まえがき
昨 今 の イ ン タ ー ネ ッ ト や コ ン ピ ュ ー タ を 中 心 と す る 情 報 化 は 、 社 会 、 経 済 を は じ め 広 範 な 分 野 の 高 度 化 に 寄 与 し 、 ま す ま す 重 要 と な っ て い る 。 し か し な が ら 、 情 報 化 を 推 進 し て い る 諸 国 は 、 こ の 意 欲 を 持 ち な が ら も 現 状 は ま だ 多 く の 課 題 を 抱 え て お り 、 加 速 度 的 に 高 度 化 が 進 ん で い る 国 々 と の ギ ャ ッ プ は ま す ま す 大 き な も の と な っ て い る 。
こ れ ら の 実 情 に 鑑 み 、 財 団 法 人 国 際 情 報 化 協 力 セ ン タ ー （ 略 称 CICC） で は 、 情 報 化 を 促 進 し よ う と す る 海 外 諸 国 に 対 し て 、 そ の 促 進 を 支 援 、 協 力 す る こ と を 目 的 と し て 、 各 種 の 情 報 化 協 力 事 業 を 実 施 し て い る 。
こ の 報 告 書 は 、 協 力 事 業 の 一 環 と し て 実 施 し た ア ジ ア 情 報 技 術 フ ォ ー ラ ム （ フ ィ リ ピ ン ・ セ ブ ） に 関 す る 事 業 に つ い て 報 告 す る も の で あ る 。
な お 、こ の 情 報 化 協 力 事 業 は 、日 本 自 転 車 振 興 会 か ら 平 成 17 年 度 機 械 振 工 業 興 資 金 に よ る 補 助 を 受 け て 実 施 し た 。

1.1 ア ジ ア 情 報 技 術 フ ォ ー ラ ム と は ？ ···
1.1.1 ア ジ ア 情 報 技 術 フ ォ ー ラ ム (AFIT)と は ？
CICC で は 2002 年 か ら 毎 年 1 回 ア ジ ア 19 ヵ 国 ／ 地 域 の IT 分 野 の 代 表 者 を 集 め 、 ア ジ ア 情 報 技 術 フ ォ ー ラ ム (Asian Forum for Information Technology、以 下 、AFIT) を 開 催 し て い る 。
ア ジ ア で 情 報 化 を 推 進 す る た め に は 、多 様 な 文 化 や 言 語 へ の 対 応 を は じ め と し 、 克 服 す べ き 多 く の 共 通 課 題 が あ り 、 こ れ に 関 す る 意 見 交 換 を 行 う こ と を 目 的 と し て い る 。
AFIT に お い て 認 識・提 起 さ れ る 課 題 は 、新 規 支 援 事 業 や 国 際 連 携 に 発 展 す る こ と が 期 待 さ れ て い る 。
1.1.2 AFIT 開 催 実 績
AFIT 開 催 実 績 に つ い て は 、 以 下 の 表 の 通 り で あ る 。 毎 年 、 各 国 の IT 分 野 に お け る 政 策 等 の 動 向 や ト ピ ッ ク ス に つ い て 意 見 交 換 を 行 う （ 定 点 観 測 ） 他 、 特 定 の テ ー マ を 定 め て 議 論 す る こ と と し て い る 。
第 4 回 目 と な る 本 年 度 は 各 国 の 要 望 等 も 取 り 入 れ 、フ ィ リ ピ ン（ セ ブ ）に て「 IT 専 門 家 人 材 育 成 」 を テ ー マ と し て 開 催 し た 。

1.1.3 AFIT 開 催 の 経 緯
CICC で は 1987 年 か ら 2001 年 ま で 、15 年 間 に わ た り 、毎 年「 ア ジ ア 情 報 技 術 標 準 化 フ ォ ー ラ ム (AFSIT)」 を 開 催 し 、 ア ジ ア に お け る IT 標 準 化 の 問 題 に 取 り 組 ん
開催の目的と実施体制
各 国 の ニ ー ズ を 反 映 し た 文 字 コ ー ド に 関 す る 国 際 規 格 の 成 立 が あ る 。
こ の 成 立 を 受 け て 、情 報 格 差 が 懸 念 さ れ て い る ア ジ ア 各 国 か ら 、CICC に 対 し て 規 格 と い う 枠 組 み を 超 え た 国 際 規 格 の 実 装 支 援 に 関 す る 要 請 や 標 準 化 以 外 の 課 題 に つ い て も 議 論 し た い と の 声 が あ が っ た 。 そ こ で 、 情 報 技 術 の 標 準 化 の み を 扱 っ て い た AFSIT を 、 情 報 技 術 全 般 を 扱 う AFIT へ と 拡 大 改 組 し 、 IT 標 準 化 に 限 定 さ れ る こ と な く 、IT 人 材 育 成 や 、電 子 政 府 構 築 等 、様 々 な 情 報 化 推 進 上 の 課 題 に つ い て 話 し 合 い を 行 う こ と と し た 。
1.1.4 AFIT メ ン バ ー 国
AFIT メ ン バ ー 国 は 以 下 の 通 り で あ る 。（ 計 19 ヵ 国 ／ 地 域 ）
バ ン グ ラ デ ィ ッ シ ュ 、 カ ン ボ ジ ア 、 中 国 、 香 港 、 イ ン ド 、 イ ン ド ネ シ ア 、 日 本 、 韓 国 、 ラ オ ス 、 マ レ ー シ ア 、 モ ン ゴ ル 、 ミ ャ ン マ ー 、 ネ パ ー ル 、 パ キ ス タ ン 、 フ ィ リ ピ ン 、 シ ン ガ ポ ー ル 、 ス リ ラ ン カ 、 タ イ 、 ベ ト ナ ム
各 国 に は 、「 AFIT 連 絡 機 関 」 を 置 い て い る 。 こ の 機 関 を 通 し て 、 毎 年 の フ ォ ー ラ ム の テ ー マ に 相 応 し い 人 物 （ 情 報 化 推 進 担 当 者 ） が 1 名 選 定 さ れ る 。
幾 つ か の 国 の 連 絡 機 関 と し て 、AFIT の 歴 史 的 経 緯 か ら 、標 準 化 に 関 係 し た 機 関 が 含 ま れ て い る が 、AFIT に お い て は よ り 広 範 に 情 報 技 術 を 論 じ る と い う 観 点 か ら 、 2005 年 の 会 議 よ り 以 下 の 通 り に 連 絡 機 関 の 変 更 を 段 階 的 に 進 め て い る 。

1.1.5 AFIT の 日 本 国 内 で の 推 進 体 制
AFIT を 企 画 ・ 推 進 す る た め の 国 内 委 員 会 「 AFIT 推 進 委 員 会 」 を 設 置 し 、 年 に 3-4 回 程 度 開 催 し て い る 。 委 員 会 は 学 術 界 、 産 業 界 、 関 係 団 体 等 の 情 報 技 術 分 野 に 造 詣 の 深 い 方 々 で 構 成 さ れ 、 経 済 産 業 省 に は オ ブ ザ ー バ と し て ご 参 画 い た だ い て い る 。（ 詳 細 は 1.2 参 照 ）

AFIT の 毎 年 の テ ー マ の 選 定 は 、フ ォ ー ラ ム で の 各 国 発 表 等 を 踏 ま え た デ ィ ス カ ッ シ ョ ン 等 の 中 で 方 向 性 を 定 め 、後 日 、日 本 国 内 委 員 会（ AFIT 推 進 委 員 会 ）の 審 議 を 経 て 最 終 決 定 さ れ る 。
な お 、今 年 の テ ー マ「 IT 専 門 家 人 材 育 成 」は 昨 年 の 円 卓 会 議 で の デ ィ ス カ ッ シ ョ ン に て 、多 数 決 に よ り 大 ま か な 方 向 性 が 決 ま り 、昨 年 度 末 の 、国 内 委 員 会（ AFIT 推 進 委 員 会 ） の 審 議 を 経 て 最 終 決 定 さ れ た 。

It is my great honor to welcome the delegates to the 4th Asian Forum on Information Technology here in the historic Mactan, Cebu, on whose shores the great battle that marked beginnings of the Philippine nation was fought and won.
Cebu is no stranger to appointments with history. Still, you have honored us greatly by coming here today, to begin this historic gathering of the 19 (17) nations of Asia that have pledged together to continue to work of the future. Cebu considers this an overwhelming vote of confidence, and we are deeply grateful.
For you to come at a most opportune time. Less than four months ago, Cebu hosted the 2005 International ICT Congress, where we launched our bid to become the next ICT hub in this part of the region.
This bid is not so much a bold and daring venture as it is a recognition of what is already there. Already, 6 out of 10 new investments in Cebu are IT or IT-related, powered by a highly capable and technically competent workforce from our 39 colleges and 7 universities.
Cebu has a PEZA-registered IT Park a joint venture between Ayala Land and the Provincial Government of Cebu.
We have a high concentration of broadband services through DSL and WAP services as well as well as more than 30 internet service providers;
We have internationally accredited software learning centers.
And we have the highest density of Internet users in the Philippines. Not surprising, perhaps, because it was here, in Cebu – in our oldest university, the University of San Carlos – that the Philippines first successfully connected to the Internet on March 29, 1994.

→Improvement of ultra-high speed network infrastructure and the implementation of competitive policies
Objective: (2005 Internet environment improvement): High-speed connections in 30 million households and ultra high-speed connections in 10 million house holds
→Computerization of paper and face-to-face based trade & new creativity/ market formation utilizing this new trading method
Objective: (2003 e-commerce B2B 70 trillion Yen, B2C three trillion Yen market expansion):
→Computerization of paper and face-to-face based procedure; simplification of administration, and reduction of human burden
Objective: Realization of administration utilizing electrical and paper-based data equally by 2003

「 フ ィ リ ピ ン は 日 本 、 韓 国 、 シ ン ガ ポ ー ル 等 に は ICT 分 野 で 若 干 遅 れ を と っ て い る 、 こ れ ら IT 先 進 国 に 追 い つ け 、 追 い 越 せ の 政 府 の 号 令 の も と 動 き 始 め た 。 こ の 取 り ま と め 役 と し て CICT( Commission on Information and Communication Technology )を 設 立 し た 。 CICT の 戦 略 的 方 向 性 と し て は "e-enabled society"
