Chapter 8 – Conclusion

8.6. Policy Implications

This study has several policy implications that could be used as practical and theoretical recommendations:

119 1. The government along with other actors, need to make efforts in building awareness and community resilience to tsunamis. In the context of Pancer Hamlet community in particular and Indonesia in general, ulama and religious leaders holds a very important role in the process of raising public awareness. But until now the role of ulama in the process of building disaster resilient communities is still low. This needs to be considered as one alternative. The role of religious leaders and faith-based organization in building community resilience also do not mention in SFDRR.

2. Although the government already trying to provide much more attention into the tsunami risk reduction process, governance leaders in Banyuwangi District, especially the mayor (regent), should give much more attention toward disaster sector particularly tsunami risk in Pancer Hamlet community. Investing in tsunami risk reduction for resilience needs to be improved through structural and non-structural measures. Although it has limited capacity, including the budgeting, the local government should think a strategy that could overcome the problems.

3. Banyuwangi District needs to do a review of various planning documents and action plans that already exist. For example, contingency planning documents that have been made deserves to be appreciated. On the other hand, this document needs periodic review.

4. This study found that there is a gap among various communities in building tsunami-resilient community. For instance, in Kuta Village, Bali Province, one of tsunami risk area, they already have a good aspect in building community resilience, such as, an accurate map that developed through GIS and clear roles of task among relevant actors;

while it has not been conducted in Pancer Hamlet. Therefore, a lesson can be learned and a comparative study other communities is an imperative activity in building community resilience.
