This year marks the silver jubilee of the Graduate School of International Development (GSID) at Nagoya
University. GSIDset off twenty five years ago to pioneer development research and teaching in Japan. The
country’sown rapid economicdevelopment had swiftlyturned it into oneof thelargest foreign aid donorsin
theworldandit neededtofindandtraintheexpertiserequiredtofulfil thisleadingrole.
In thetwenty fiveyearsthat havepassed sincethen, theworld of international development hasundergone
a significant transformation. Most recently, the adoption by the United Nations of the Sustainable
Development Goals(SDGs) in New York in September 2015 hasradically changed our understandingof what
‘development’ means. With this set of 17 new global goals, the old agenda of rich countries helping poor
onesaddressdevelopment problemsisgivingway to anew vision. Thus, ‘development’ hasbecomeaglobal
agenda for both rich and poor countriesdesigned to balance a sustainable planet with economic prosperity
andsocial justice.
As a pioneer development research institution in Asia, GSIDwould like to seize the opportunity of its silver
jubileeto thinkmoredeeplyabout howweshould re orient ourselvesto aneweraof development research
and teaching. We have invited a key note speaker from the Global Development Institute (GDI) at the
Universityof Manchester (UK), whoisalsothepresident of theDevelopment StudiesAssociation, tosharehis
Institute’sexperiencewith us. We are also organizinground table discussionsto examine what specific roles
development researchinstitutionsinAsiashouldplayin addressingthenewglobal development agenda, and
what researchprioritiesexist for promotingasustainableworldeconomyandajust society.

ideas and powerful institutions explain the SDGs broadening to include the eradication of extreme poverty,

evolving UN ‘Global Goals’ process, or do they demonstrate that the idea of ‘development’ has been
fundamentallytransformed?

David Hulme is Professor of Development Studies and Executive Director of the Global
Development Institute at the University of Manchester. He is also the President of the
Development Studies Association of the UK and Ireland. He has worked, inter alia, on rural
development, poverty reduction, microfinance, social protection, NGOs, environmental
management and governance for more than 30 years and in South Asia, East Africa and the
Pacific. His recent books include: Should Rich Nations Help the Poor? (2016); Global Poverty:
Global Governance and Poor People in the Post 2015 Era (2nd Edition, 2015); Governance, Management and
Development: Making the State Work (2nd Edition, 2015); The Millennium Development Goals and Beyond:
Global Development after 2015(2012); and, Just GiveMoneytothePoor (2010).
