EPO The annual ECAP II Regional and National Committee meetings will be held in Kuala Lumpur on 21 and 23 November 2006.Delegates from ASEAN IP offices, ASEAN Secretariat, ECAP II's Programme Management Unit, EPO, OHIM and the European Commission will take stock of the outcome of ECAP II activities implemented in 2006 and discuss the planning of activities foreseen for 2007.

Regional Handbook on IP Enforcement for Customs

(November 2006)

EPO The Handbook compiles ASEAN, European and International legislations and guidelines on border control and IP enforcement for ASEAN Customs and will serve as a tool for Customs officials to better tackle counterfeiting and piracy at ASEAN countries’ borders. The Handbook will be available at the national IP offices across ASEAN as well as through the ECAP II website.

EU-ASEAN Colloquium on IP Education

(Kuala Lumpur, 22-23 November 2006)

EPO The EU-ASEAN Colloquium will be held to promote IP education in the region. Representatives from the European Intellectual Property Institutes Network (EIPIN) and the ASEAN University Network (AUN) will conclude an agreement to promote an EU-ASEAN networking between key EU and ASEAN universities. Representatives from some European and ASEAN universities active in the field of IP will present IP courses and degrees.

II-USPTO Workshop on IP Protection and Enforcement in the Digital Environment Denpasar, Indonesia (7-8 December 2006)

A regional workshop on “IP Protection and Enforcement in the Digital Environment” was co-organised by the DGIPR, the ASEAN Secretariat, ECAP II and the United States Patent and Trademark Office (USPTO). The two-day event focused on IPR enforcement issues and challenges in the digital environment.

EPO An expert from the European Patent Office (EPO) will train patent examiners of national IP offices in Laos, Cambodia and Thailand to improve the processing of patent applications in the areas of engineering.

Thailand Training on Industrial Designs

(Bangkok , 19-20 June 2006)

OHIM An expert from the Office of Harmonization in the Internal Market (OHIM) will conduct a two-day training course on Industrial Designs for a total of 15 examiners from the Department of Intellectual Property (Thailand) and from the Directorate General of Intellectual Property Rights (Indonesia).

The course will focus on design examination procedures and the Community Design system.

Thailand Translation of the new Thai GI Gazette and Registered GIs (July 2006)

EPO ECAP II will translate the new Geographical Indications (GI) Gazette from Thai into English. This Gazette serves as a means to publish new GI applications before their final registration following a ninety-day opposition period. The description of five newly GI-registered products will also be translated.

Thailand Workshop on Silk Production on Geographical Indications (GIs) (Chiangmai, 6-8 August 2006)

EPO The Queen Sirikit Institute of Sericulture of Thailand will organise a workshop on silk production and Geographical indications (GIs) for its officials in the country. This workshop is a follow-up to the seminar held in Khon Kaen in April 2006 on GIs protection and aims at potential silk GIs and the preparation of GI guidelines. ECAP II and experts rom the Department of Intellectual Property of Thailand will join the panel of speakers.

Thailand Thailand Research Exposition 2006 (Bangkok , 10 September)

EPO The National Research Council will organise a seminar/exhibition from 9 to 13 September on

“Thailand Research Expo 2006” to commemorate the 60th anniversary of the King’s accession to the throne. An EPO representative will speak about the European Patent System and the “Weather Modification by Royal Rainmaking Technology” patent recently granted by the EPO to His Majesty King Bhumibol Adulyadej of Thailand.

Thailand Thailand IP Fair 2006 (Bangkok , 29

September – 1 October 2006)

EPO The Department of Intellectual Property (DIP) of the Ministry of Commerce will host seminars and an exhibition at the “Thailand IP Fair 2006” from 29 September to 1 October 2006 in Bangkok to raise the awareness of the Thai public on Intellectual Property (IP). The event will address IP rights holders, various national and international IP agencies and the general public. At the ECAP II Pavilion, information on ECAP II activities and European IP registration systems will be provided to visitors. An expert from the European Patent Office (EPO) will demonstrate how to search IP information through the esp@cenet® website and a European Patent Attorney will provide consultancy advice.

Thailand Symposium on

“Balancing IPR

Protection: Rightholders and public interests”

EPO In connection with the 60th anniversary of HM King Bhumibol Adulyadej's accession to the throne and on the occasion of the 9th anniversary of the Thai Central Intellectual Property and

International Trade Court (CIPITC), ECAP II will coorganise a symposium titled “Balancing IPR Protection: Rightholders and Public Interests” in Bangkok focusing on IPR enforcement.

Thailand Translation of the new Thai GI Gazette and Registered GIs (December - January 2007)

EPO ECAP II will translate the new Geographical Indications (GI) Gazette Vol 2 No 3 from Thai into English. Thailand Online publication of Thai IP legal cases (December 2006)

EPO One result of the co-operation between the Central Intellectual Property and International Trade Court (CIPITC) of Thailand and ECAP II has been the summary and translation into English of IP case law decisions from the Supreme and IP Courts in Thailand. On the occasion of the 9th Anniversary of the CIPITC, these cases will be available on-line from the website of the CIPITC and of ECAP II in searchable format both in Thai & English languages.

Thailand IPRTA Workshop (Bangkok ,4-6 December 2006)

EPO A workshop on “Intellectual Property Rights Technical Assistance” (IPRTA) will be organised by a European consulting firm on 4-6 December 2006 with the support of ECAP II. During this event, an ECAP II representative will speak on the implementation of the ECAP II programme and recent achievements with emphasis on the necessity of Technical Assistance.

EPO A European expert will undertake the final leg of the Resource & Management audit for the DGIPR.

The audit aims at progressing the on-going modernisation process in IPR at the DGIPR.

Indonesia SEAD Drafting Course (Singapore , 25-29 September 2006)

Five Indonesian participants will undertake the last session of the South East Asian Drafting (SEAD) Course in Singapore organised by the International Federation of Intellectual Property Attorneys (FICPI) and co-funded by the European Patent Office (EPO). These participants, sponsored by ECAP II, attended the first session earlier this year.

Indonesia Expert mission on Geographical Indications (GIs) (Bali ,12-13 December 2006)

EPO At the occasion of a two-day seminar on GIs organised with the support of the French Embassy In Indonesia, the CIRAD,the Indonesian Coffee and Cocoa Research Institute (ICCRI) and the Dinas Perkebunan of the Province of Bali, an ECAP II representative will present the current situation of GI protection in ASEAN . This event will also serve as an occasion to study the development of the Indonesian GI legal framework and to progress on potential GIs in Bali such as the Kintamani Arabica Coffee.

Viet Nam Translation of the Thai registered GIs & the new European Commission’s Council Regulation (No 510/2006) on Geographical

Indications (July 2006)

EPO ECAP II will provide Vietnamese translations of the Thai registered Geographical Indications (GIs), the European Commission’s Council Regulation on GIs as well as its annexes forms.

Viet Nam Study Visit to the Thai Intellectual Property and International Trade Court

(3-5 July 2006, Bangkok)

EPO Ten judges and legal advisors from Vietnamese Courts and the National Office of Intellectual Property (NOIP) will undertake a three-day study visit to the Thai IP&IT Court, the only specialized IP court in the ASEAN region to learn from Thai experience in handling efficiently IP cases and in setting up a specialised IP judiciary. During these three days, meetings with the IP Chamber of the Supreme Court as well as with the Public Prosecutor Office will also be organised.

Guidebook on Collective Management of

Copyrights and Related Rights

EPO ECAP II will assist the Copyright Office of Vietnam (COV) in translating and publishing WIPO literature on Collective Management of Copyright and Related Rights into Vietnamese. This activity will allow the COV to increase public awareness and provide supporting materials for the

development of Collective Management of Copyrights and Related Rights in Vietnam.

Collecting Management of Copyrights and Related Rights

(Hanoi , 5-7 September 2006)

EPO Two experts from the Max Planck Institute, Germany, and from the International Confederation of Societies of Authors and Composers (CISAC), Singapore, will conduct a seminar on Collecting Societies for 100 artists and cultural-related officials. The seminar will be followed by a consultation session where the experts will assist the Copyright Office of Vietnam (COV) and other culture-related agencies in improving the legal framework of the collecting management in Vietnam.

Viet Nam Exhibition of IPR and Counterfeit Products (Ho Chi Minh City, 11-19 November 2006)

EPO As part of “APEC Trade Fair 2006”, an exhibition on Infringing IP Products will be co-organised in Ho Chi Minh City by the Market Control Department (MCD) of the Ministry of Trade and ECAP II.

The exhibition aims at raising the public awareness about IPR and counterfeiting issues. The exhibition will feature counterfeit products seized by MCD subdepartments across the country.

Rights holders will also exhibit genuine and counterfeit products to increase consumer awareness.

Viet Nam Training on Industrial Design

(Hanoi, 15-17 November 2006)

EPO An expert from the National Institute of Industrial Property (INPI) of Portugal will conduct a training session on industrial design examination procedures at the National Office of Intellectual Property (NOIP) in Vietnam.

Viet Nam Launching of the IP Training Centre at the NOIP  (January 2007)

EPO ECAP II will provide equipment for the IP Training Center at the NOIP. The inauguration of the Centre will be made by representatives from the European Commission Delegation to Vietnam.

Malaysia Training new trade marks examiners &

Assistance to the IPTC of MyIPO

OHIM Two experts from OHIM will conduct a four-day training session for trade marks examiners and officers of the Intellectual Property Training Centre. The course will provide an overview on trade mark examination procedures, grounds for refusal examination and opposition proceedings.

Malaysia Study Visit on Automation to the European Patent Office (The Hague, 7-11 August 2006)

EPO Four officials from the Intellectual Property Corporation of Malaysia (MyIPO) will undertake a study visit to the European Patent Office (EPO) in The Hague to discuss the automation of the MyIPO and to meet with external contractors who will assume the task of up-grading Malaysia’s Common Software administration system to the new web based SOPRANO system.

EPO An expert from the European Patent Office (EPO) will train Malaysian patent examiners from the MyIPO and SIRIM to improve patent search and examination procedures in the areas of software and business methods.

Cambodia Automation Supply (May 2006)

EPO Following the IT expert mission in 2005, ECAP II will provide the Intellectual Property Department (IPD) of Cambodia with hardware and software to upgrade the IT infrastructure. The assistance will dovetail with the installation of the trade marks administration system (IPAS) of WIPO.

Cambodia Training on Industrial Designs & Preparation of Guidelines on Industrial Designs Examination (Phnom Penh , 21-23 June 2006)

OHIM Cambodian examiners from the Intellectual Property Department (IPD) will attend a training session on Industrial Designs conducted by an expert from the Office of Harmonization in the Internal Market (OHIM). The two-day training will be followed by a consultation session to assist the IPD in the preparation of guidelines on Industrial Designs Examination.

EPO ECAP II will commission a professional training institute in Phnom Penh to conduct an English language training session for officials from the Intellectual Property Department (IPD). The programme is specially designed to improve the officials’ understanding of IP in English.

Cambodia Plant Variety Legislation (August 2006)

EPO An expert from the French Office for Plant Variety Protection (CPOV) will assist the Cambodian Ministry of Industry, Mines and Technology in finalising the draft national Law on Plant Variety Protection.

EPO ECAP II will commission a professional training institute in Vientiane to conduct an English language training session for 30 officials from the Science, Technology and Environment Agency (STEA) and other IP related administrations.
