Greetings from the Mayor
Kawagoe City has a population of more than 340,000 and has been developing as the central city in south-western area of Saitama Prefecture. It flourished as the castle town in Edo-era and a lot of historical and cultural legacies such as Old Storehouse Zone and Kawagoe Festival have been well-conserved even now. In Kawagoe city approximately 4,700 of the city’s residents are foreign citizens. Among these residents, I suppose that there are many who are inconvenienced or have difficulties arising from different languages and cultures.
In order to reflect the foreign citizens’ opinions and to be better city to live in, we organized “Kawagoe City Foreign citizens Conference” and received various proposals and suggestions through this conference.
We published “Guidebook of Daily Life for Foreign Citizens” for more comfortable daily life.
I make my utmost efforts and aim to make Kawagoe a city where all of citizens want to settle permanently.
We introduced the public works and useful information in this guidebook written in five different languages- English, Chinese, Korean, Portuguese and Spanish. Please put this handbook on hand to practical use.

川越市は、人口が 34 万人を超え、埼玉県南西部の中心都市として発展してい ます。江戸時代には城下町として栄え、現在でも蔵造りの町並みや川越まつり など歴史的・文化的遺産が数多く残っています。 川越市には外国籍の方が約4,700 人住んでいますが、ことばや文化の違いか ら日常生活の中で様々なご苦労があると思います。 外国籍市民の方々の意見を反映し、住みやすい街にするために、川越市では 「外国籍市民会議」を設置し、様々な提言をいただいております。 さらに、より快適に日常生活を送っていただくために「川越市外国籍市民生 活ガイドブック」を作成しております。 私は、市民の皆さんが、川越に住んで良かったと思える街づくりを目指して 努力しています。 このガイドブックは、市の行っている仕事や便利な情報を５カ国語(英語・中 国語・ハングル・ポルトガル語・スペイン語)で紹介しています。日頃から手元 に置いてご活用下さい。 川越市長 川合 善明The official tree of city (Oak) (Kashi)

■歴史
遠く古代より交通の要衝、入間地域の 政 治 の 中 心 と し て 発 展 し て き た 川 越 は、平安時代には桓武平氏の流れをく む武蔵武士の河越氏が館を構え勢力を 伸ばしました。室町時代には、河越城 を築城した太田道真・道灌親子の活躍に より、扇谷上杉氏が関東での政治・経済・ 文化の一端を担うとともに、河越の繁栄 を築きました。江戸時代には江戸の北の 守りとともに舟運を利用した物資の集積 地として重要視されました。 大正11 年には埼玉県内で初めて市制 を施行し、昭和 30年には隣接する 9村 を合併し現在の市域となり、平成15 年 には埼玉県内で初めて中核市に移行しま した。 川越市は、都心から30キロメートル の首都圏に位置するベッドタウンであり ながら、商品作物などを生産する近郊農 業、交通の利便性を生かした流通業、伝 統に培われた商工業、豊かな歴史と文化 を資源とする観光など、充実した都市機 能を有しています。現在も、埼玉県南西 部地域の中心都市として発展を続けてい ます。 ・市制施行：大正 11年 12 月 1日(県内 で最初) ・位置：東経 139°29′20″ 北緯 35°55′19″ ・海抜：18.5m ・面積：109.16平方キロメートル ・人口：344,９００人(平成24年1月 1日) ・世帯数：143,８１３世帯(平成 24年 1 月 1日) ・外国籍市民：4,71６人(平成 24年1 月 1日) ・市民の日：12月 1日 ・川越市役所 所在地：川越市元町 1-3-1 電話：049-224-8811 http://www.city.kawagoe.saitama.jp/ E-mail：info@city.kawagoe.saitama.jp■
History
Kawagoe city was developed as an important point of traffic and the center of politics in Iruma area. In Heian Period Era (AD794-1185), a family of Kawagoe clan who was one of Musashi area’s Samurai (warriors) cops and was originated from Kanmu-Heishi transferred his castle and extended their influence. In Muromachi Period Era(AD1336-1573), thanks to Mr. Ota Michizane and his son, Ota Dokan who constructed the Kawagoe castle, Ogigayatsu-Uesugi clan not only built the prosperity of Kawagoe but he also took a leading role in politics, economy and culture at Kanto area. In Edo period Era(AD1603 - 1868) Kawagoe City was regarded as extremely importance in terms of not only military guard against the northern enemies but also the collection center of various supplies using waterway. In 1922 Kawagoe became the first official city in Saitama Prefecture. After merging of nine neighboring villages in 1955, Kawagoe has maintained current municipal area. In 2003, Kawagoe became a core city.
Kawagoe city is located at 30 kilometers from the center of Tokyo as not only a commuter town but also production of commercial crops in the suburbs, distribution industries utilizing geographical advantages, commerce and industry with traditional process, tourism industry resourcing long history and rich culture and having fulfilling urban function.
Kawagoe city still continues to develop as the central city in south-west area in Saitama Prefecture.

Places of interest
市内の見どころ ◎蔵造りの町並み 時の鐘（幸町15-7） ◎川越城本丸御殿（郭町2-13-1） 時の鐘は、約 400 年前から、城下町に時を知らせてきた川越のシンボル です。現在のものは 4代目といわれ、3層構造の塔で、高さ約 16 メート ルです。現在、1 日に 4回（午前 6時・正午・午後 3時・午後 6時）、蔵造りの町並みに鐘の音を響かせています。平成 8年 6 月、 時の鐘は環境庁主催の「残したい日本の音風景 100 選」に選ばれました。 川越城は、長禄元年(1457)に、上杉持朝の命により、家臣の太田道真・道灌親子が築いたといわれています。 江戸時代には江戸の北の守りとして重要視され、代々幕府の重臣が城主となっていました。現存する建物は嘉永元年(1848)に建て られたもので、本丸御殿の一部として玄関・大広間・家老詰所が残り、川越藩 17 万石の風格をしのばせています。◎The Kurazukuri Street
It is a section of a street lined with traditional warehouse constructed in a style called "Kurazukuri" and maintains the old outlook of what the place was like during Edo period. These architectures and houses were constructed with skillful fire protection system escaping further fire. It still retains the atmosphere of Edo period which can’t be seen in Tokyo currently. On December 1999 it was selected as one of Important Preservation Districts for Groups of Historical Buildings and on January 2007 as one of the Top 100 Historical Sites of Beautiful Japan.
川越には「蔵造りの町並み」が今も残っています。蔵造りは類焼を防ぐための巧妙な耐火建築で、江戸の町家形式として発達したも のです。今の東京では見ることのできない江戸の面影をとどめています。平成 11年 12月には国の「重要伝統的建造物群保存地区」 に選定され、平成 19 年 1月には「美しい日本の歴史的風土 100 選」に選定されました。
◎Bell Tower (15-7, Saiwaicho)
The Bell Tower has been telling time to the city's residents for 400 years and has been deemed as a symbol of the city. The present tower is the fourth-generation one. It is a three-story tower measuring 16 meters in height. Currently, the bell can be heard four times (06:00, noon, 15:00 and 18:00) per day all over whole warehouse-style town. The Bell Tower was selected as one of the 100 selections of sound-scape in Japan on June 1996.
◎Honmaru Goten of Kawagoe Castle (2-13-1 Kuruwamachi)
It is said that Lord, Mr. Uesugi Mochitomo ordered his vassals, Mr. Ota Michizane and his son, Ota Dokan to construct the castle in 1457.
In Edo period, this castle was regarded as an extreme importance in terms of military guard against the northern enemy's invasion. The successive lords of this castle became the senior vassals of Edo-Bakufu (Regime). The current building was constructed in 1848 and there are still a main entrance, rotunda and chief retainer’s room left as a part of the main castle palace. It gives off an aura of ancient Kawagoe Clan.
◎Kita-in (1-20-1 Kosenbamachi)
This temple was built as the Buddhist Tendai sect temples in AD830 by Jikaku Daishi.It is also known that Tenkai, a Buddhist head monk, was a temple master of this temple in the early of Edo period. A lot of cultural properties such as the architectures and other goods which were transferred from Edo castle and associated with the third Tokugawa Shogun, Iemitsu Tokugawa and his nursemaid, Kasuga-no-Tsubone, have been stored in this temple.
There are two famous spots of these cultural properties: One is a special room (called Kyakuden) is decorated with
gorgeous mural paintings and black-and-white paintings. It is also well known that Shougun Iemitsu was born in this room. Another is a traditional residential architectural style room (called Shoin) where Kasuga-no-Tsubone did a makeup.
◎小江戸蔵里（新富町1-10-1） ◎菓子屋横丁 ◎喜多院（小仙波町1-20-1） 「菓子屋横丁」には、明治の初期には70余軒が軒を連ね、数多くの菓子を製造していました。今でも、20数軒が工夫を凝らした 駄菓子類を製造・販売しており、ノスタルジックな雰囲気が多くの方々に支持されています。平成 13年度には、横丁が醸し出す雰 囲気と下町風の菓子の懐かしいかおりが漂うということで、環境省の実施した「かおり風景 100選」に選ばれております。 約120年間の歴史を持つ酒蔵を改装した「小江戸蔵里（産業観光館）」には、川越らしさと本物にこだわる「小江戸川越ブランド 産品」、地場産新鮮野菜と、それらを生かした料理や加工品が集結。「蔵」の雰囲気を生かしたくつろぎと憩いの空間で、ここにし かない川越の魅力を発信しています。小江戸蔵里を「見る（酒蔵）」、「買う（お土産・地場食材）」、「食べる（地場食材を使ったお 食事）」にご利用ください。
◎Koedo-Kurai, Industry and Tourism Center (1-10-1 Shintomicho)
A Sake-brewery with history of 120 years was converted into this Koedo-Kurari (Industry and Tourism Center). In this hall, Kawagoe's individualistic and authentic products of "Koedo-Kawagoe Brand ", local fresh vegetables, dishes and finished goods used local goods are gathered and displayed. We have been transmitting the Kawagoe’s particular attractiveness from the spatial location with relaxation and recreation having the atmosphere of old-fashioned warehouse. Please use this
hall for "See Sake Brewery", "Purchase souvenirs used local materials" and "Enjoy delicious meals used local food materials" at this hall.
◎Kashiya Yokocho Street (Penny Candy Lane)
There used to be more than 70 candy/sweet shops along this lane in early of Meiji period (1868 - 1912) and so many kinds of traditional candies/sweets were produced. Even now about 25 shops have been producing and selling their original and unique sweets. A lot of people have been supporting this atmosphere of nostalgia. This Kashiya Yokocho was selected as one of "The most tasteful 100 landscapes" executed by Ministry of Environment in fiscal year 2001 because it created the atmosphere of old-fashioned shops along the lane and had a nostalgic air of the sweets in the downtown.
喜多院は、慈覚大師が天長 7年(830)に創建した天台宗の名刹。江戸時代初期、名僧天海大僧正が住職をつとめた寺として知られ、 また江戸城から移築された三代将軍家光・春日局ゆかりの建物をはじめとする、多くの文化財を所蔵しています。
その中には豪華な壁画や墨絵で装飾された「客殿」と呼ばれる家光誕生の間や、三代将軍家光の乳母として知られる春日局が使用し ていた。「書院」と呼ばれる春日局化粧の間などがあります。
◎川越まつり 川越まつり（川越氷川祭）は毎年10 月 に行われる川越氷川神社の祭礼で、2 日 間で約80 万人以上の人出を数えます。 江戸「天下祭」の様式や風流を今に伝え る貴重な都市型祭礼として発展し、平成 17年（2005）に「川越氷川祭の山車行 事」として、国の重要無形民俗文化財に 指定された伝統行事です。 川越まつり最大のみどころは「曳っかわ せ」です。交差点で山車が他町の山車に 出会うと、互いに山車の正面を向け、囃 子と舞を披露しあいます。囃子が入り乱 れ、歓声が上がり、祭りは最高潮に達し ます。 ◎Kawagoe Festival
Kawagoe Festival is held on October every year as one of Kawagoe Hikawa Shrine’s festival dedication ceremonies. The city is filled with more than 800,000 tourists for the period of 2 days. This has developed as precious urban-type festival inheriting the style and graciousness of “the State Festival”. In 2005, “The float parade of Kawagoe Hikawa Festival” is one of the traditional events and was selected as one of “Important intangible folk-cultural properties”. The biggest highlight is “Hikkawase”. When the float meets another float coming from a different town at an intersection, they face each other showing each float with a musical accompaniment and dance performance. Then the excitement reaches its climax.

In Kawagoe city garbage is divided into respective categories: combustible, non-combustible, bottles/cans, PET bottles, hazardous, oversized, paper, cloth and other plastic containers and wrapping. This sorted garbage collection causes us to reduce waste, to promote resource conservation, to decrease cost of disposing of rubbish, to make disposing facility more efficient and to help global environmental protection. Illegally-parked bicycles
Kawagoe city has established a Kawagoe City Restricted Bicycle Parking Ordinance in order to clear up illegally-parked bicycles and to keep the living environment of the citizens in good condition. Based on this ordinance, areas around train stations that have bicycle parking lots are considered no-parking places for bicycles. Bicycles that are left in illegal parking areas are moved out after an order to move the bicycle is issued.

Bicycles that are removed are taken to the under-mentioned storage areas divided into removal place and date for a certain period of time.

Registry
The certificate of Registered Items in the Foreign Registry serves as proof of foreign resident registration. Application for this certificate can be completed in person or by a family member who lives in the same household. If someone else completes the application procedures on your behalf, you must write a letter giving him/her the power of attorney. Applications are submitted at the Citizen Registration Division of the city hall. Please bring your foreign resident registration card. This is a fee of ¥200 yen per copy for the certificate.
※A new Residency Management System will start from July 2012. Foreign residents will be listed on the Basic Resident Registration. The current foreign resident registration system will be abolished with the start of the new residency management system.

Birth Notification
If a child is born in your family, please submit a birth certification form (a birth certificate form to be given by the hospital etc.) within 14 days of the birth to Citizen Registration Division.

If a family member dies, please file a death notification with a death certificate completed by the physician within 7 days at the Citizen Registration Division. The procedures of items listed below must also be taken.

Marriage Notification
If a foreign resident marries a Japanese national, a marriage notification form must be completed and filed at the municipal office of the either permanent address or current address of the Japanese national. If two foreign residents marry, a marriage notification form must be completed and filed at the appropriate counter of the municipal office of the current address of either spouse, together with the documented listed below.
