１ 目 的 日頃の英語学習の成果を発表する機会を提供し，ディベート活動を通 して生徒のコミュニケーション能力の向上を図るとともに，物事を多 角的な視点からとらえる態度を育成する。

９ 出場資格 （１）九州地区内の高等学校および高等専門学校（１年～３年）に在籍する生 徒。但し，海外生活体験や日常的な英語の使用の有無について登 録や出場に制限がある。詳細は大会規則を参照。
（２）同一の高校の生徒で３人１チーム，各県高等学校英語教育研究会の推 薦を受けた２チームまでとする。
（３）チーム構成は，ディベーター２人，補助１人とし，試合ごとに交代可能と する。
（４）参加申し込み後の選手の入替は，原則として認めない。 １０ 論 題 Japan should abolish capital punishment.
日本は死刑を廃止すべきである，是か非か。
※仮釈放なしの終身刑（二度と社会に出ることなく，一生刑務所に入っておくこと）など、死刑廃止に 必ずしも必要でないプランは入れてはならない。死刑廃止に伴う、広報や実施のための予算等は通 常必要な措置なので、プランに入れることができる。

１２ 審 査 各試合とも，３人の審査員により審査する。
１３ 表 彰 １位には優勝トロフィー，賞状及び副賞を授与する。２位，３位には， 盾及び賞状を授与する。個人賞として，チームに最も貢献する働きを したディベーターに，ベストディベータ賞を３名まで授与する。
１４ 申 込 各県高等学校英語教育研究会部会より，参加申込書（別紙様式１）を郵送で 提出する。なお同じ申込書をメールにて下記まで提出すること。

１７ そ の 他 （１）図・チャートは紙媒体のみ使用可とするが，補助的に用いることとし，口頭で のコミュニケーションを原則とする。
（２）Evidence Sheet Format（別紙様式２）を，試合前に審査員へ提出 する。事前に５部用意しておく。
（３）３位決定戦及び決勝戦はマイクを使用する。
（４）当日の交通事情などやむを得ず抽選に遅れる際は会場校に連絡 すること。そうでない場合原則として予選棄権とみなす。
（５）大会の様子をＤＶＤに収録し，後日各県へ配付する。

＊ 第６回全国高校生英語ディベート大会の出場について
全国大会の出場校数は，最大で６４となります。都道府県大会（以下，「県大会」）が開催さ れる都道府県の場合，県大会の参加校数（チーム数ではない）に応じて出場枠が３から１割り 振られ，参加校が選抜されます。参加校の選抜は，九州英語ディベート大会の結果に関係な く，各県の裁量で行ってください。

9 Entry Requirements
(1) A student who belongs to a high school or high technical college in Kyushu, ranging
from 1st to 3rd graders. For more information, please refer to the tournament
rulebook.
(2) Teams should consist of 3 students who belong to the same school. Each prefectural
association for teachers of English in Kyushu can send a maximum of two teams.
(3) Teams will consist of two speakers and one researcher. They may rotate roles after
each round, but not during.
(4) Teams are not allowed to change their members after the preliminary round enrollment.
10 Resolution ‘Japan should abolish capital punishment.’
In their proposition to abolish capital punishment, the affirmative team may not include alternative plans, particularly those regarding life imprisonment without parole. However, they may show plans related to the costs and procedures which would be involved in abolishing capital punishment.
11 Tournament Rules Please refer to the tournament rulebook. 12 Judging Three judges will preside over every match.
13 Awards
The first-placed team will be awarded the trophy, certificates and additional prizes. The second and third-placed teams will be awarded plaques and certificates. As for Individual awards, a maximum of three ‘Best Debater awards’ will be presented.

(1) Charts and graphs may be used, but they must be presented on paper rather than electronically, and students should remember that such aids must be secondary to the main purpose of oral communication.
(2) Teams must prepare five sheets with details of their evidence, and hand them in to the organizers before each match.
(3) Debaters may use microphones during the 3rd/4th place play-off and final matches only.
(4) Any teams or members who fail to inform the organizers that they are running late after an accident or other unforeseeable circumstances will automatically forfeit their matches. In such cases, please inform the organizers immediately.
(5) The organizers will record and take pictures of the debate matches and distribute them on a DVD to the prefectural bodies after the event.
