JICAの事業計画によれば、農業と漁業分野におけるJICAの支援の優先度は次の通り である。
１．実施中の円借款事業、及び気候変動対策プログラム・ローンの政策アクションを 通じた灌漑施設の改修・新設、灌漑施設の維持管理・灌漑用水の管理体制強化、及び 節水稲技術の適用範囲拡大を通じて、米を中心とした食糧増産と農村貧困の緩和支援。
２．地方分権化を踏まえた農業政策・制度改善、持続的水産資源利用体制の確立、農 水産物が適切な価格で取引・流通されるための市場・流通システムの改善と生産物の 競争力強化支援。
３．貧困農民層の所得創出事業や地場農水産加工業の育成による農漁村振興について、
これまでの農水産分野技術協力の成果を地域開発に活用すべく、今後、東部インドネ シア開発プログラムでの展開を中心に検討。
