開催の趣旨
平成 13 年 12 月 26 日に保健医療分野の情報化にむけてのグランドデザインが策定されてから、8 年が過ぎました。この間、 医療機関における情報化は進み、多くの診療情報が電子保存されました。また、少子高齢化がますます進む一方で、100 年に 一度という大不況が訪れ、医療にかける財源不足が周知のこととなりました。 我が国の医療は、右肩上がりの成長経済を背景に、十分な財源と質の高い医療従事者の養成により、WHO の評価でも世界 最高水準にあるとされてきました。しかし、近年、産科小児科や救急医療問題など医療崩壊と呼ばれる課題も明らかになって きました。いわば、医療システムの病期は、第一期の財源確保の問題から第二期の医療提供体制の問題へと進行しつつありま す。そこで、豊富に蓄積されつつあるにもかかわらず上手く使われていないデジタル診療情報（クリニカルデータ）を活用す ることで、医療の効率化や安全性の向上、エビデンスに基づいた研究開発や医療政策決定への応用などが期待されています。 本シンポジウムでは、まず、イギリスの NHS におけるデータ解析や米国オバマ政権下での医療 IT 化政策、我が国の DPC の データ利用等を紹介いただくとともに、最新の IT 研究や EU における個人情報保護の問題を御報告していただきます。その上 で、個人情報を保護した上でのクリニカルデータの利活用について、各界の識者の方々に議論いただくパネルディスカッショ ンも実施することと致しました。オープニング挨拶 森田 朗 東京大学政策ビジョン研究センター センター長、教授

Purpose of this symposium
Eight years have passed since the Grand Design for Healthcare IT was planned on 26 December 2001. Many health organizations have implemented information systems and they have stored a great deal of clinical information electrically. Meanwhile, serious revenue shortfall for healthcare through rapid aging and economic depression became widely known. Japanese healthcare system had been regarded as the highest level in the world by adequate financial resources and training high quality health care workers with constant economic growth. However, many problems including scarcity of resources for prenatal care and emergency medical service became recognized and people called the situation “Iryo Hokai (Collapsed Healthcare)”. Constructing effective and high quality health service system have become an essential issue for Japanese Healthcare System due to the problem. To tackle the issues, digital clinical data that hadn’t been utilized effectively will be a potential resource to provide information to advance healthcare system. Digital clinical data can be utilized for improving efficiency and safety of healthcare, evidence-based clinical research and evidence-based policy.
This symposium will cover various topics related to uses of digital clinical data including data analyses at National Health Service in UK, healthcare IT policy under the Obama administration, utilization of DPC (Diagnostic Procedure Combination) data and other current researches on information science and privacy data protection. And we will call a panel discussion to discuss utilization of clinical data considering protection of patient data.
