depopulation caused devastation of rice fields and mountains. As the population of noxious bore and deer rapidly in- creased, a balance of ecosystem collapsed. For ex- ample, Tsushima uraboshi lycaenidae (Pithecops
fulgens tsushimanus ) became extinct in the wild.
Then, the Tsushima City Office has re- cruited the youth from the urban areas to supple- ment a shortage of manpower for design, education, culture and conservation of biodiversity since 2013 by using a system of ‘Community-Reactivating Co- operator Squad (CRCS) in the Ministry of Internal Affairs and Communications’. Currently, seven squad members of ten ended their three-years term, yet they launched social businesses for continuously living in Tsushima, and for dedicating themselves to the social issues.
As Tsushima doesn’t have universities, the youth around twenty is only 1%. Therefore, Tsu- shima collaborates with universities in the main lands in order to take vitality of the youth into the island. University students participate in various ac- tivities for a short period and experience internships of tourism, environmental conservation, architec- ture, and healthcare for a long period. Furthermore, we have a scholarship program for the youth who wants to research Tsushima.
If the students are eager to immigrate to Tsushima, the Tsushima City Office hires them by using the system of CRCS. As the students feel a reality in a field of Tsushima, they can cultivate their abilities for plotting, planning, communicating, and living. About 500 students and 100 scholars call on Tsushima per year. Some of them immigrate to Tsu- shima. From above, the collaboration with universi- ties is appropriate for regional revitalization in terms of a regional development and educating peo- ple who have roles for it.
To share the outcomes of students’ activ- ities with the inhabitants of Tsushima, the City Of- fice has ‘Tsushimaology Forum’ in every December.

70% of 2,800,000 university students in Japan is unevenly distributed through the three ma- jor urban areas. Because most students were born and grew in the cities, they don’t know a reality of depopulation and aging population in the rural areas.
Therefore, to understand the present condition of Tsushima is important not only for Tsushima but also for students who will have major roles in soci- ety. University students from Tsushima also partici- pate in the project, ‘the collaboration with universi- ties’. Since they learnt their hometown with the ex- ternal students in the activities, they came to hope for coming back to Tsushima in the future. It’s im- portant to realize sustainable society.
