U

rayasu City is starting restoration and recovery construction on the

locations that were damaged by the Great East Japan Earthquake.

As of May, due to restorative construction and liquefaction

countermeasure construction on Symbol Road (between Irifune

Intersection and La Finesse Shin-Urayasu), traffic lanes will be

restricted.

Since traffic is expected to be slow during construction, please

use the detour routes as much as possible. We apologize for the

inconvenience, and we would appreciate your understanding and

cooperation.

Future schedules for restoration and recovery construction will be

announced in turn in the Urayasu City website and other publications.

on a s cale never before s een am ong adults . If a

w om an w ho is not im m une to rubella catches the illn

es s during p reg nancy, the unborn child m ay develop

an illnes s called cong enital rubella s yndrom e (C R S )

es s , and cataracts .

Therefore, as an em erg ency m eas ure to p revent C R S a

nd further p rotect ex p ectant m others , U rayas u C ity

is offering s ubs idies for p art of the cos t to thos e

w ho w ould lik e to receive the rubella vaccine or th

International Center Exhibition: Republic of Niger

UIFA provides a Japanese language program. It’s a once-a-week, 90-minute private lesson for beginners. Tuition for one term of six months (April to September or October to March) is ¥1,800 paid in advance at the time of application.

A new registrant who wants to start in the middle of the term should pay a monthly-calculated tuition (¥300 a month). Application forms are available at the Local Network Section on the fourth loor of the Urayasu City Hall. Current vacancies are shown below. Sign-ups are on a irst-come, irst-served basis.

im ag e that com es to m ind.

On S aturday, A p ril 20, I attended a

m eeting of U rayas u C om m unity C at A s s

o-ciation—a g roup that is nick nam ed

Yuru-Neko no Kai (“cuddly” cat as s ociation) and

is j us t g etting s tarted w ith 32 m em bers —at

a m eeting room in C huo K om ink an (P ublic

H all).

The concep t of “com m unity cats ” is

s till relatively new . It refers to cats that

are m aintained and tak en care of m ainly

by volunteers in the com m unity. The term

“com m unity cats ” does not refer to s tray

cats that do not have a s p eciic ow ner. C ats

in the com m unity that are s im p ly fed are

not referred to as com m unity cats . The

com m unity cat cam p aig n w as s tarted in

19 9 7 by Y ok oham a C ity res idents w ho

loved cats . In this cam p aig n, res idents not

only took care of s tray cats tog ether, but

als o took s tep s s o that the cats w ould not

increas e in num ber. This typ e of p rog ram

is s p reading acros s Jap an.

U rayas u C ity es tablis hed the com m unity

cat w elfare p rom oter s ys tem in A ug us t

2008 . U nder the s ys tem , s tray cats are p

ro-tected as com m unity cats , and s tep s s uch

as s teriliz ation and neutering are actively

tak en s o that they w ill not increas e in num

-ber. This is a p rog ram that s tarted from

the idea that w e do not w ant to increas e

the num ber of cats w ithout ow ners and is

in accordance w ith the U rayas u C ity s tray

cat s teriliz ation/ neutering s ubs idy p rog ram

that s tarted in is cal 2008 .

In the irs t is cal year, there w ere only 4 6

cats involved in this p rog ram . L as t fis cal

year—the ifth year of the p rog ram —139

cats w ere involved. The s ubs idy am ount

w hen the p rog ram irs t beg an w as half the

ex p ens e. H ow ever, becaus e res idents had

to donate the other half of the ex p ens e and

the anim al w elfare p rom oters w ere

cover-ing the cos t them s elves , w e chang ed the

p rog ram in is cal 2011 s o that the s ubs idy

covers all ex p ens es .

Today, there are 115 anim al w elfare

p rom oters reg is tered in U rayas u C ity.

D ep ending on the com m unity, how ever,

there are s till s om e s erious m is

under-s tanding under-s . I heard that

Yuru-Neko no Kai

m em bers s om etim es conduct their

activi-ties under g reat s tres s , w ith s om e p eop le

yelling at the m em bers . The underlying

m is unders tanding is that s om e p eop le s ee

the activities that are conducted to p revent

the increas e in the num ber of s tray cats as

activities that p am p er the s tray cats and

therefore m ak e their num bers increas e.

Jus t as p et ow ners can be divided into

dog lovers and cat lovers , the dog s and

cats them s elves have com p letely different

habits . There are p roblem s that only cats ,

w hich roam freely outdoors , can caus e,

and thes e p roblem s are occas ionally s p

ot-lig hted as a s ocial is s ue. In the irs t p lace,

it is s aid that the cus tom of letting cats

roam freely outdoors today can be traced

back to the ordinance of the K eicho era

w hen the Tok ug aw a S hog unate es tablis hed

their g overnm ent in E do and p rohibited the

tying of cats .

A t the m eeting , p rog ram s w ere

intro-duced to res olve com p laints concerning

cats as m uch as p os s ible w hile tak ing into

cons ideration the habits of cats , s uch as a

p rog ram to us e p lanters as outdoor toilets

for cats . A t the m eeting , I felt com p lete

adm iration for the s teady efforts of the coadm

-m unity cat w elfare p ro-m oters .

June 15 (Sat.) is Chiba Prefecture residents’ day. There will be various events in which children and families can participate at community facilities throughout the city.

Folk Museum
