For a comparatively
short period, the relationship
between the U. S. and Japan has gone
through a drastic change. To the Americans,
Japan was once a war-torn
and occupied
country, and she has now established herself as the winner of the trade war with the U. S .
as well as their essential partner economically
and militarily.
How have 'American
mass media grasped this historical
upheaval ? Through the "key
words" which have appeared in the papers and the magazines, I am going to examine their
love and hatred, misunderstanding,
overestimation,
and efforts trying to come up to the
truth, of Japan.
は じめ に
日米 経 済 摩 擦 は も う 日常 茶 飯 事 化 した 感 が
あ る。 少 く と も予 見 し得 る将 来,こ
れ が 完 全
に沈 静 す る とい う見 通 しは ま っ た くな い 。 思
え ば 日本 に とっ て 米 国 は あ る時 期 「
全 て 」 で
あ り,現 在 も将 来 もそ の 重 要 性 を 減 じ る こ と
は少 な か ろ う。
逆 に米 国 に と って の 日本 は ど うか 。 被 占領
国 か ら有 力 な 同 盟 国 へ,そ
して 今 は不 可 欠 の
パ ー トナ ー で あ り,貿 易 戦 争 の 勝 者 で も あ る。
一 方 で 軍事 面 で は
,米 国 の全 面 的 な 庇 護 下 に
あ る とい う側 面 も持 つ 。
短 時 日の 間 に根 底 か ら大 き く変 化 し,さ ら
に激 動 の 可 能 性 を秘 め る対 日関 係 を,米 国 の
マ ス メ デ ィア は こ れ まで ど う と ら え て きた か 。
日本 に対 す る彼 らの 愛 憎 ・誤 解 ・過 大 評 価,
そ して真 実 の 姿 に 迫 ろ う とす る努 力 を,折
り
折 りのkeywordsを
通 して 考 察 して み た い 。

研究背景
私 の所 属 す る 日本 時 事 英 語 学 会 は,3ヵ 年 の
長 期 研 究 計 画 と して 「massmediaに
現 れ た
日米 貿 易 摩 擦 」 を,文 化,・軍事,国
際 政 治,
コ ミュ ニ ケ ー シ ョン な どの総 合 的 観 点 か ら分
折 ・調査 を続 けて い る。 この 研 究 の 一
環
と し
て 私 はkeywordsを
通 し て み た 日米 貿 易 摩
擦 の 調 査 に 着 手 した が,こ
の小 論 で は,広
く
日米 関 係 全 般 を対 象 と し,そ の 時 期 も,米 国
の マ ス メデ ィ ア に よ うや く日本 が 登 場 しは じ
め た1960年 代 に まで さか の ぼ って み た 。
す な わ ち語 学 的 ア プ ロ ー チ に,日 米 関係 論,
比 較 文 化 論 的要 素 を加 味 す る一 方,日
米 関 係
の軸 で あ る経 済 問 題 に,長 期 的 視 座 を与 え る
べ く試 み た の で あ る 。
調 査 対 象 お よび 方法
事 例 収 録 の 対 象 を 週 刊 誌 で はTime,New- sweek,US.News&WorldReport,Busi-nessWeek,NewYorkTimesMagazineを 選 び,月 刊 誌 で はFortuneを 採 っ た 。 ま た 日 刊 紙 で はNewYorkTimes,Washington Postを 主 と し,貿 易 摩 擦 が 緊 迫 の 度 を 加 え た 一 両 年 の 場 合 は 折 り に ふ れ ,LosAngels Timesな ど の 地 方 紙 やWallStreetJournal やJournalofCommerceな ど の 経 済 専 門 紙 も含 め た 。 1960年 代 ・70年 代 の 事 例 収 集 で は 雑 誌 を 主 と し た が,ま ずReader'sguidetoPeriodical Literatureの 索 引 で 日 本 関 係 の 項 目 を ピ ッ ク ア ップ し た あ と,実 物 に あ た っ た 。 し か し 日米 間 に 特 定 の 問 題 が 起 き た 時 期 に は,最 初 か ら複 数 の 雑 誌,新 聞 を 集 中 的 に 調 べ,key wordsの 選 出 に バ ラ ン ス を と っ た 。 主 と し て 利 用 し た 施 設 は 次 の 通 り 。☆ ア メ リカ ン セ ン ター(東

生 まれ た 日米 関 係 の
時 代 背 景 を探 る参 考 資料 は 末 尾 に一 括 して 記
し たが,各 文 例 そ の もの の 出所 は読 者 の 便 宜
を考 え,文 例 毎 に 明 記 した。
(lowwages) 1960年 の 米 国 の 対 外 貿 易 出 超 額 は48憶 ドル を 記 録 し て い る(注10)た だ1950年 代 後 半 か ら 輸 出 競 争 力 を つ け て き た 西 欧 や 日本 に 対 して, す で にshipAmerican,buyAmericanの 政 策 を 実 施 し て お り,綿 製 品 ・毛 織 物 ・合 板 ・ 金 属 洋 食 器 な ど雑 貨 類 は,日 本 側 が 輸 出 の 自 主 規 制 を し,オ モ チ ャ,ト ラ ン ジ ス タ ラ ジ オ な ど種 々 の 日本 製 品 に 対 し輸 入 制 限 の 動 き が 米 側 に た え ず 出 て い た 。 こ う し た 米 側 の 対 日保 護 主 義 の 正 当 化 に, い つ も使 わ れ て き た 口 実 がlowwagesで あ っ た 。 あ る い は 戦 前 か ら続 い たcopycatと い う 日 本 の 代 名 詞 が60年 代 初 頭 に は 米 マ ス コ ミ 上 で ま だ 執 拗 に 使 わ れ て い る 。 文 例(1)は 当 時 の 小 坂 善 太 郎 外 相 が 米 側 と の 交 渉 で2億 ドル の 対 米 赤 字 を か か え る 日 本 の b立 場 を 必 死 に 訴 え た 情 況 を 伝 え た 米 側 報 道 の 一 部 で あ る 。 (1)U.S.-Japanesetradeproblemswere franklydiscussed."Among.Americanpeo- ple,"saidForeign-MinisterZentaroKosa-ka,"wenoteatendencytostressnegative aspectsinoureconomicrelations,.suchas allegedlowwagesinJapananddisruption of .American.domesticmarketsby Japanese.goods."Japanhadahazardous imbalanceoftradewiththeU.S.,lastyear bought$200million.moreingoodsthanit exportedtothiscountry. 一63一(Time:Nov.14,196"0)

内 閣 が か か げ た所 得 倍 増 計 画 は,日 本 経 済 に
ブ ー ム を呼 ん だ が,文

て い る。(3)(4)はソニ ー に代 表 され る 日本 製 品
の 品質 面 で の 大 きな進 歩 を報 じた もの だ。

に な っ た と,多 少 皮 肉 っぼ く伝 え て い るの だ

良 くす る能 力 」 とい う と ら え方 は,現 在 に ま
で 続 い て い る対 日イ メー ジの 代 表 的 な もの で
あ ろ う。
Timeが
日本 人 経 済 人 と し て は じめ て,松
下 幸 之 助 氏 を表 紙 に 使 い,松 下 電 器 産 業 か ら
見 た 日本 経 済分 析 を特 集 した の は1962年2月
22日 号 で あ る。
この 時 期 の 日本 関 連 記 事 を渉 猟 す る と,無
知 な大 衆 紙 誌 の 古 い 固 定 観 念 は 除 き,日 本 経
済 の 実 績 に 対 す る素 朴 な賞 讃 が 目 につ く。 前
記Timeの
